"— A regular meeting of the Hopkins Zoning and Planning
Commission was held on Tuesday , Mareh 31 , 1987 , at 7 : 30
p .m. , in the Couneil Chambers of the City Hall .
Present were Chairman Anderson , members Denny , MeGlennen ,
Riehardson , and Shirley. Also present were City Manager
Rapp , Community Development Director Mielke , Planning and
Economie Development Director Kerrigan , and Community
Development Analyst Anderson .
ITEM:
Approve and sign minutes of the February 2� , 1987
meeting .
Mr. MeGlennen moved and Ms . Richardson seconded a
motion that the minutes be approved and signed . Motion
carried unanimously.

Public Hearing to eonsider changing the Comprehensive
Plan from R-4 Medium High Density Multiple Family to B-
'-' 3 General Business the property at the southeast corner
of Shady Oak Road and Mainstreet , current site of the
Pines Mobile Home Community.
Mr. Mielke reviewed the events leading up to this
meeting . The consultants that prepared the Land Use
Study reviewed their report with the Commission .
Mr. MeDonald of the CCDC reviewed the report that the
CCDC had submitted .
Residents of the Pines Mobile Home Community spoke in
regard to the impact of a land use change on the 113
families located there . They stated a number of
concerns such as no low income facilities available , no
other park that will take their trailers because they
are old , the residents do not have the money to move if
they had a plaee to go , most families have an income of
$8 ,000-$20 ,000 , families will be forced on to welfare ,
the study is working under the assumption that the land
is vacant . They also stated that they would like an
"' impaet study to be made . The representative also
stated that they have formed a co-op called the West
End Estates . To date 51 -53 families have committed to
the concept to buy the land . More will be committed if
they are sure the land use will not be changed .
Residents expressed coneern over the condition of the
property and asked why the City cannot force the owners
of the property to clean up the area .
Staff noted that many attempts have been made to no
avail and that the City has almost no regulations
governing mobile home parks .
Mr . MeGlennen Moved and Mr . Denny seconded a motion to
re�ect the findings of the Study. Motion carried , Ms .
Riehardson and Chairman Anderson voting nay.
Mr . Shirley moved and Mr. MeGlennen seconded a motion
to turn down the suggested recommendations . Motion

carried . Ms . Richardson abstained .

CASE N0: CUP87-4 (690-849)
Hearing to consider an application by Jack Welch for a
Conditional Use Permit to construet a Convenienee
Store/Car Wash at the southwest corner of 7th Street &
11th Avenue South , continued from the February 24 , 1987
meeting.
Mr. Bob Fields , representing the land owner, and Mr.
Chris Ogren , developer , reviewed the development plans
with the Commission . A Conditional Use Permit for a
car wash was granted in December of 1985 for this
parcel of land , and an extension of that permit granted
in December 1986 . The applicant has revised the
original plan by adding a convenience store .
Coneern was stated regarding the turning radius at the
car wash. Mr. Fields stated that the radius does work
well and the Direetor of Engineering has determined it
to be adequate .
_ Mr. MeDonald of CCDC appeared before the Commission and
stated their concern with the potential traffic
conditions on 11th Avenue . The curb cut on 11th Avenue
is a coneern because of its location in relation to the
intersection .
The applicant stated that he would not ob�ect if the
curb cut was for an ingress only. If that were not
possible , then they would consider eliminating the
aecess completely.
Ms . Riehardson moved and Mr . Shirley seconded a motion
recommending to the Council approval of the Conditional
Use Permit for a Convenience Store/Car Wash with the
Condition 1 . That permanent parking easements are
obtained , recorded and a copy supplied to the City ; 2 .
Prior to review by the Council , the northerly aecess
point on 11th Avenue be redesigned to restrict it to an
entry only drive , and should this not be accomplished
to the satisfaetion of the staff this drive would be
eliminated . Motion carried unanimously.

Hearing to consider an application by Jaek Weleh for
Subdivision Approval to subdivide the property at the
southwest corner of 7th Street & 11th Avenue South ,
continued from the February 24 , 1987 meeting .
The applicant stated that the purpose of the
subdivision is for mortgage purposes .
Ms . Richardson moved and Mr. MeGlennen seconded a
motion recommending to the Council approval of the
subdivision with the Condition : 1 . That the Conditional
Use Permit is approved for the car wash/convenience
store . Motion carried unanimously.
CASE N0: CUP87-5 ( 858-887)
Hearing to consider an application by Bertha Dyer of
103 Blake Road North �110 , for a Conditional Use
Permit to operate a Day Care in her residenee .

..� Ms . Dyer stated that she has done day care for seven
years and that she has the approval from management of
the apartment complex.
No one was present in opposition to this request .
Ms . Richardson moved and Mr. MeGlennen seconded a
motion recommending to Council approval of the
Conditional Use Permit for Day Care with the Findings
of Fact : 1 . A licensed Day Care is a permitted use in a
multi-family residential zone ; 2 . The applicant has
sufficient protected play area for the children , and
with the Conditions: 1 . The residence is inspected by
the City Inspectors ; 2 . The applicant is licensed for
Day Care . Motion carried unanimously .
CASE N0: CUP87-6 ( 888-1047 )
Hearing to consider an application by Merchants
Refrigerating Company , 325 Blake Road North , for a
Conditional Use Permit to construct additions to the
south side of the existing building .
^ Mr. Dunwell , arehitect , and Bob Franklin , General
Manager of Merchants Refrigeration Company appeared
before the Commission to review the proposed plans .
The Commission stated concerns regarding the
landscaping on the site . It was noted that plantings
along Blake Road are difficult to maintain because of
snow and salt . The applieant stated they would be
willing to submit a new landscape plan to meet the
coneerns of the Commission prior to the Council
meeting .
There was no one present in opposition to the request .
Ms . Riehardson moved and Mr. Shirley seconded a motion
recommending to the Council approval of the Conditional
Use Permit with the Findings of Fact : 1 . That the
proposed additions meet the requirements for a
Conditional Use Permit ; 2 . That the proposed additions
meet the requirements for an I-2 District ; and with the
^ Conditions: 1 . That the applicant stripe the parking
area along Blake Road ; 2 . That the applicant provide a
landscape plan whieh conforms to the ordinance . Motion
carried unanimously .

Hearing to consider an application by Super Valu Stores
Inc . , 101 Jefferson Avenue South , for a variance to
reduce the required oFf-street parking spaces , in
con�unetion with the proposed expansion plans .
Applicant withdrew application as they were able to
provide the necessary parking spaces .

Hearing to consider an application by Super Valu Stores
Inc . , 101 Jefferson Avenue South , for a Conditional Use
Permit to construct a 9000 square foot addition to the
south side of the existing building .

Mr. Dave Linner , representing Super Valu , reviewed the
._ expansion plans with the Commission . He noted the grade
change between Super Valu and the abutting residential
property. He also stated that they had met with the
neighborhood prior to this meeting .
Mr. Paul Janke , resident of Monroe Avenue South , spoke
in favor of the pro�ect . No opposition was stated .
Mr. Denny moved and Mr. Shirley seconded a motion
recommending to the Council approval of the Conditional
Use Permit with the Findings of Fact : 1 . That the
proposed addition meets the requirements of an I-2
District ; 2 . That the proposed addition meets the
requirements of a Conditional Use Permit ; and with the
Conditions : 1 . That the Fire Marshal approves the
plans ; 2 . That the applicant secure an easement for the
relocated watermain . Motion carried unanimously.
CASE N0: WVR87-1 ( 1124-1206 )
Hearing to consider an application by Sohan Uppal for a
Waiver of the Platting Requirements to divide Lots 3 , 4
,� & 5 , Bloek 1 , Uppals Addition , for the purpose of
eonstructing a four family dwelling on each lot
( located on the east side of 9th Avenue south , north of
Nine Mile Creek) .
A resident appeared and stated that they would be in
favor of more single family homes in the area. She was
not aware that the applicant had previous approval for
ten units to be placed on the subject parcel . She felt
then that this proposal would be more acceptable .
The applicant was not present at the meeting .
Mr. MeGlennen moved and Mr . Denney seconded a motion to
continue the case to the April meeting due to the
absence of the applicant . Motion carried unanimously.

Planning Commission to work on CBD Comprehensive
Redevelopment Study.
� Mr. Mielke stated that there would be two individuals
From the CCDC , and the need of two individuals from the
Planning Commission to work on this study with staff
and a consultant .
Mr. Denny and Mr. Anderson volunteered to work on the
study.
Mr. McGlennen moved and Mr. Shirley seconded a motion
that the meeting be adjourned . Motion carried
unanimously.
