09-29-1987 A regular meeting of the Hopkins Zoning and Plannin�
"" Commission was held on Tuesday, September 29 , 1987 , at 7 : 30
p.m. , in the Couneil Chambers of the City Hall .
Present were members R. Anderson , Brandon , Ebel , MeGlennen ,
and Richardson . Also present were Community Development
Director Mielke , Plannin� and Economie Development Director
Kerrigan , and Community Development Analyst Anderson .
In the absence of Chairman Ed Anderson , Mrs . Brandon chaired
the meeting .
ITEM: (2-5)
Mr. McGlennen moved and Ms . Riehardson seconded a
motion that the minutes of the August 25 , 1987 be
approved and signed . Motion carried unanimously.
CASE N0: VN87-8 (6-9)
Hearing to consider an application by Claude H.
Black for a 5 foot side yard varianee to construet
an addition to the building at 620 12th Avenue
�
South , continued form the August 25 , 1987 meeting.
At the request of the applicant , Ms . Richardson
moved and Mr. MeGlennen seconded a motion that the
hearing be continued to the October 27 , 1987
meeting. Motion carried unanimously.
CASE No: CUP87-23 (6-9 )
Hearing to consider an application by Claude H.
Black for a Conditional Use Permit to eonstruct an
addition to the building at 620 12th Avenue South,
continued from the August 25 , 1987 meeting .
At the request of the applicant , Ms . Richardson
moved and Mr. MeGlennen seconded a motion that the
hearing be continued to the Oetober 27 , 1987
meeting. Motion carried unanimously.
CASE N0: CUP87-2� ( 10-77)
Hearing to consider an application by Ecoff &
Turcotte for a Conditional Use Permit to construct a
retail shopping area at 1410 Mainstreet , current
"�' site of Country Club Market .
Mr. Ecoff and Mr. Turcotte appeared before the
Commission . Mr. Ecoff stated that Country Club
would be leaving November 30 . Other grocery
operations have expressed interest in the space
currently used by Country Club . Mr. Ecoff also
stated that Jonathan Dental will be one of the new
tenants . Other retailers have expressed an interest
in this mall .
Construction would start as soon as possible .
Blacktopping would be done before the weather gets
cold . It was noted that trees would be planted in
the right-of-way along 15th Avenue . The Commission
and staff support this plan .
There was no one present in opposition to the
proposal .
Ms . Riehardson moved and Mr. MeGlennen seconded a
"�' motion recommending to the Council approval of the
Conditional Use Permit with the Findings of Fact: 1 .
_ That the proposed plan meets the requirements for a
B-3 District ; 2 . That the �i�oposed plan meets the
conditions for a Conditional Use Permit . Motion
carried unanimously.
CASE N0; CUP87-25 ( 83-1 �3)
Hearing to consider an application by St. Therese
Care Center, Inc . for a Conditional Use Permit to
loeate a sign with a zero setback and to allow a
lar�er sign than permitted at the northeast corner
oF Smetana Road and Feltl Court .
Mr. Ludwig , of St . Therese , appeared before the
Commission and stated that they would like to change
their request . Instead of a zero setback , they are
now requesting a 20 foot setback from Feltl Court
and a 10 foot setback from Smetana Road . He also
stated that the size of the sign has been changed to
32 square feet ( 8 ' x� ' ) . The ordinanee allows up to
60 square feet .

Mr. Ludwig stated the reason for their requests were
for visibility.
No one was present in opposition to the request .
Mr. MeGlennen moved and Ms . Richardson seconded a
motion recommending to the Council approval of the
Conditional Use Permit with the Findings of Fact : 1 .
That the size of the sign and its location are
appropriate with the use and size of the property;
and with the Condition : 1 . That the sign is setback
20 feet from Feltl Court and 10 feet from Smetana
Road . Motion carried unanimously.
CASE N0: VN87-9 � 146-245)
Hearing to consider an application by Jeffrey Palm
for a � 1/2 foot side yard variance to construct a
garage at 126 20th Avenue North.
Mr. Palm reviewed his request with the Commission
for a new garage to be attached to his home . He
_ stated that his old garage was ruined by the water
run-off due to the topography of his lot .
The neighbors have reviewed the plans and have no
objections to the request .
The Commission was concerned with the change in
drainage and run-off on the neighbors . They
requested that a drainage plan be submitted to
assure that run-off will not create any problems .
Mrs. Ebel moved and Mr. MeGlennen seconded a motion
recommending to the Council approval of the varianee
with the Findings of Faet : 1 . A unique circumstance
exists due to the pond in the rear of the lot . This
prohibits aceess from that side of the lot; 2 . A
hardship exists due to the topography of the lot .
Putting the garage at a lower elev�a�.� c�i� t.han
proposed could potentially result in foundaticn
damage from storm run-off; and with the Condition:
1 . An aeceptable drainage plan to be submitted to
._ the City prior to a permit being issued . Motion
carried unanimously.
ITEM:
Discussion regarding a request for• <<r_ ordinanee
amendment to the minimum square footage required �ar
efficiency apartments .
The Commission tabled the item at the request of the
applicant .
ITEM:
Review of Capital Improvement Program.
The Commission continued this item to the October
27 , 1987 meeting.
