PARK BOARD MEETING MINUTES
March 26, 2018
A regular meeting of the Hopkins Park Board was held on March 26, 2018.
I. CALL TO ORDER
Caroline Rinker, Park Board Chair called the meeting to order at 6:30 pm.
II. ROLL CALL
Present were Park Board members: Emma Figgins, Kyle Kaczmarek, Caroline Rinker, Laura Santiago
and Mohamed Warsame. Also present was Steve Stadler, PW Director/Park Board City staff liaison.
III. APPROVAL OF MINUTES
Minutes for the February 26, 2018 Park Board Meeting:
Emma Figgins and Caroline Rinker stated that there were a few typos and past meeting remarks still
shown in the park area assignment reports. Kyle Kaczmarek made a motion to approve the minutes,
with noted corrections, seconded by Mohamed Warsame. The motion passed with a 5-0 vote.
IV. BUSINESS
A. Park Board Action Items &Updates— Stadler provided the following updates:
- Burnes Park Improvements—Work is again underway with roofing and splash pavilion
restroom painting. The goal is to have the splash pad,pavilion and sport court available to the
public by Memorial Day. The Board approved the final design of the splash court
welcome/rules sign.
- 2018 Hopkins Pavilion Upgrade/Central Park warming house—construction is underway, the
old Central Park warming house was demolished, underground utility work on the north side
of the Pavilion is completed and the area is being prepped for footing& foundation wall
construction. Schedule is for construction completion by Sept 10, 2018.
- Elmo Park, Park Valley Playground, Central Park Pickleball courts—these are planned 2018
park improvements. The bid opening for the Pickleball project is March 28. Total project
budget is $300,000. Staff will soon set the installation schedule for the Park Valley and
Elmo Park play equipment installs+the upgraded sport court at Elmo Park.
- Update/Discussion: Oakes Park Cricket field upgrade—Oakes Park hockey boards
There was discussion regarding the potential for an upgraded Cricket playing field at Oakes
Park. As a part of that discussion, the Board reviewed the 2017-2018 winter
skating/warming house attendance data at the parks. After discussion, the Board agreed that
it would like more information on: the demographics of the Cricket user group, information
on number of winter skaters the walk-up or drive-up to use the Oakes Park rinks and

warming house, more detail on the winter usage numbers and how the park layout would
look with the enhanced Cricket playing area. Stadler mentioned that he would get further
input on layout and the work necessary to upgrade the park for Cricket play from his Strykers
Cricket Club contact.
B. Central Park planning
The Board agreed to defer further review/discussion of this item to a future meeting as the Central Park
Improvement project is not scheduled until 2021.
C Park Improvement fund working capital report
Steve Stadler provided a revised Park Capital Improvement Fund working capital report, a parks
lighting survey performed by a MUSCO sport lighting rep. and a list of proposed 2019-2023 park
projects for consideration by the Board. The projects included: 2019—park lighting upgrades at Harley
Hopkins, Interlachen and Valley parks; 2020—Downtown Park rehab, Shady Oak Beach picnic shelter,
Valley Park picnic shelters, Cottageville Park, Phase III; 2021 —Central Park Improvement project;
2022—Maetzold Field Pavilion Rehab; 2023 —Oakes Park Tennis Court reconstruction. There was
discussion regarding the existing deficient park lighting and the proposed park improvements. After the
discussion, Caroline Rinker made a motion to approve the proposed 2019 park projects and the proposed
2019-2023 CIP projects, seconded by Emma Figgins, after additional brief discussion the motion passed
with a 5-0 vote.
D. Other topics of interest—there were no other topics for this meeting.
E. Park Area Assignment Report—
There were no park assignment reports. After brief discussion there was agreement to do some shuffling
of the park assignments. The revised park assignments are as shown below, with the new park
assignments underscored:
Kyle Kaczmarek: Harley Hopkins Park, Hilltop Park, Interlachen Park, Shady Oak Nature
Area
Emma Figgins: Cottageville Park, Oakes Park, Maetzold Field, Hiawatha Oaks
Caroline Rinker: Shady Oak Beach, Minnehaha Creek Preserve, Elmo Park
Mohamed Warsame: Buffer Park, Park Valley Playground, Valley Park
Laura Santiago: Burnes Park, Downtown Park, Central Park

VI. ADJOURNMENT
Emma Figgins moved to adjourn the meeting, seconded by Kyle Kaczmarek. The motion passed 5-0.
