MINUTES OF THE CITY COUNCIL WORK SESSION
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
January 3, 2006
Mayor Maxwell called the meeting to order at 9:20 pm at the conclusion of the regular City Council
meeting at City Hall. Council members present were Mayor Maxwell and Council members Thompson,
Halverson, and Youakim. City personnel present were City Manager Rick Getschow, Planning and Economic
Development Director Jim Kerrigan, and City Planner Nancy Anderson. Also present was Zoning and Planning
Chair Peter Sholtz.
Allowing Retail in Industrial Zoning
Council and staff discussed a recent concept review that came from the owner of the Johnson building near
Excelsior Boulevard, regarding a concept to allow a limited amount of retail in an industrial building in an
industrially zoned district. Discussion ensued as it relates to whether or not a small amount of retail should be
allowed in this industrially zoned area and this part of town, even though this situation at this time would apply to
only this one building in this one location. Consensus was to receive detailed information from the applicant on
the specifics of the use and the type of retail business that this person would want to operate in that area. Council
and Planning and Zoning Commission can follow up after that information is received, to consider whether or not
they would like to move ahead with allowing retail in this industrially zoned area for this particular use in this

City Council Vacancy
Council discussed the dates and timeline for conducting interviews. Council also discussed the questions
that they would like to ask in the interviews. Consensus was to schedule interviews for all six applicants for
Tuesday, January 10 for a work session that will start at 5:30 pm.
Year End Economic Development Project Memo
City Manager Getschow distributed a memorandum from the Planning and Economic Director that
provides an update on where all the Economic Development projects are at year end.
Faith Community Meeting
City Manager Getschow stated that a Faith Community meeting is scheduled for the January 24 work
session. Council member Halverson gave the name of two more churches that border Hopkins that would be
good candidates to send invitations to.
Twentieth Avenue Townhomes
Council member Youakim asked for further clarification as it relates to this project. City Manager
Getschow stated that a work session should be scheduled later in the spring when the HRA and Council know
whether the federal government will allow the city to move ahead with the demolition. The work session could
discuss what the planned use is for the project, with the current understanding that the goal is for the construction
owner-occupied housing.
ouncil member Youakim discussed the possibility of working with Habitat for Humanity, as it relates to the
redevelopment of this property as single family homes.

oking Ban
Council discussed Hennepin County's change made on this day to relax the ban to allow businesses in the
County that have more than 50 percent of their sales in their operations being liquor, can now apply for an
exemption to the ban. As of this day, the assumption is that the private clubs will apply for the exemption to the
ban. City staff will monitor whatever establishments in the city will apply for this exemption. Any business can
apply for the exemption until the end of January.
There being no further business, a motion was made by Council member Halverson, seconded by
Youakim to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 10:35 pm.
