06-30-1987 .^ A regular meeting of the Hopkins Zoning and Planning
Commission was held on Tuesday, June 30 , 1987 , at 7 : 30 p .m. ,
in the Council Chambers of the City Hall .
Present were Chairman Anderson , members Denny, Ebel ,
MeGlennen and Shirley. Also present were Community
Development Director Mielke , Planning & Economic Development
Director Kerrigan and Community Development Analyst
Anderson.

Mr. Shirley moved and Mrs . Ebel seconded a motion
that the minutes of the May 26 , 1987 meeting be
approved and signed . Motion carried unanimously.
CASE N0: CUP87-12 (7-52)
Hearing to consider an application by Mark Eklo for
a Conditional Use Permit to construct an eight unit
townhome at the rear of properties east of Van Buren
Avenue North and south of Oak Park Lane , continued
from the May 26 , 1987 meting.

Mr. Eklo appeared before the Commission . He stated
that he hoped to get approval from the Commission
and resolve the concerns of the Fire Marshal on
access prior to the Council meeting.
It was stated by the Commission that they did not
feel comfortable approving ineomplete plans .
Mr. Denny moved and Mr . MeGlennen seconded a motion
that the hearing be continued to the July 28 , 1987
meeting to give the applicant sufficient time to
resolve access problems suitable with the Fire
Marshal . Motion carried unanimously.
ITEM: (53-97 )
Review of a Variance request by Roberto & Peg�y
Hammeken of 525-7th Avenue South to allow the use of
their home as a triplex. The use was continued for
one year with conditions and to be reviewed by the
Commission in one year.

Roberto & Peggy Hemmeken appeared before the
Commission and stated there is a hearing seheduled
for September and they would like to have the
variance continued to such time that the legal
proceedin�s are resolved or until they move or sell
the home .
Mr . MeGlennen moved and Mr. Shirley seconded a
motion that the variance be allowed to continue for
one year. Applicant to keep the City informed of
the proceedings . Motion carried unanimously.
CASE N0: VN87-7 ( 97-205 )
Hearing to consider an application by Hopkins
Commerce Center for a Variance to exeeed the total
square footage of all signage at 1007-1021 Exeelsior
Avenue East .
Mr . Newman appeared before the Commission and
reviewed the plans for upgrading of the property.
^ He stated the problems with frontage on Pierce
Street and the amount of footage along Excelsior

— Avenue . Mr. Newman stated that the existing signage
will be removed with the exeeption of one pylon
sign . A new pylon will be added and the existing
pylon extended . The new pylon sign will have a 5
foot setback .
No one appeared in opposition to this request .
Mr. MeGlennen moved and Mrs . Ebel seconded a motion
recommending to the Couneil approval of the varianee
with the Findings of Faet : 1 . That a hardship exists
due to the shape of the property , 2 . That a hardship
exists because of the amount of frontage the site
has ; and with the Condition: 1 . That the varianee is
consistent with the plans submitted at this meeting .
Motion carried unanimously.
CASE N0: CUP87-18 (206-213)
Hearing to consider an application by Hopkins
Commerce Center for a Conditional Use Permit to
place a sign five feet from the curb at 1007-1021
-. Exeelsior Avenue East .
Mr. MeGlennen moved and Mr. Denny seconded a motion
recommending to the Council approval of the
Conditional Use Permit with the Findings of Fact: 1 .
That the proposed sign meets the requirements for a
sign in a B-3 District . 2 . That the 5 foot setbaek
will not affect the visibility on County Road �3 ;
and with the Condition: 1 . That a sign permit is
secured and the electrical inspector approves the
plan. Motion carried unanimously.
CASE N0: CUP87-19 (219-�27 )
Hearing to consider an application by Super Valu
Stores Inc . for a Conditional Use Permit to
construet a truck maintenanee , tractor stora�e ,
truck washing building and fuel station at 715 Fifth
Street South.
Mr. Dave Linner representing Super Valu reviewed the
expansion plans with the Commission . He explained
— that they hope to start the pro�ect by August and
oecupy by May , 1988 . The new facility will be
located southwest of the existing perishable
building. The fuel islands will be covered with a
canopy. Aceess to the site will remain the same .
It was pointed out that there are concerns in the
neighborhood about inereased semi traffic . Staff
was asked about possible road restrictions . Mr.
Mielke pointed out that Fifth Street South is a
State Aid street . Mr . Linner stated that Super Valu
would be willing to work with the City to resolve
the traFfic problems in the residential
neighborhood .
Mr. Shirley moved and Mr. Denny seconded a motion to
continue the hearing to the July 28 , 1987 meeting to
$ive Super Valu time to study the traffic and also
for staff to look into restrictions on State Aid
streets . Motion carried unanimously.

ordinance changes at the July Zoning and Planning
meetin�.
Mrs . Ebel moved and Mr. MeGlennen seconded a motion
that the meeting be ad�ourned . Motion carried
