03-30-1965 The regular meeting of the Zoning and Planning Commission of the City of Hopkins
Minnesota, was held on Tuesday, March 30, 1965, at 7:30 p.m. , o'clock in the
Council Chambers of the City Hall.
Present were Chairman Malecha and members Mayor Milbert, Councilman Pokorny, Jr. ,
� Stannard, Sundby and Larson. City Engineer, Strojan, City Building Inspector,
Blomquist and City Planner, Hawks.
Case No. 1. 65-04-Zoning.
Applicant: The Zoning and Planning Commission.
Subject: A hearing, published March 18, 1965, on an application to rezone from
Double-Residence to Commercial-1 certain areas including the following
described premises.
From Double-Residence to Commercial-1 Lots 19, 20, 21, 22, 23, and
24, Block 69 and Lots 1, 2, 3, 4, 5 and 6, Block 70, West _
Minneapolis , Second Division, Hopkins , Hennepin County, -
Minnesota.
Action: Mayor Milbert moved and Mr. Sundby seconded the motion that the
Reel - 20 - above application to rezone from Double-Residence to Coimnercial-1
Side - 1 - the above described premises be continued until such time as the
325 - 625 Commission takes up the question of rezoning or Case No. 6, at a
later time during the evening be approved. The motion carried.
Side - 2 - Mr. Sundby moved and Mr. Pokorny, Jr. seconded the motion that the
919 - 934 boundaries of the proposed Commerical-1 rezoning of the above
" described property be in conformance with the original proposed
Down-Town-Plan or that area East of llth Avenue North, South of
lst. Street North and North of Excelsior Avenue be approved. The
Motion carried. Mr. Stannard voting no.
934 - 1071 Mr. Sundby moved and Mr. Pokorny, Jr, seconded the motion that Case
No. 1 be continued until the next regular Zoning and Planning meeting
of April 27 , 1965, and amounts of the proposed assessments be forwarded
to the affected property owners, be approved. The motion carried.
Case No. 2. 65-OS-Fence variance.
Applicant: Charles Beshears.
Subject: A request to construct a proposed six (6) foot high fence on the
North property line of his property from the rear of lot to the
front of the house at 537 - 5th Avenue South. The property owner
to the North on the side on which the proposed fence would be
constructed, indicated he would not object to the proposed fence.
Action: Mr. Sundby moved and Mr. Pokorny, Jr. , seconded the motion that the
Side - 1 - Zoning and Planning Commission recommend to the City Council approval
625 - 677 of the request for a proposed construction of a six (6) foot high
� fence from the back of his property line to the front edge of his
house on the North property line of his Lot because of the hardships
shown in housekeeping and maintenance of his own yard and property be
approved. The motion carried.
Case No. 3. 65-06-Special-Use-Permit and Variance.
Applicant: Super Valu.
Subject: A hearing published March 18, 1965, for a Special-Use-Permit and a
variance from the required front yard setback of thirty (30) feet
to twenty (20) feet for the proposed installation of a double faced
rotating sign in an Industrial zoned district or on the following
described premises.
Blocks 23 and 24 West Minneapolis Center.
Action: Mr. Pokorny, Jr. moved and Mr. Larson seconded the motion that the
676 - 716 Zoning and Planning Commission recommend to the City Council approval
of the request for a Special-Use-Permit and a twenty (20) foot front
yard variance be approved with the provision that all other out door
advertising and signs now on the building be removed. The motion
carried.

NOTICE IS HEREBY GIVEN,THAT PURSUANT TO SECTION 16 of Ordinance
^ No. 131, the Hopkins Zoning and Planning Commission together with the City
Council of the City of Hopkins will meet and hold a public hearing at the
City Hall of the City of Hopkins on April 27 , 1965, starting at 7:30 p.m.
o�clock, and continuing thereafter at such adjourned meetings as may be
required and authorized by motion without further published or other notice for
following purposes:
(a) To rezone and thereby amend the present zoning
ordinance the following; that part of the City of
Hopkins lying East of Great Northern spur railway
right-of-way and North of Second Street North and
Lake Streets and West of �Ionk Avenue and South of
State Highway No. 7 by eliminating the present zoning
districts known as single residential, double residential
and business-residential in said area and establishing
new zoning districts therein known as Limited-Business
-� (B-1) , Multiple-Family (R-4) , One and �ao Family
Residential (R-2).
(b) . To establish new categories of use zoning districts
in the City of Hopkins as follows: One Family-Residential
(R-1) , One and Two Family-Residential (R-2) , One Family
Town House-Residential (R-3) , Multiple-Family (R-4) ,
Multiple-Family (R-5) , Limited-Business (B-1) , Central
Business (B-2) , General-Business (B-3) , Limited-Industrial
(I-1) and General-Industrial (I-2) .
All interested persons and parties desiring to be heard will
be heard at this hearing.
