CITY COUNCIL WORK SESSION -April 19, 2005
A work session of the Hopkins City Council was called to order by Mayor Gene Maxwell at 6:05
p.m. on April 19, 2005, at the City Hall. Council members Brausen, Johnson, and Rowan were present.
City personnel present were City Manager Rick Getschow and Housing & Development Coordinator
Kersten Elvenun. Also present were Sid Inman and Rebecca Kurtz, Ehler's & Associates; Steve
Flanagan, Chazlotte Flanagan, and Andy Jones representing GPS Financial, Inc.; and Maria Hjelle,
Coldwell Bumet.
Following introductions, Kersten Elverum explained that the purpose of the discussion was for GPS
Financial to give anoverview/update on the Block 64 project and for the City Council to ask GPS any
questions they had regazding the proposed project.
Steve Flanagan acknowledged Andy Jones as being critical to getting the project done and that he
brought extensive experience to the project team. Mr. Jones shazed a portfolio of this work and
discussed his background in construction managemenVproject facilitation.
Mr. Flanagan indicated he will be delivering his project's financial projections to the bank tomorrow in
order to obtain a letter of interest. Mr. Inman discussed various options for City participation in the
project.
Mr. Flanagan provided an update on other aspects of the project including the mazket study results,
environmental issues, neighborhood meetings and possible tenant relocation.
Councihnember Johnson indicated a need for communication with the public regarding the possible use
of eminent domain. Councihnember Brausen indicated he supports the project including the aggressive
timeline. Councilmember Rowan indicated he feels comfortable with the project at this point.
There being no further items, a motion was made by Council member Brausen, seconded by
Council member Johnson to adjourn the meeting. The motion passed ~manimously. The meeting was
adjourned at 7:27 pm.
