05-25-1965 A regular meeting of the Zoning and Planning Commission of the City of Hopkins,
Minnesota, was held on Tuesday, May 25, 1965, at 7 :30 P.M., in the Council Chambers
in the City Hall.
Present were Chairman Malecha, members Stannard and Larson, Mayor Milbert, Councilman
Pokorny, Jr., City Manager Brubacher� City Engineer Strojan� Building Inspector, Blomquist,
^ City Planner Hawks, and Councilman Heuser.
Case No. 65-10 Zoning
Applicant: Zoning & Planning Commission
Subject: Hearing published April 15, 1965� to rezone that part of the City of
Hopkins lying East of the Great Northern Railroad spur Right-of-Way� and
North of Second Street North and of Lake Street; West of Monk Avenue and
South of the State Highway No.7; and creating, amending and changing new
area use zoning districts of one family residential (R-1)� and two family
residential (R-2), one family town house residential (R-3), Multiple
family (R-4), Multiple family (R-5), limited business (B-1), central
business district (B-2), general business (B-3)� limited industrial (I-1)�
and general industrial (I-2)� for the City of Hopkins, continued from
the April 27, 1965, Zoning and Planning Commission meeting.

Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that the
Reel 28 Zoning and Planning Commission recommend to the City Council the rezoning
6-212 of the above described property, as stated on the map, as part of the "
Side 2 overall plan, and with the suggested modifications. Motion carried. � �
Case No. 65-04 Zoning

Zoning and Planning meeting, on an application to rezone from Double-
Residence to Commercial-1, certain areas including the following described
premises in Hopkins, Minnesota, viz : from Double-Residence to Commercial-1,
Lots 19�20,21,22,23, and 24, Block 69, and Lots 1,2,3�4�5, and 6, Block 70,
West Minneapolis, 2nd Division, Hopkins, Minnesota, continued from the
April 27, 1965, Zoning and Planning Commission meeting.
Action: Mr. Pokorny, Jr., moved, and Mr. Larson seconded the motion, that the
212-229 above application to rezone from Double-Residence to Commercial-1, certain
areas, described above, be continued to the next regular Zoning and Planning
Commission meeting on June 29, 1965. Motion carried.
Case No. 65-09 Zoning
Applicant: Mr. Lohman
Subject: A hearing published April 15, 1965, to rezone certain areas from Business-
Residence to Commercial-2, the following described premises in Hopkins,
Hennepin County, Minnesota, viz: "that part of the Northwest Quarter (NW4)
of the Northeast Quarter (NFr) of Section 19, Township 117, Range 21,
lying North of a line drawn West at right angles to the East line thereof,
^ to the West boundary line from a point therein, distance 720.8 feet South
of the Northeast corner of said Northwest Quarter (NW4) of Northeast Quarter
(NF�), and approximately 620 feet West to the North boundary line, continued
from the April 27, 1965, Zoning and Planning Commission meeting.
Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that recommenda-
229-261 tion be made to the City Council that Mr. Lohman�s request to rezone certain
areas from Business-Residence to Commercial-2, described above, be considered
in the overall proposed Oak�s Plan. Motion carried.
Case No. 65-11 Zoning
Applicant: Berglund-Johnson, Inc.
Subject: A hearing published on May 13, 1965, to rezone certain areas from Single-
Residence to Industrial, the following described premises situated in
Hopkins, Hennepin County, Minnesota� viz : "the West half of the Southwest
Quarter (SW4) of the Southwest Quarter (SW4) of Section 25, Township 117,
Range 22".
Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that the
261-503 request by Berglund-Johnson, Inc., to rezone certain areas from Single-
Residence to Industrial, on the above described premises, be continued to

meantime, a meeting be arranged between the Minnetonka Zoning and Planning
Commission and the Hopkins Zoning and Planning Commission, to discuss the

Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, to recommend
504-566 to the City Council that a special use permit be issued for the proposed
construction of an Industrial building in an Industrial zone and a variance
of lot width and area on the above described premises, with the following
stipulations: - that the building front and South side be brick veneer, the
shop entrance be on the East side, and the front yard be 15 feet. Motion

FROM DOUBLE-RESIDENCE DISTRICT TO ONE FAMILY (TOWN HOUSE) RESIDENTIAL DISTRICT",
� be approved, and all Park Valley residents be notified of this hearing, also

Case No. 65-14 Special Use Permit

Action: Mr. Pokorny, Jr., moved, and Mr. Larson seconded the motion, that Resolution

Case No. 65-16 Overall Parking
Applicant: First National Bank
Subject: Request by the First National Bank for a curb cut on 9th Avenue North, for
the installation of one additional Drive-in Te11er facility on the North side
of bank building, referred to the Zoning and Planning Co�nission by the City
Council.
,� Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that the
725-776 Zoning and Planning Commission recommend to the City Council that the above
request by the First National Bank for a curb cut on 9th Avenue North for
the installation of a Drive-in Teller facility on the North side of bank
building, be approved. Motion carried.
Case No. 65-17 Fence Ordinance ��201-217
Applicant: City Council
Subject: The City Council refers the problem of fence regulations on lots fronting
on a principal street and having rear yards also fronting on a principal
street, to the Zoning and Planning Commission, and declaring a moratorium
until July 1, 1965, on the issuance of any such fence permits.
Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that the
776-839 above problem of fence regulations, be referred to Mr. Hawks for further
study and recommendation. Motion carried.
839-862 Mr. Pokorny, Jr., moved, and Mayor Milbert seconded the motion, that the
commercial invoice, presented to Mr. Malecha for his signature, from Mr.
Hawks, for certification of completion of �k5 and ��6, of the 701 Program,
be approved. Motion carried.
