05-27-1964 A regular meeting of the Zoning and Planning Commission of the City of Hopkins was
held in the Council Chambers of the City Hall on Tuesday, May 27, 1964, at 7:30 P.M.
o'c lock.
Present were Chairman Sundby, and members Mayor Milbert, Councilman Pokorny, Jr. ,
^ Melecha, Larson and Blake. The City Manager, Brubacher, City Engineer, Strojan, City
Building Inspector, Blomquist and City Planner, Hawks.
Case No, l. 64-15-Adjustment:
Applicant: G. B. Martinson.
Subject: A hearing published on May 12th, 1964, on a request for a side yard
variance for the construction of a proposed residence on the following
described premises in Hopkins, Hennepin County, Minnesota, viz: "Lot
8, Block 90, West Minneapolis 2nd Division" or 222 - llth Avenue North.
The proposed construction of the dwelling on Lot 8 will reduce the South
side yard of existing dwelling on Lot 7, Block 90, West Minneapolis 2nd
Division to one foot, which is less than the required side yard. It
is requested that such side yard requirement for Lot 7 be waived with
the provision that the proposed residence of Lot 8 have a North side
yard of twelve (12) feet and a South side yard of eight (8) feet.
Action: Mr. Larson moved and Mr. Blake seconded the motion that the Zoning and
Reel - 11 - Planning Commission recommend to the City Council that the request

50 - 199 Block 90, West Minneapolis 2nd Division in order to construct a proposed
residence on Lot 8, Block 90, West Minneapolis 2nd Division, provided

2nd Division twelve (12) feet from the North lot line of Lot 8 and
eight (8) feet from the South lot line of Lot 8 be approved. The
motion carried; the Chairman announced that the hearing was advertised
with all concerned property owners notified. No one appeared in oppo-
sition to the request.
Case No. 2 64-16-Special-Use-Permit.
Applicant: J. Russell Carroll.
Subject: A Special-Use-Permit for the proposed construction of an office buildisqg
199 - 466 in the Business-Residence District on the following described premises
in Hopkins, Hennepin County, Minnesota, viz: "Those parts of Lots 1,
2, 3 and 4, Minnehaha Oaks lying Northeasterly of Minnehaha Creek; or
the South side of Highway ��7 and North and East of Minnehaha Creek.
Action: Mayor Milbert moved and Mr. Malecha seconded the motion that the Zoning
199 - 466 and Planning Commission recommend to the City Council that the request
of Mr. Carroll for a Special-Use-Permit to construct a proposed office
building in the Business-Residence District on the above described
property be approved with the provisions that the proposed building be
set back fifty-five (55) feet from the South line of the present State
�` Highway ��7 right-of-way to allow for a proposed service road to follow
the Southwest leg of the proposed ramp of the intersection of Monk
Avenue and Highway �k7, be approved. The Chairman of the Commission
announced that the hearing was advertised with all concerned property
owners notified. The following letter was read to be entered in the
minutes of the meeting.
RE: Resolution No. 175 (Special Use Permit on Parts of Lots 1,
2, 3 and 4 of Minnehaha Oaks lying Northeasterly of Minnehaha
Creek
S.P. 2706-55 T.H. 7 Layout 7 (Hopkins)
We have received a notice of hearing for a Special use permit
for the proposed construction of an office building on the above
referenced site.
We wish to advise the Commission that a layout showing the
proposed improvement of T.H. 7 in Hopkins is on file with
the City Clerk. The layout includes a proposed diamond inter-
change at Monk Avenue.
� The construction of the proposed interchange at Monk Avenue
will require a partial taking of land from the above parcel.
Due to the fact that a ramp is proposed in the S.W. Quadrant
of the intersection of T.H. 7 and Monk Avenue, access to T.H.7
and the proposed ramp cannot be permitted from a point westerly
of Minnehaha Creek to Monk Avenue. At the time that the Monk
Avenue Interchange is developed, some other means of access to

the property to be re-zoned must be provided.
— If the re-zoning is approved and the office building requires
an improvement in existing access to T.H. 7, it will be
necessary for the owner to apply for an entrance permit from
the State Highway Department before the improvement can be

the hearing to be held May 26, 1964,

Case No. 2 64-13-Zoning
Applicant: Mr. G. C. Watson.
Subject: It was moved, seconded and the motion carried in the Council meeting
of May 19, 1964, that the request for the proposed re-zoning from
Residential-District to MR-1 District the following described area
for the proposed construction of an apartment building ; "That land
in Double-Residence Zone of the City of Hopkins that lies South of
the North boundary of R.L.S. �k731, North of the North line of Hennepin
County Highway �k3 and between the East and West boundaries of R.L.S.
�k731 extended Southerly to the North line of Hennepin County Road No.3
or that property fronting on the 100 Block on 20th Avenue South; be
held in abeyance and referred back to the Zoning and Planning Commission
for that body to hold until such time as the "over-all" zoning plan
for the City is studied and hearing held.
Action: Ma.yor Milbert moved and Mr. Pokorny, Jr, secoxtded the motion that the

of the City of Hopkins as a whole is under taken by the Commission.

Case No. 3. 64-17-Plan Review, part of the 701 Program.

Action No formal action was taken. A study of proposed County road ��18 was
473 to 534 made by the Commission.
Case No. 4. 64-18-Community Facilities.
Applicant: The Zoning and Planning Commission.
Subject: The schools, parks, recreational areas, churches etc. as outlined by
the City Planner for the future of Hopkins.
Action: No formal action was taken.
