09-17-91.-5` '~ A regular meeting of the Hopkins City Council was held on September 17, 1991 in the City Council Chambers ,of Hopkins City Hall. Present were Mayor Berg, Councilmembers Anderson, Shirley, Kritzler and Redepenning. Also present were City staff Mielke, Genellie, Harmening, Gustafson, Gessele and City Attorney Jerre Miller. I. CALL TO ORDER Mayor Berg called the meeting to order at 7:40 p.m. II. CONSENT AGENDA 1. APPROVAL OF THE SEPTEMBER 3, 1991 REGULAR MEETING MINUTES 2. APPROVAL OF DISBURSEMENTS, PRELIST 870 3. APPROVAL OF MISCELLANEOUS LICENSES 4. APPROVAL OF LANDFILL CHANGE ORDER NO. 8 5. AUTHORIZE MAYOR AND CITY MANAGER TO SIGN CONTRACT CONSULTANT - KNOLLWOOD IMPROVEMENTS 6. APPROVE MAYOR'S APPOINTMENT OF TONI RICHARDSON TO THE PARKING COMMITTEE 7. SET PUBLIC HEARING FOR ABATEMENT OF NUISANCE 8. ADOPT RESOLUTION NO. 91-118 9.- APPROVAL OF MINUTES OF AUGUST 13, 1991 COUNCIL WORKSESSION Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to approve the Consent Agenda. A poll of the vote was~as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. III. OLD BUSINESS (a) CONSIDER ACTION - SECOND READING ORDINANCE_REGARDING PAWN SHOPS Staff recommended that the Council approve the following motion: Move that the Hopkins City Council approve Ordinance No. 91-6'89 for second reading and order published and adopt Resolution No. 91-115 establishing fees. This action would establish Section 1180 in the Hopkins City Code which would license and regulate pawnshops. It would also set the amount of the investigative and annual fees. `The interested parties requested a continuance until the next Council meeting. September 17, 1991 Page 2 Councilmember Kritzler moved and Councilmember Redepenning seconded the motion to continue this .item until the next Council meeting. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. Mr. Gessele requested that Item No. B be moved down on .the agenda to allow time for other parties to arrive at the Council meeting. (c) CONSIDER ACTION - MISCELLANEOUS ASSESSMENTS Staff recommended the following motion: Move that Council adopt Resolution No. 91-113 for 1991 Miscellaneous Assessment Roll. There were two items on the Assessment Rolls with appeals a. Delinquent invoice for tree removal. Request was made by the owner for a reduced amount assessed against the property. He stated that NSP has cut the branches and only a 20 foot stump remained for the City to remove. Mr. Gessele explained that the owner had approximately six months or more to remove the tree before Council ordered it removed and had not responded to any of the requests by the City concerning removal of the tree. Mr. Gessele recommended that the appeal be denied and full assessment remain at $295.00, payable in one year at 8% interest.. After discussion Councilmember Anderson moved and Councilmember Redepenning seconded the motion to assess the property 'at $150.00, payable in one year. A poll of the vote ,was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Nay; Councilmember Redepenning, Aye; Mayor Berg, Nay. The motion carried. Item No. 2 Delinquent utility bill. Staff recommended denial. Mr. Gessele reported on the assessment and recommendations made by Mr. Schedler, Finance Director. Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to deny the appeal. The motion carried unanimously. Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to adopt Resolution No. 91-113. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. (b) CONSIDER ACTION - CLOCK TOWER At its September 3rd Council meeting, Council considered design plans for a Mainstreet Clock Tower. Council directed Westwood Professional Services to make changes in the design and to present further alternatives. Mr. Erkkila, Westwood Professional Services, brought revised plans to the Council meeting to show the Council. The new plans had three ways of adding bells to the clock at a later date. The revised plan showed the bells being added in increments of One bell, Four bells or Twelve bells. After further discussion Councilmember Kritzler moved and Councilmember Redepenning seconded the motion to approve Resolution No. 91-112. A poll of the vote was as follows: Councilmember Anderson. Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. IV. NEW BUSINESS (a) PUBLIC DISCUSION/REVIEW MAINSTREET PARKING LIMITS Staff recommended adoption of the Resolution No. 91-116 establishing parking time limits on Mainstreet between Washington Avenue North to Shady Oak Road. There will be approximately 110 additional parking spaces on Mainstreet created by the Mainstreet Improvement project. September 17, 1991 Page 4 The recommended hours are: Washington Avenue to 11th Avenue North: One hour parking 6:00 a.m. - 6:00 p.m. No parking, 2:00 a.m. - 6:00 a.m. 11th Avenue North to Shady Oak Road: Two hour parking from 6:00 a.m. - 6:00 p.m. No parking 2:00 a.m. - 6:00 a.m. Councilmember Redepenning moved and Councilmember Shirley seconded the motion to adopt Resolution No. 91-116. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. (b) CONSIDER ACTION - DISCUSS ALLEY IMPROVEMENT PROJECT Staff recommended adoption of the following motion: Move to authorize staff to solicit requests for proposals for a preliminary analysis and feasibility report for a proposed alley improvement ,project. This action will allow staff to solicit proposals from Consultants to undertake initial study for a possible alley improvement project from 7th Avenue to 11th Avenue, both north and south of Mainstreet. After a brief discussion Councilmember Anderson moved and Councilmember Shirley seconded the motion to authorize staff to solicit proposals for a preliminary analysis and feasibility report for a proposed alley improvement project. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. (c) CONSIDER ACTION - FIRST READING OF ORDINANCE REGARDING MISCELLANEOUS FEES Staff recommended that the Council approve the following motion: Move that the Hopkins City Council approve Ordinance No. 91-695 for first reading. This action will amend Chapter Ten of the Hopkins City Code to authorize the charging of fees for copies of documents, TIF applications, revenue bond applications, Council minutes, Zoning and Planning minutes and agendas. ~„ -- i ~~ September 17, 1991 Page 5 Councilmember Anderson moved and Councilmember Redepenning seconded the motion to approve Ordinance No. 91-695 for first reading.
