07-13-1965 A special meeting of the Zoning and Planning Commission of the City of Hopkins, Minnesota, was held on Tuesday, July 13, 1965, at 7 :30 P.M., in the Council Chambers in the City Hall. ^ Present were Chairman Malecha, members Larson and Blake, also City Engineer Strojan, Building Inspector Blomquist and City Planner Hawks� also Recreation and Parks Director, Wilson. Upon reviewing the proposed Central Park Plan relative to adjusting of present drives it was brought out that 16th Avenue from Excelsior to County Road 3, is not a platted Avenue, 15th Avenue is not platted, although the City owns a 33 ft. strip, and no Right- of-way exists from 17th to 16th on First Street . It was also brought out that to construct 17th Avenue to conform to major thoroughfare standards requires a dedication of the East 2 of the right-of-way. The proposal to open First Street from 16th to 17th on City owned land as an entrance to the Park appears reasonable. Mr. Larson moved, and Mr. Blake seconded the motion, that the following be recommended to the Council: 1. The proposal to dedicate a public right-of-way from 16th to 17th be approved. 2. That the East half of 17th be dedicated. ^ 3. That the West half of 15th be dedicated. Motion carried. Mr. Larson moved, and Mr. Malecha seconded the motion, to set a hearing on Case No. 65-21-SP, request for a special use permit to construct an addition to an existing building, for July 27, 1965, at 7 :30 P.M.
