06-30-1964 A regular meeting of the Zoning and Planning Commission of the City of Hopkins was
held in the Council Chambers of the City Hall on Tuesday June 30, 1964, at 7:30 P.M.

— Present were Acting Chairman, Mayor Milbert, and members Councilman Pokorny, Jr.
Malecha, Larson and Blake. The City Manager Brubacher, City Engineer, Strojan, City
Building Inspector Blomquist and the City Planner Hawks.
Case No. 1. 63-49-Special-Use-Permit.
Applicant: Hansord Pontiac, represented by Mr. Harlan Perbix.
Subject: A hearing published November 14th, 1963, for a request for a Special-Use-
Permit for a proposed construction of an Industrial Building in the
Industrial District. The location, that part of Lot 75, lying West of
a line parallel with and 635 feet West measured at right angles, from
the East line of said Lot 75 , except the Northwesterly 30 feet thereof.
Also that part of Lot 76, lying West of a line parallel with 635 feet
West, measured at right angles, from the East line of said Lot 76, "There
is also excepted from said premises the part heretofore taken for high-
way purposes;" or West of the National Tea Building, and North of
Excelsior Avenue and East of Monk Avenue. A request for clarification
of the original recommendation which read as follows: "It was moved and
seconded that the request for a Special-Use-Permit for the construction
of a sales building in an Industrial District on the above described
property with the provision for a thirty (30) foot set-back at Monk
Avenue running East in a line to a point even with the National Tea
-� Food Company sign (about 100 feet) and except that part of said premises
that heretofore were taken for County highway purposes. Al1 plans for
the type of signs and construction to be approved by our Building
Inspector and City Planner.
Action: Mr. Larson moved and Mr. Malecha seconded the motion that the Zoning and
Reel - 13 - Planning Commission recommend approval to the City Council the amended
Side - 1 - plans for the proposed construction of a sales building on the above
0 - 266 described property. The building to be set parallel with Excelsior
Avenue with a set-back of fifty five (55) feet; with a canopy extending
outward toweards Excelsior Avenue from the center of the proposed
construction to the thirty (30) foot set-back line from the front of
the property as required by Ordinance �k131, Section 10, Industrial
Districts, Subdivision 5 (B) ; contingent on the parties concerned
furnishing the City Council with a letter stating that the property __. .
required by the County Highway Department will be dedicated when the-
proposed scheduled up-grading of Excelsior and Monk Avenues takes place.
No action was taken on the type or position of the sign or signs required
for the proposed construction. The motion carried. The above action
NEW was taken on plans submitted by the concerned parties June 30, 1964.
BUSINESS
" Case No. 1. 49-19-Zoning.
Applicant: J. Russell Carroll.
Subject: A hearing published on June 18, 1964, on a request to rezone from Business-
Residence to Commercial-2 District the following described premises in
Hopkins, Hennepin County, Minnesota, viz: "Those parts of Lots 1, 2, 3,
and 4, Minnehaha Oaks Lying Northeasterly of Minnehaha Creek; or the
South side of Highway No. 7 and East of Minnehaha Creek, for the proposed
construction of a "drive-in" type of construction; or �ighway No. 7 and
West of Monk Avenue.
Action: Mr. Malecha moved and Mr. Larson seconded the motion that the above
266 - 372 request for rezoning be continued until the next or July 28, 1964,
Zoning and Planning Commission meeting; or until the rezoning of the
entire area is resolved. Mr. Carroll to be notified at the time such
action is to be considered. The motion carried.

Subject: A hearing published on June 18th, 1964, on a request to rezone from that
part of the following described lands which are now in Double-Residence
to Business-Residence District of the City of Hopkins , Hennepin County,

Subject: Discuss the area between 7th and 8th Street South and extended alley
between 6th and 7th Avenues to 5th Avenue extended; plus tracts A, and
B. , R.L.S. No. 682; for the proposed construction of a group of homes
when the area is plated.
Action: Mr. Larson moved and Mr. Pokorny, Jr. seconded the motion that the
463 - 1181 Zoning and Planning Commission recommend approval to the City Council
of the requested plat of the above described area into Single-Residence
District. The motion carried.
