Anderson Community Development Analyst To be published in the HOPKINS SAILOR , February 9 , 1987 • ---. � A regular meeting of the Hopkins Zoning and Planning "' Commission was held on Tuesday , February 24 , 1987 , at 7 : 30 p .m. , in the Couneil Chambers of the City Hall. Present were Chairman Anderson , members Denny , Ebel , MeGlennen , Riehardson , and Shirley. Also present were Community Development Director Mielke , Planning and Economie Development Director Kerrigan , and Community Development Analyst Anderson. Item: Mr. Shirley moved and Mrs . Richardson seconded a motion that the minutes of the January 27 , 1987 meeting be approved and signed . Motion carried unanimously. Case No: ZN87-1 ( 5-65) Hearing to consider amending Seetion 53� of the Zoning Ordinanee by adding an additional Residential District "R-1 -E" requiring minimum lot size of 40 ,000 square feet . Mr. Guldberg , Bellgrove Association President , stated -� that the proposed ordinance would accomplish the desires of the Bellgrove residents . There was no one present at the meeting in opposition to the proposed change . Staff informed the Commission that there were properties in the Bellgrove area that have not yet completed the lot division process , but that have approval from the Zoning and Planning Commission. These properties should be grandfathered in at the time af adoption of the proposed ordinanee . Mr. Denny moved and Mrs . Richardson seconded a motion-recommending to the Couneil approval of the proposed ordinanee by adding an additional Residential District "R-1 -E" requirin� minimum lot size of u0 ,000 square feet with the following Findings of Faet : 1 . That a minimum lot size of 40 ,000 sq . ft . is consistent with the lots in the area. '� 2 . That the creating of an R-1 -E District will not create unbuildable lots . 3 . It is in the best interest of the City to increase the minimum lot size by establishin� a new zoning district ; and with the Conditions : 1 . All presently existing buildable lots will be buildable with a new lot minimum size of �0 ,000 sq . ft . 2 . That lots presently in the proeess of subdividing will be grandfathered in . Motion carried unanimously . Case No: CUP87-� (65-66 ) Hearing to consider an application by Jaek Weleh for a Conditional Use Permit to eonstruct a Convenience Store/Car Wash at the southwest corner of 7th Street & 11th Avenue . Case was continued at the request of the applicant . .� Case No: SUBD87-1 Hearing to consider an application by Jack Weleh for Subdivision Approval to subdivide the property at the southwest corner of 7th Street & 11th Avenue South. Case was continued at the request of the applicant . Case No : ZN87-2 (67-555) Hearing to consider amending Hopkins Zonin� Ordinance 530 pertaining to Residential Distriets and the use of skateboards . Many skateboard advocates from the Minneapolis/Suburban area were present at the meeting and stated their desires to continue to allow the use of skateboards in the residential areas . They stated that it is a healthy sport , keeps young "� people off the streets , is a sport for a variety of age groups . They have a strong desire to work with the neighborhood residents and explained that they would be willing to work with staff to set up some guidelines for the construction and hours of operation of ramps . Mr. Lavin stated that the real issue was not of eliminating skateboard ramps within the City but eliminating their use in residential districts . StaFf stated that the issue has previously been handled as a nuisanee and that Couneil had sent the item to Zoning and Planning since the Council wished to have the problems controlled before it gets to the nuisance stage . Mrs . Richardson moved and Mrs . Ebel seconded a motion that the case be continued for 60 days to allow staff to research further the possibilities for controlling the problem. Motion carried . Mr. MeGlennen voting nay. Item: Mr. MeGlennen moved and Mr . Denny seconded a motion that the meeting be ad�ourned . Motion carried unanimously.
