Minutes of the June 5, 2018 City Council Work Session following Regular Meeting Proceedings MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING TUESDAY, JUNE 5, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, June 5, 2018 at 8:21 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Director of Planning and Development Elverum, Assistant City Manager Lenz and Public Works Director Stadler. Community Development Director of Planning and Development Elverum discussed the new smoking area guidelines for public housing authorities that are affecting Dow Towers. The new Federal guidelines require that the smoking area be 25 feet away from the building. The new plan needs to be communicated with the residents and in place by June 30. Ms. Elverum discussed options and challenges to the possible smoking areas. Once an area is identified, staff would come back to Council with a plan to screen the area. The City Council would review the possible options and direct comments and feedback to Ms. Elverum. Public Works Public Works Director Stadler gave an update on the Pavilion project, schedule, change orders and budget. The project is on schedule with an anticipated completion date in September. A ribbon cutting would be scheduled at a future date. The pickleball courts are under construction with completion scheduled for late July or early August. Park Valley play equipment would be installed beginning next week with approximately 3 weeks to complete the project. The Burnes Park splash pad and basketball courts have been well received. City Council  Discussion regarding a Minnehaha Creek Watershed District and Krause Anderson Cold Storage project gathering.  Council Member Gadd gave an update on the SWLRT.  Mayor Cummings and Council Member Gadd attended the Adult Options graduation.  Mayor Cummings attended the My Health Fitness women’s self defense class.  The Learn Graduation at Cargill is on Thursday, June 7.  A Flag Day Celebration is scheduled for June 14, 5:30 p.m. at Downtown Park.  Mayor Cummings participated in the ribbon cutting for The Commons and Nine Mile Trail openings.  Mayor Cummings discussed upcoming meetings.  Mayor Cummings will be absent at the June 12 City Council Work Session. Administration City Manager Mornson gave the following updates:  The Oakridge subdivision would be on the June 18 City Council agenda.  The Hopkins Historical Society first floor renovation costs would be approximately $850,000.  Discussion of the National Night Out kickoff location.  Update on The Moline parking ramp.  Discussion of the SWLRT Operations and Maintenance Facility building redesign.
