AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Monday, June 18, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Monday, June 18, 2018 at 8:54 p.m. in the Council Chambers at City Hall, 1010
First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Finance
Director Bishop and Public Works Director Stadler.
Finance
Finance Director Bishop discussed the utility billing error that occurred January-April,
2018. The significant error was approximately $45,000-$55,000 per month in lost
revenue to the sewer fund. Mr. Bishop discussed the effects on a single family home
and on the cash balance in the sewer fund. Mr. Bishop described three options to
resolve the error.
1. The preferred option by staff is to look back at the under-billed accounts,
communicate with the residents and have a 3-4 month payback period.
2. Increase the utility rates.
3. Do nothing and delay the adequate balance in the sewer fund.
Mr. Bishop discussed the billing error explaining that the error was corrected for the
billing on June 1. There was Council discussion about the options and the impact to the
City and residents. Council appreciated that the error was caught. Council consensus
was to go with option 1 and to communicate with those affected.
Public Works
Public Works Director Stadler gave an update on the Blake Road and Excelsior Blvd.
construction. Mr. Stadler commented that Xcel Energy needed to complete a repair prior
to repaving and the road reopening may need to be delayed. Mr. Stadler would keep the
Council updated.
Cottageville Park parking discussion. Mr. Stadler commented that Park User Only signs
have been installed.
City Council:
• Council Member Kuznia discussed the Interlachen Neighborhood cut through traffic
due to the road construction.
• Mayor Cummings commented that Helping Paws would be celebrating its 30th
anniversary in 2018. There was Council support for a proclamation.
• Mayor Cummings commented that Cody's Dash was cancelled due to the weather.
Cody's Dash committee thanked the City for their support.
• Mayor Cummings discussed ideas for the Running of the Bulls Amazing Community
Service & Citizenship Recognition Award.
• Napco International 100th Anniversary Celebration is on July 21, 2018.
Administration:
City Manager Mornson gave the following updates:
• There has been progress regarding The Moline parking ramp.
• Discussion of the St. Cloud Conference.
• The Hopkins Race and Equity Initiative Conversation is scheduled for August 8.
• Dow Tower smoking area concerns.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Kuznia, seconded by Campbell, the meeting was unanimously adjourned at 9:37 p.m.
