MINUTES
November 26, 1991
COUNCIL BUDGET HEARING
The Hopkins City Council held a budget hearing in the
Council Chambers at Hopkins City Hall on November 26, 1991
at 6 p.m. Present were Mayor Berg, Councilmembers: Chuck
Kritzler, Chuck Redepenning, Jim Shirley and Bob Anderson.
Also present were City Staff: City Manager Steve Mielke,
Finance Director John Schedler, Police Chief Earl Johnson,
Recreation Director Dick Wilson, Public Works Director Lee
Gustafson, Community Development Director Tom Harmening,
City Clerk/Assistant City Manager Jim Genellie, Police
Captain Jim Liddy.
Mayor Berg called the meeting to order at 6 p.m.
Mr. Steve Barberio, representing Child's Play Theater
Company presented information on the Child's Play Theater
Company and requested continued funding from the City in the
amount of $ l , 0 0 0 .
Mr. Craig Olsen was in attendance on behalf of Westwind
Concert Band of Hopkins. Mr. Olson described the upcoming
performances for West Wind Concert Band and requested a 1992
budget of $800.
Ms. Diane Hansen and Ms. Sandra Hyne were in attendance on
behalf of Hennepin West Intervention Project. They
indicated a desire for a budget of $11,902. It was noted
that the City Manager is recommending $11,300.
Mr. Dan Schumacher, representing West Hennepin Human
Services Planning Board, reviewed the programs and services
offered to Hopkin's residents by West Hennepin Human
Services and requested a budget allocation of $3,637. West
Hennepin Human Services is attempting to have all
communities fund West Hennepin Human Services at 22 cents
per capita. It was noted that the City Manager is
recommending funding at $3,250.
Ms. Adele Mehta was in attendance representing Senior
Community Services. Ms. Mehta requested funding in the
amount of $10,504. It was noted that the City Manager is
recommending funding of $10,400.
Ms. Sue Nelson, representing West Suburban Mediation Center,
appeared and requested a budget allocation of $2,750. This
is the same amount as is proposed by the City Manager.
It was noted that the Animal Humane Society of Hennepin
County is requesting $2,800. No one was in attendance to
discuss this with the City Council. It was noted that the
City Manager is not recommending funding for this program.
Ms. Grace Norris, representing Greater Minneapolis Day Care
Association, was in attendance and requested funding in the
amount of $15,000. The City Manager stated that staff
expects a reduced allocation of Community Development Block
Grant funds which have historically been used to fund this
request and therefore, is recommending a $12,000 budget for
1992.
Mr. Paul Sinclair, representing Vail Place, presented a
history and budget request of Vail Place and requested
$6,000 from the Community Block Grant Funds. The City
Manager is recommending no dollars and noted that the
Community Block Grant Funds would either have to be divided
by this request with Greater Minneapolis Day Care
Association or have funds allocated from the General Fund in
order to satisfy more than $12,000 in total spending from
the Community Development Block Grant program.
Ms. Ellie Barth and Ms. Mary Vickerman were in attendance
representing the Hopkins Community Promotions. HCP is
requesting a $10,000 allocation in 1992 as was budgeted in
1991.
Mayor Berg indicated that no decisions would be made on the
service organization presentations at tonight's meeting.
Mr. Mielke reviewed the 1992 budget as prepared and
recommended to the City Council. Mielke stated that the
budget includes a general fund increase of 3.6% over the
1991 revised budget and equals $5,817,000.
Expenditures within the General Fund would allow for a
continuation of the programs and services provided in 1991.
Program modifications and additions include the addition of
a Truth in Housing ordinance, and ordinance regulating pawn
shops and a Presidential Primary and General election.
Mayor Berg opened the public hearing for comments on the
1992 budget program and service levels or taxes and utility
rates.
Mr. Bob Tickle, 248 Hawthorne Road, questioned the authority
of the State to mandate the primary elections and suggested
that the City Council must do more than just hold the line
on the budget by making deep cuts into the tax levy for
1992.
Mr. Anderson moved and Mr. Kritzler seconded a motion to
continue the public hearing on the budget to December 3rd
and, if necessary, December 4th to provide a second
opportunity for comment on the budget and tax levy. The
motion passed unanimously.
Mr. Redepenning moved and Mr. Shirley seconded a motion to
adjourn the meeting. The motion passed unanimously. The
meeting was adjourned at 9:30 p.m.
