07-28-1964 The regular meeting of the Zoning and Planning Commission of the City of Hopkins was
held in the Council Chambers of the City Hall on Tuesday, July 28, 1964, at 7:30 P.M.
o'clock.
— Present were Chairman Sundby and members Melecha and Larson. The City Manager,
Brubacher, City Engineer, Strojan, City Building Inspector, Blomquist and City
Planner, Hawks.
Case No. 1. 64-23-Plat
Applicant: Mr. John Meath.
Subject: Discuss the following area to be platted. Lots 8, 9, 10, 11 and 12,
Block 2, Steven's Oakwood Park.
Action: Mr. Malecha moved and Mr. Larson seconded the motion that the Zoning
and Planning Commission recommend to the City Council that the request
to plat Lots 8, 9, 10, 11 and 12, Block 2, Steven's Oakwood Park be
approved, at their next regular meeting, with the following stipulations;
that Jackson Avenue not be extended into the residential area lying
North of proposed 3rd Street; that Tyler Avenue North be developed to
tie into the proposed East-West throughfare from Monk Avenue running
West; that both water andsewer be brought into the area from 2nd Street
North; and that Van Buren Avenue be lowered to maximum so as to benefit
the undeveloped land to the East. The motion carried.
Case No. 2. 64-24-Special-Use-Permit.
"` Applicant: NAPCO Industries Inc.
Subject: A request for a Special-Use-Permit to construct a proposed warehouse
on the following described property; that part of the Easterly 500
feet of the Westerly 836.7 feet of Section 25, Township 117 , Range 22,
Hennepin County, Minnesota lying South of County Road No. 3 and North
of the Chicago, Northwestern Railway right-of-way, or 1500 County Road
No. 3.
Action: Mr. Larson moved and Mr. Malecha seconded the motion that the Zoning - ,
124 - 170 and Planning Commission recommend to the City Council that the request "
for a Special-Use-Permit to construct a proposed warehouse on the
above described property be approved, at their next regular meeting,
with the following provisions: 1) that the building maintains the
set-back of the existing structure and the space be lawn; 2) access
to the parking area to be via the existing driveway plus a new drive-
way to be located along the East side of the proposed warehouse; 3)
the East side yard to be fifty (50) feet; 4) that parking and all
loading docks be located behind the proposed warehouse with all parking
areas constructed in compliance with existing ordinance. No one
appeared in person to object to the proposed Special-Use-Permit; however,
a letter from "The Gelco Corporation" was read with reference to set-
" backs, off-street parking and property line margins all of which are
being complied with in the above proposed plans. The motion carried.
Case No. 3. 64-25-Variance.
Applicant: Hopkins Baptist Church, 41-12th Avenue North.
Subject: A request for a variance of three foot six inches (3.6") from the front
property line to construct a proposed addition to an existing church on
the following described property; Lot 24, Block 70, West Minneapolis,
2nd Division.
Action: Mr. Larson moved and Mr. Malecha seconded the motion that the Zoning
170 - 230 and Planning Commission recommend to the City Council that the request
for a front yard variance of three feet six inches (3.6") from the
front property line be approve�},at the next regular Council meeting,
on the grounds of the following reasons which constitute a hardship:
1) a safety factor, as both the inside and outside stairways do not
meet the building code; 2) sanitary facilities; 3) for aesthet
reasons as far as the neighborhood is concerned. No one appeared in
opposition to the request. The motion carried.
Case No. 4. A group of maps relative to handling of County Road ��18 was shown by
� 230 -340 Mr. Hawks to the Commission. Mr. Hawks showed the map he is preparing
to send to Edwards and Kelsey for a critique. No formal action was
taken.
No further business appearing the Commission adjourned.

the Building Inspector for the construction of a proposed residence on
the following described premises situated in Hopkins, Hennepin County,
Minnesota, viz:

"� WIiEREAS, Ordinance No. 131 of the City of Hopkins presently
permits construction under Section 11, Subdivision 11, and
WHEREAS, said proposed construction of residence on Lot 20
will reduce North side yard of existing house on Lot 19, Block 49, West
Minneapolis to one foot, which is less than the required side yard.
