11-18-1985 (Official Publication) CITY OF HOPKINS Hennepin County, Minnesota � NOTICE OF HEARING TO REZONE FROM I-1 TO R-4 PROPERTY IN SOUTH HOPKINS The Zoning and Planning Commission of the City of Hopkins will hold a Special Meeting on Monday, November 18, 1985 , at 7 :30 p.m. , in the Council Chambers of the City Hall to consider rezoning and a change in the 1990 Comprehensive Plan of the following described property from I-1 Industrial to R-4 Residential : Par. 1: Lots 10, 11 and 12, Block 52 , West Minneapolis, according to the plat thereof on file or of record in the office of the Register of Deeds in and for Hennepin County. Par. 2: Those parts of the following described properties: Lots 5 to 9 inclusive and Lots 13 to 16 inclusive, Block 52; The vacated alley in Block 52 lying between extensions across it of the North and South lines of said block; That part of the West 1/2 of vacated 9th Avenue lying between extensions across it of the North and South lines of Block 52; That part of the East Half of vacated 9th Avenue lying between extensions across it of the North and South lines of Block 52; all in West Minneapolis , according to the plat thereof on file or of record in the office of the Register of Deeds in and for Hennepin County. Lot 7, Auditor' s Subdivision Number One Hundred Ninety Five (195) , Hennepin County, Minnesota. Which lie southerly and southeasterly of a line described as follows : Beginning at the intersection of the center line of 5th Street South and the center line of 7th Avenue as dedicated in the recorded plat of West Minneapolis; thence westerly, along the westerly extension of the center line of said 5th Street South, a distance of 127.00 feet; thence westerly, a distance of 576.03 feet along a tangential curve concave to the south having a radius of 835. 19 feet and a central angle of 39 degrees 31 minutes 00 ^ seconds; thence southwesterly, a distance of 255.54 feet, along a compound curve concave to the southeast having a radius of 563.48 feet and a central angle of 25 degrees 59 minutes 00 seconds; thence southwesterly, tangent to the last described curve, a distance of 176.85 feet; thence southwesterly, a distance of 209.78 feet, along a tangential curve concave to the northwest having a radius of 183.69 feet and a central angle of 65 degrees 26 minutes 00 seconds and said line there terminating. Kerrigan„ Director Community Development — Published in the HOPKINS SAILOR, November 4, 1985. — A special meeting of the Hopkins Zoning and Planning Commission was held on Monday, November 18, 1985, at 7:30 p.m. , in the Council Chambers of the City Hall . Present were members Berg, Bourne, Brandon, Janke, Kirscht and Shirley. Also present were City Engineer Strojan, Community Development Director Kerrigan and Community Development Analyst Anderson. In the absence of Chairman Folk, Mr. Berg chaired the meeting. Item: Mr. Janke moved and Mr. Kirscht seconded a motion that the minutes of the regular meeting of October 29, 1985 be approved and signed. Motion carried unanimously. Case No: Hearing on an application by Hopkins Land Company to consider rezoning ZN-1 the property bounded by 7th Avenue South, 5th & 6th Streets South from 12-827 I-1 Industrial to R-4 Residential . Mr. Kerrigan stated that the request was due to possible redevelopment in the area that will be presented at the HRA, December 3, 1985 meeting. He stated that the present I-1 zoning is the most restrictive of the ' I ' — uses which would allow manufacturing and repair. The proposed R-4 Medium Density Multiple Family allows four stories and a density of one unit per 1600 square feet plus other conditional uses. Scott Williams, architect for the project, stated that the project would contain 228 units, three stores with garages below grade and parking to the interior of the site. Residents of the area spoke in regard to the existing traffic problems and increased volumes created from 228 units. They stated concern about the height of the buildings, noise levels, problems for emergency vehicles at peak hours and crime rate in the area. Views were expressed that the area would be nice for park or open space and single family residential would be most desireable. Others stated that the present ' I ' zoning is more preferable. Commissioners then stated their views: Mrs. Brandon expressed a desire to see a traffic study of the area before any decisions are made. Mrs. Bourne asked if a saturation study of the residential area has been made. Mr. Berg and Mr. Shirley tend to favor the residential use of the land and feel it would be a good buffer to the industrial area. Mr. Janke and Mr. Kirscht — opposed the rezoning. Mrs. Bourne moved and Mrs. Brandon seconded a motion recommending to the Council denial of the request to rezone from I-1 to R-4 the property bounded by 7th Avenue South, 5th & 6th Street South. Motion carried. Mr. Berg voting nay. Case No: Hearing to consider a change in the 1990 Comprehensive Plan regarding the ZN-C-1 property bounded by 7th Avenue South, 5th & 6th Street South. After consideration of Case No. ZN-1, and recommended denial of the rezoning of the property it was the decision of the commission that no change was warranted. Mr. Janke moved and Mr. Kirscht seconded a motion that no change be made in the Comprehensive Plan. Motion carried unanimously. Item: The Commission discussed an acceptable date for the December meeting which would ordinarily be held the last Tuesday of the month (12/31/85) . A tentative date of Monday, December 30th was suggested. r� ^ Zoning and Planning Commission minutes of November 18, 1985 continued.
