09-29-1964 The regular meeting of the Zoning and Planning Commission of the City of Hopkins was
held in the Council Chambers of the City Hall on Tuesday, September 29th, 1964, at
7:30 p.m, o'clock.
Present were Chairman Sundby, members, Mayor Milbert, Councilman Pokorny, Jr. Stannard,
� Malecha, Larson and Blake. The City Engineer, Strojan and City Planner, Hawks.
Case No. 1 64-27-Variance
Applicant: A1 Kostecka
Subject: A hearing published on August 13th, 1964, on a request for a side yard
variance to construct a proposed residence on Lot 20, Block 49, West
Minneapolis, which will reduce the North side yard of existing house
on Lot 19, Block 49, West Minneapolis to one foot, which is less than
the required side yard.
Action: Mr. Pokorny, Jr. moved and Mr. Malecha seconded the motion that because
2 - 15 Mr. Kostecka did not appear at the Zoning and Planning meeting to go
Reel - 17- over his proposed plans with the Commission, the request be continued
Side - 1 - until the next or October 27th, 1964 Zoning and Planning Commission
meeting. Mr. Kostecka to be notified by mail of the action of the
Commission. The motion carried,
Case No. 2. 64-35-Variance
Applicant: Arthur Carlson
Subject: A hearing published on August 17, 1964, on a request for a side yard
^ variance from the required twelve feet to seven feet, four inches, for
a proposed construction of a garage to an existing single residence.
The location, 204 Ashley Road or Lots 28, 29 and 30, Block 16, F. A.
Savages Interlachen Park. All adjacent property owners having been
notified of the hearing by mail.
Action: Mayor Milbert moved and Councilman Pokorny, Jr. seconded the motion
15 - 37 that the Zoning and Planning Commission recommen': approval of the the
request of the variance of 4.6 to the City Council. The location,
Lots 28, 29 and 30 being on Goodrich Avenue, an eighty foot wide Avenue.
Goodrich Avenue is the only eighty foot wide Avenue or Street in the
City of Hopkins; granting this variance would give more than the usual
set back. The motion carried.
Case No. 3. 64-36-Variance
Applicant: George H. Hebert
Subject: To discuss the possibility of a three foot side yard variance and permission
to construct a proposed dwelling on a seventy-five foot wide lot in an
area requiring eighty foot wide lots, as required by present ordinance.
Action: Mr. Stannard moved and Mr. Pokorny, Jr, seconded the motion that the
--. 37 - 171 Zoning and Planning Commission recommend to the City Council that the '
request to build a proposed dwelling on a seventy-five foot wide lot ~� - ' �-
in an eighty foot wide area with a side yard variance of three feet be -
denied; based on the fact that hardship can not be shown. The motion
carried.
Mayor Milbert moved and Mr. Malecha seconded the motion that Mr. Hebert
contact the Building Inspector and make an application for a variance
hearing to be set for the next regular Commission meeting, or for
October 27th, 1964. The motion carried.
Case No. 4. 64-37-Special-Use-Permit.
Applicant: Hermmerlund Sheet Metal Inc.
Subject: A request for a special-use-permit to construct an addition to an existing
building in a Commercial-l-District.
Action: Mr. Melecha moved and Mr. Pokorny, Jr, seconded the motion that Resolution
171 - 347 No. 182, "A RESOLUTION ORDERING A HEARING FOR A SPECIAL-USE-PERMIT FOR
PROPOSED CONSTRUCTION OF AN ADDITION TO AN ADDITION OF AN EXISTING BUILD-
ING IN A CONINIERCIA.L-1 DISTRICT". The location, 607 Second Street South,
or Lots 22, 23, 24 and 25, Block 2 West Minneapolis, be approved. The
� motion carried.
Case No. 5. 64-38-Special-Use-Permit
Applicant: Clifford D. Murdock
Subject: A request to construct four self-wash car stalls to be located East of
the Standard Oil Station on Excelsior Avenue West, or Lots 13, 14, 15,
16 and part of Lot 17, Block 13 West Minneapolis 3rd Division.

Action: A request for information relative to water storage and use will be
347 - 442 required from the City Engineering Department when a forma.l application
for a Special-Use-Permit is filed by Mr. Murdock. No formal action was
taken.

WHEREAS written application has been made to the Building Inspector
for the construction of a certain proposed single residence addition
with a side yard variance from the required twelve feet to seven feet
four inches on the following described premises situated in Hopkins ,
