IV.1. Minutes of the June 5, 2018 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 5, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, June 5, 2018 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Director of Planning and Development Elverum, Assistant City Engineer Klingbeil, Assistant City Manager Lenz, City Attorney Riggs, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Motion by Campbell. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Appointments and Oaths of Planning & Zoning Commissioners City Clerk Domeier issued the Oath of Office to Planning & Zoning Commissioners Gerard Balan and Samuel Stiele. On behalf of the City Council and staff, Mayor Cummings welcomed the new commissioners. Motion by Gadd. Second by Halverson. Motion to appoint Gerard Balan and Samuel Stiele to the Planning & Zoning Commission for a two-year term ending June 30, 2020. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. III.2. Updates from Commissioner Jan Callison Hennepin County Commissioner Callison gave an update on Hennepin County. Commissioner Callison gave an overview of state legislative priorities including the new medical examiner facility, opioid prevention, residential organics, and workforce issues, pathways and initiatives. Commissioner Callison discussed projects affecting Hopkins including road and bikeway improvements, SWLRT and the Cold Storage site. Commissioner Callison appreciates the support of the City of Hopkins and congratulated the City on the ARTery grand opening. On behalf to the City, Mayor Cummings commented that the city appreciates all that Hennepin County does and it’s support of the City of Hopkins. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 5, 2018 III.3. Updates from TwinWest Chamber of Commerce Shannon Full, President of TwinWest Chamber, gave an update discussing opportunities for future collaboration and partnerships, the new strategic plan and how to better serve Twin West’s ten communities. Ms. Full discussed the TwinWest mission statement that focus’s on growth and prosperity and the goals of the organization. There was Council discussion regarding TwinWest’s position on issues, the workforce shortage and affordable housing. Ms. Full explained TwinWest’s procedures and commented that TwinWest would like to further explore business participation in regards to the workforce shortage and affordable housing. On behalf to the City, Mayor Cummings thanked TwinWest Chamber of Commerce for all they do. CONSENT AGENDA Motion by Kuznia. Second by Campbell. Motion to Approve the Consent Agenda. 1. Use Agreement – The Hopkins Farmers Market 14. Approval of 2018-2020 Union Contract with L.E.L.S. #171 Sergeants 15. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 5, 2018 NEW BUSINESS VII.1. Conditional Use Permit for a Special Purpose Fence at 2 East Saint Albans Road Director of Planning and Development Elverum discussed the staff report giving an overview of subject property and special purpose fence. Ms. Elverum discussed the fence standards and explained that staff concluded that the standards are met. The Planning & Zoning Commission recommended approval of the resolution. Motion by Kuznia. Second by Halverson. Motion to adopt Resolution 2018-052, approving a Conditional Use Permit allowing a 6 foot high Special Purpose Fence along the eastern property line of 2-East Saint Albans Road. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. VII.2. Order Feasibility Report, 2019 Street and Utility Improvements, City Project 2018-010 Assistant City Engineer Klingbeil discussed the 2019 Street and Utility improvements feasibility report. Mr. Klingbeil gave a background of the process, proposed area, improvements and project coordination. Mr. Klingbeil commented that an improved trail connection would be part of the project. Mr. Klingbeil discussed project costs, funding and schedule. Motion by Gadd. Second by Kuznia. Motion that Council Adopt Resolution 2018- 051 ordering the preparation of a feasibility report for the 2019 Street and Utility Improvements and authorizing Mayor and City Manager to enter into an agreement with Bolton & Menk, Inc. to prepare the report. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. VII.3. Approval of Schematic Design, Authorize Design Development and Preparation of Construction Documents for City Hall In addition to City staff, a representative present for the item was Mr. John McNamara, Wold Architects. Mr. McNamara discussed the schematic design and guiding principals for the proposed City Hall improvements. Mr. McNamara discussed the project timeline, costs and budget. The base project costs are $3,500,000 with a total cost of $4,395,000 including potential additional projects and bond issuance. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 5, 2018 Mayor Cummings commented that she does not agree that the City should be taking on a project of this size and cost at this time. Mayor Cummings commented on the large tax levy increases, pace of spending, project commitments, and concern of affordability for residents and tremendous debt that the City is taking on. Council Member Gadd commented that it is not an easy decision but the project design benefits residents and staff. City staff needs efficient workspace for the upcoming projects and that now is the right time for the project. Council Member Kuznia commented that he likes the design, that it is a hard decision but he supports the plan. Council Member Campbell commented on the expectations of the future workforce and that she likes the design and is in support of the plan. Council Member Halverson commented on the efficient design and supports the plan. Motion by Campbell. Second by Kuznia. Motion that approves Schematic Design for City Hall. Ayes: Kuznia, Halverson, Gadd, Campbell. Nays: Cummings. Motion carried. Motion by Halverson. Second by Gadd. Motion that Council authorize Design Development and Preparation of Construction Documents for City Hall. Ayes: Kuznia, Halverson, Gadd, Campbell. Nays: Cummings. Motion carried. ANNOUNCEMENTS  Hopkins Farmers’ Market at 16-9th Ave. S.: Saturdays, June 16 through October, 7:30 a.m. to Noon.  Art from the Attic Event at Hopkins Center for the Arts, 1111 Mainstreet: Saturday, June 16 from 10 a.m. to 2 p.m.  Hopkins Center for the Arts presents The Sunset Series at Downtown Park: Thursdays from June 21 through August 15 at 7 p.m.  Blake Road construction update: Blake Road at Excelsior Blvd will be closed beginning June 15, 8 p.m. through June 20, 5 a.m.  Artspace Survey Launch at Hopkins Center for the Arts on Thursday, June 7, 5 p.m.  Budweiser Clydesdale will be at the Hopkins American Legion on Friday, June 8, 5- 6:30 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Campbell, second by Gadd, the meeting was unanimously adjourned at 8:10 p.m. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 5, 2018 OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS th ISLA (International Spanish Language Academy) 6 grade students came forward to address the Council. The students discussed a proposed ordinance that would require restaurants or establishments that serve food and/or drinks to prohibit providing plastic straws unless the patron requests one. Mayor Cummings explained the process and commented that the Council and city staff would take the proposal under advisement and investigate it further. Mayor Cummings thanked the students for their involvement.
