03-31-1964 A regular meeting of the Zoning and Planning Commission of the City of Hopkins was held in the Council Chambers of the City Hall on Tuesday, Ma.rch 31st, 1964, at 7:30, P.M. o�clock. Present were Chairman Sundby, and members Mayor Milbert, Councilman Pokorny, Jr. Stannard +� Larson and Blake. The City Manager, Brubacher, City Engineer, Strojan, City Building Inspector, Blomquist and the City Planner, Hawks. Case No. 1. 63-27-Rezoning. Applicant: The Zoning and Planning Commission. Subject: A review and study of Subd. 17, Section 11 of Ordinance �k131, or on the building of dwellings on small (40') lots. Request: To reconsider the side yard requirements for dwellings on small (40�) lots. Action: Mr. Pokorny, Jr, moved and Mr. Larson seconded the motion that the Zon- Reel - 7 - ing and Planning Commission recommend to the City Council that Ordinance Side - 3 - ��231, Subd. 17, (c) as proposed, be changed to read as follows: All 484 - 533 lots defined in (a) herein shall have minimum side yards of 8 feet per side provided such lot is accessible from a rear, usable alley or from a side street; the proposed house may be set over to one side not closer than six (6) feet from the lot line but still leaving a sum side yard of sixteen (16) feet. The motion carried. .-� Case No. 2 64-2-Adjustment Applicant: The Zoning and Planning Commission. Subject: The adjustment of of Interurbane Avenue relative to the seventeen (17) parcels of land between Blake Road and the Easterly City Limits developed from dividing of the abandoned Minneapolis, St. Paul Railway right-of- way; which was returned from the City Council for additional consideration. Request: Reconsider the size of the lots in the above described area. Action: Mayor Milbert moved and Mr. Blake seconded the motion that the Zoning 566 - 576 and Planning Commission recommend to the City Council that the seven- teen (17) parcels of land between Blake Road and the Easterly City limits developed from dividing the abandoned Minneapolis, St. Paul Railway right-of-way be set at eighty (80� feet widths. The motion carried. Case No. 1 64-6-A Special-Use-Permit and to extend the C-2 boundary lines as described below. Applicant: William J. Olsen. No. 529320, Files of the Registrar of Titles Action: Mr. Stannard moved and Mr, larson seconded the motion that recommendation 0 - 191 on the hearing be held in abeyance until the next regular Zoning and Planning Commission meeting or until the April 28th, 1964 Commission meeting� that the property owners adjacent to th� proposed construction The Zoning and Planning Commission meeting minutes of March 31, 1964, continued. be notified of the hearing; that the Commission be provided with a new traffic county for the intersection; and check with the County relafive to the proposed second curb cut. The motion carried. Case No. 2. 64-7-Special-Use-Permit. Applicant: Loeffel, - Engstrand Company Subject: A hearing published March 19th, 1964, for a Special-Use-Permit to build a small office and garage building for General Contractor business with off street parking and fenced in storage area in an Industrial zoned district. The location, llth Avenue South at 6th Street or Lots 1, 2, 3 and 4, Block 57, West Minneapolis. Action: Mayor Milbert moved and Mr. Pokorny, Jr, seconded the motion that the 191 - 235 Zoning and Planning Commission recommend approval of the request for a Special-Use-Permit to construct the proposed office and garage building on the above described property. The motion carried. Case No. 3. 64-12-Adjustment Applicant: Mr. A. F. Senkbeil. Subject: A hearing published March 19th, 1964, for an adjustment of side yard; the lotcation, Lot 7, Block 65, West Minneapolis 2nd Division, or 14 - 7th Avenue North. Action: Mr. Larson moved and Mr. Pokorny, Jr. seconded the motion that the Zon- " 236 - 302 ing and Planning Commission recommend approval of the request for the side yard adjustment to the City Council provided the proposed con- struction be erected upon the foundation of the home at 14 - 6th Avenue North, due to fact all of the other houses in the lot are built to one side of the lots. The motion carried. Case No. 4. 64-11 New Zoning District; MR-3 Applicant: The Zoning and Planning Commission. Subject: The possiblility of estblishing a Multiple-Residence District to be 394 - 483 known as the MR-3 District in various areas of the City. Action: No forma.l action was taken. It was continued until the next Special 394 - 483 Zoning and Planning Commission meeting or until April 14th, 1964. Case No. 5. 64-13-Rezoning Applicant: G. C.
