Minnesota, was held on Tuesday, April 27, 1965, at 7 :30 P.M. , in the Council Chambers
in the City Hall.
Present were Chairman Malecha, members, Mayor Milbert, Councilman Pokorny, Jr., Stannard,

Larson and Blake, also City Manager Brubacher, City Engineer Strojan, Building Inspector
Blomquist and City Planner Hawks� and Councilman Heuser.
The minutes of the special meeting of the Zoning and Planning Commission� held on
Tuesday, March 9, 1965, and the minutes of the regular meeting of the Zoning and
Planning Commission� held on Tuesday, March 30, 1965, were approved and signed.
Case No. 9. 65-10 Zoning
Applicant: Zoning & Planning Coimnission
Subject: A hearing published April 15, 1965, to rezone that part of the City of
Hopkins lying East of the Great Northern Railroad spur Right-of-Way� and
North of Second Street North and of Lake Street; West of Monk Avenue and
South of the State Highway No. 7; and creating, amending and changing
new area use zoning districts of one family residential (R-1), one and � �
two family residential (R-2), one family town house residential (R-3), ��
Multiple family (R-4)9 Multiple family (R-5), limited business (B-1)� '
central business district (B-2), General business (B-3), limited industr�-al

Action: Mr. Blake moved, and Mr. Stannard seconded the motion, that the above
Reel - 21 application to rezone that part of the City of Hopkins described above,
� Side - 1 be continued to the next regular meeting, May 25, 1965, and that any
7 - 544 interested petitioners interested in, or opposed to, this overall plan,
submit their ideas to the Zoning and Planning Commission. The motion
carried.
Case No. 1. 65-04 Zoning
Applicant: Zoning & Planning Commission
Subject: A hearing published March 18, 1965, continued from the March 30, 1965,
Zoning & Planning meeting, on an application to rezone from Double-Residence
to Commercial-1, certain areas including the following described premises
in Hopkins, Minnesota, viz:
From Double-Residence to Commercial-1� Lots 19, 20, 21, 22, 23, and 24,
Block 69, and Lots 1, 2, 3, 4, 5, and 6, Block 70, West Minneapolis,
2nd Division, Hopkins, Minnesota.
At the March 30, 1965 Zoning and Planning Commission meeting, the following
motion was made:"Mr. Sundby moved and Mr. Pokorny, Jr., seconded the motion,
that the boundaries of the proposed Commercial-1 rezoning of the above
described property be in conformance with the original proposed Down-Town
Plan, or that area East of llth Avenue North, South of lst Street North
and North of Excelsior Avenue, be approved. The motion carried. Mr.
-- Stannard voting no." This motion therefore deleting Lots 1, 2, 3. 4, 5,
and 6, Block 70, West Minneapolis, 2nd Division, Hopkins, Minnesota.
Action: Mr. Pokorny, Jr., moved, and Mayor Milbert seconded the motion, that the
Side - 1 above application to rezone certain areas from Double-Residence to
554 - 951 Commercial-1, be continued to the next regular Zoning and Planning meeting,
May 25, 1965, so that additional information pertinent to this case, and
also further study of the Down-Town Plan with regards to parking lots, be
obtained. Motion carried.
Case No. 4. 65-07 Special Use Permit
Applicant: Mr. Truman Anderson and Duane Nelson
Subject: A hearing published March 18, 1965, continued from the March 30, 1965,
Zoning and Planning meeting, for a Special Use Permit for a proposed con-
struction of a four (4) bay self-service car wash on the following des-
cribed premises, situated in Hopkins, Hennepin County, Minnesota, viz :
Block 17, Lots 6 and 7, West Minneapolis Center.
Action: Mr. Blake moved, and Mr. Pokorny, Jr., seconded the motion, that the Zoning
Side - 1 and Planning Commission recommend to the City Council that a Special Use
952 - 1129 Permit be approved for a proposed construction of a four (4) bay self-service
� car wash on the above described premises in the City of Hopkins. Motion
carried.
Case No.8. 65-09 Zoning
Applicant: Mr. Lohman
Subject: A hearing published April 15, 1965, to rezone certain areas from Business-
Residence to Commercial-1, the following described premises in Hopkins,
Hennepin County, Minnesota; viz ; "That part of the Northwest Quarter (NW4)
of the Northeast Quarter (NE4) of Section 19, Township 117, Range 21, lying

North of a line drawn West at right angles to the East line thereof, to
the West boundary line from a point therein, distance 720.8 feet South of
the Northeast corner of said Northwest Quarter (NW4) of Northeast Quarter

Action: Mr. Larson moved, and Mr. Pokorny, Jr., seconded the motion, that the
Side - 2 application of Mr. Lohman to rezone certain areas from Business-Residence
Reel- 21 to Commercial-1, in the foregoing described premises, be continued to the
1-234 next regular Zoning and Planning meeting, May 25, 1965, and that Mr. Lohman
present his request in the form of a petition in regard to the proposed re-
zoning in Case No. 65-10. Motion carried.
Case No. 10 65-11 Zoning
Applicant: Berglund-Johnson, Inc.
Subject; A petition to rezone from Single Residence to Industrial, the following
described premises situated in Hopkins, Hennepin County, Minnesota, viz :
"the West half of the Southwest Quarter (SW4) of the Southwest Quarter (SW4)
of Section 25, Township 117, Range 22. , �
Action: Mayor Milbert moved, and Mr. Pokorny, Jr., seconded the motion, that a '' �

and that the Village of Minnetonka be notified of such hearing as the above

Staff Comments and Findings;
1. The area of Hopkins knot�m as "Oak's Neigh�orhood" has been under study for
nearly 3 years and major decis3.ons have beEn made as to no�icy and develop-
ment. Other decisians are still pending.
2. This are.s coatains som� of the la�gest parc�ls of uncommitted Land in Hopkins
and wikh a loc�tion along T.H. 7, Co. Ro�d 18 an� rionk �svenue the visual
acces� is valuable for certain types oi ue�s. Ph�sical acc�ss is rather poor
in general and as suc� decisions must be made to provide for ad�quat� access to
the entire area. The proposed uses as reflec�ed in the zoning must also be made
in relation to the entire community. The proposed pla� for the "Oaks Neighbor-
hood" indicates a limited type of busir.ess which is similar to the �R zcne �hich
now applies to a part of Mr. Lahman's lar_d. This is considexed c�mmensurate with
the other existing uses, ptoposed uses, thoroughfa�e system and utilitfes.
3. The C-1 as requ�s�ed is the Cent�al Business Bistrict "comm�rciel" c�assifi-
cation pexmitting heavy retail uses. The progosed "Developm�nt �1an" provides
fog the type of use �ith thQ appropria�e supporting uses in the area of 9th
and Excelsior but noE aion� Motu. If the"nl�n"is to provide a guide to the
overall urban structure for Hopkin: the C-� type zones should =emain in the Central
Business District.

Staff Findings and C�ents:
1. The property of concern is a part of a larger area that has been studied and
restudied for s nember of years. The latest "Comprehensive Development PLan"
as prepared under the "701" program indicates the land as residential. Hopkins
is in need of land on which to build homes. The need is not ozly to meet what
ap�ears to be a gro�ing demand but to help build a Hopkins oriented trsde area to
su�sport the camnerc�al area.
2. Another major consideration is coordination with the �Iillage of Minnetonka
since Cwo sides of the property abcxts Minnetonka. Currently the abutt�ng land
is aoned residential. Thus, it is suggest�d that any action tzken by Hopkins be
done af�er a meering with Minnetonka.
3. The major thorou�hfare plan propo�es a road along th� southerly limitg of
Hopkins as a joint troroughfare with Minne2onka. This should also be cleared
prior to action by FYopkins.
4. Ac��rding to my understanding, this land can be sewered through the existing
system which is an important point for residential develogment. The l�nd is
rolling and could make a very nice addition �o the Hopkins residen�ial area. Shady
Oak L�k� is close and a ne�a desirable housing development would gr�atly aid the
upgrading of South Hopkins.
