12-29-1987 .� A regular meeting of the Hopkins Zoning and Planning Commission was held on
Tuesday , December 29 , 1987 , at 7 : 30 p .m. , in the Couneil Chambers of the
City Hall .
Present were Chairman E. Anderson , members R. Anderson , Brandon , Denny,
Ebel , Maxwell , MeGlennen , and Richardson . Also present was Community
Development Analyst Anderson.
Meeting was called to order by Chairman Anderson at 7 : 30 p .m.
Ms . Riehardson moved and Mrs . Ebel seconded a motion that the minutes of
the November 24 , 1987 meeting be approved and signed . Motion carried
unanimously .
CASE N0: ZN87-3 PAUL STEINER (7-9 )
Hearing to consider an application by Paul Steiner for rezoning
the property located at 708 - 12th Avenue South from B-3 Business
to I-1 Industrial , continued from the November 24 , 1987 meeting.
CASE N0: VN87-11 PAUL STEINER
Hearing to consider an application by Paul Steiner for a 10 foot
� rear yard setbaek variance to allow eonstruction of a mini storage
faeility at 708 - 12th Avenue South , continued from the November
24 , 1987 meeting.
CASE N0: CUP87-28 PAUL STEINER
Hearing to eonsider an application by Paul Steiner for a
Conditional Use Permit to construct a mini storage faeility at 708
- 12th Avenue South, continued from the November 24 , 1987 meeting.
Mrs . Ebel moved and Mr. Denny seconded a motion that the hearings
stated above be continued to the January 26 , 1988 meeting as
requested by the applicant . Motion carried unanimously.
HEARING: ( 10-11 )
Hearing to amend the Comprehensive Plan from R-2 ,3 Residential to
I-1 Industrial , the property located at 708 - 12th Avenue South to
bring the zoning and Comprehensive Plan into eonformance ,
continued from the November 24 , 1987 meeting.
Ms . Riehardson moved and Mr. Denny seconded a motion that the
hearing be continued to the January 26 , 1988 meeting due to the
� continuation of the above hearings on the mini storage facility .
CASE N0: VN87-12 KNOX LUMBER ( 12-89 )
Hearing to consider an application by Knox Lumber for a side yard
variance to allow construction of a building with a 20 foot
overhang.
Mr. Truman Howell , arehiteet for Rnox Lumber , appeared before the
Commission and reviewed the request for the variance . He stated
that the appearance of the building would be the same as
previously approved for a Conditional Use Permit . The variance
request is to allow traffic flow between the two buildings .
Mr. Dave Constable , representing R. L. Johnson , stated that there
were no objections to the request .
Mrs . Brandon moved and Ms . Richardson seeonded a motion
recommending to the Couneil approval of the varianee with the

� Findin�s of Faet: 1 . That there exists a hardship to the applicant
because of the soil conditions on the ad�acent property; 2 . That
the applicant has control of both parcels hence there is no
adverse affect on the adjacent pareels ; and with the Conditions:
1 . That if Knox ever looses control of the property leased from R.
L. Johnson the 20 foot overhang is to be removed or Knox obtain a
20 foot easement from R. L. Johnson stating no buildings will be
constructed in this area; 2 . That the Building Code problems
presently existing be resolved . Motion carried unanimously.
CASE N0: CUP87-29 GREENFIELD APARTMENTS (90-99)
Hearing to consider an application by the Stuart Corporation for a
Conditional Use Permit to place a sign with a larger area and a
lesser setback then allowed by Ordinance at the Greenfield
Apartments , 920 Feltl Court .
Mr. Denny moved and Mrs . Brandon seconded a motion that the
hearing be continued to the January 26 , 1988 meeting due to the
fact that the applicant was not present to review the request .
Motion carried unanimously.
`� CASE N0; CR87-1 ( 100-�12)
Hearing to consider an application by Stobbe Development Company
for a Concept Review to construet a 60 unit apartment building and
to rezone from R-2 to R-4 the property located on the southeast
corner of State Highway �7 and County Road �18 .
Mr. Norm Wells , architeet for Stobbe Development Company , and Mr.
Stobbe , developer of the property, reviewed the proposal with the
Commission . It was stated that the building would contain 63
units , 32 - 1 bedroom and 31 - 2 bedroom units . There would be 63
underground parking spaces and 63 outside parking spaces . The
building will be tree stories high , have an elevator , pool ,
exercise room, and tennis courts . It is estimated that the units
will rent at $590/month for a one bedroom apartment and $690/month
for a two bedroom apartment . The applicant indicated that they
would leave as many of the existing trees as possible and
additional plantings would be added on the site to buffer Highway
#7 and the Auburn development .
Mr . Doug Dahlberg , adjacent property owner , stated that he has
concern with pedestrian traffie and the number of people for the
'� area.
Staff stated that they have concern with the noise level and
height of the building for that area. It was suggested that an
environmental assessment worksheet may be necessary. Another
issue of concern was traffie on Cambridge Street .
The applicant stated he would be willing to do an environment
assessment worksheet .
The Commission advised the applicant to keep in mind their
concerns when final development plans are prepared .
ITEM:
Proposed changes to Zoning and Planning Commission By-Laws .
The Commission reviewed the proposed ehanges to the By-Laws . They
suggested some minor changes which are to be made and reviewed at
the January 26 , 1987 meeting .

Council request to change the meeting night for Zoning and
Planning.
It was the feeling of the Commission that they want to continue
the meeting night on Tuesday. Several of the Commissioners have
other obligations on various nights making it impossible for them
to attend meetings on other nights .
Mrs . Brandon moved and Mr. Denny seconded a motion that the
meeting be adjourned . Motion carried unanimously.
