Subject: Hearing published August 2, 1962, on a request to rezone a Single Dwelling
District to a Multiple-Dwelling District for the proposed construction of
an apartment building, The location; 601 - 17th Avenue North, or that part
of the West z of the Southwest 4 of Section 13, Township 117, Range 22,
corresponding to the South 124' of the 200' of lot 7 in a Single-dwelling
District.
Request: Rezone from Single-Dwelling to Multiple-Dwelling District; continued from
the August 28th, and September 25th meetings until the November 27th, 1962
Zoning and Planning Commission meeting.
Action: Mr. Gustafson moved and Mr. Malecha seconded the motion to rezone from Single-
Dwelling to Multiple-District; because of the objections made by several
residence from Robinwood Lane expressing their concern on the existing traffic
and parking conditions and what could be expected if an additonal apartment

Applicant: The Zoning and Planning Commission.
Subject: Conversion of dwelling units.
Request: Conversion of existing dwellings into non-residential uses and the providing
of dwelling units within commercial area. This item being placed on the
agenda again at the request of Mr. Hawks, our Resident Planner.
Action: Mr. Gustafson moved and Mr. Malecha seconded the m�tion that the following
suggestions be given to the City Attorney, Mr. Vesely with the request that
an amendment be drawn to Ordinance �k131 to be recommended to the City Council
for its approval.
1. Except for dwellings where the non-residential use conducted is justified
as a "Home Occupation" or a "Non-Conforming Use" no one or two family
� ;,.� structure in a commercial or industrial zone shall be used in part as a
� non-residential use. An existing one or two family residential structure
may be connected to a non-residential use provided the structure is not
�enlarged or structura�.ly :a�tered. �ho�tld tYta�-��r�etare.-Ue-e��arg�d or
structurally altered, the entire structure shall be brought into con-
formance with the building code, zoning ordinance and fire code.

commercial or industrial zone shall not have dwellings used in part for
non-residential uses except as justified as a "Home Occupation" or Non-
Conforming Use". A dwelling located in the ground floor may be con-
verted to a commercial or industrial use as permitted subject to the
building code, zoning ordinance, fire code and provided no structural
"` alterations are made.
3. Providing of dwelling units in commercial buildings. This is a necessary
use in most communities although not without controls. Children in
downtown dwellings is not desirable, however, it is not possible to
le�islate against children. Thus, it is suggested that the ordinance
read "that dwelling units in commercial and industrial buildings
shall not contain more than one bedroom and the location of such dwelling
unit within the building shall not occupy the front half of the ground
floor.
4. Conducting of a Home Occupation. The applicable provisions contained
in this Ordinance shall also apply in the Commercial District.

Applicant: Super Valu.
Subject: A hearing published November 15, 1962, on a request to remodel their exist-
ing facilities in addition to the addition which is being constructed to
_ the South of our present warehouse. This remodeling will consist of: "a
24' addition to the frozen food and meat receiving dock; remodeling of
present mzat and dairy coolers; and addition to the produce cooler; the
location at 101 Jefferson Avenue South or Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10,
14 and the North 2 of Lot 15; and Lots 19, 20, 21, 22, 23, 24, 25, 26 and 27;
Block 23, including that part of Northeasterly and Southwesterly alley lying
between the Easterly line of Madison Avenue and the Northerly extension of
Lot 27, all in said Block 23. All of Blocks 24 and 32. The South 2 of Lots

Action: Mr. Malecha moved and Mr. Gustafson seconded the m�tion that recommendation
be made to the City Council to approve the request of Super Valu for a
special use permit to remodel by constructing a proposed addition of a 24�
addition to the frozen food and meat receiving dock; remodeling of present
meat and dairy coolers; and addition to the produce cooler; the location
at 101 Jefferson Avenue South or the same as given above. The motion carried.

Subject: To construct a proposed addition to the existing Industrial Building to gain
space with adequate height for Industrial purposes. The location, 1600 South
2nd Street or that part of West 356 feet of Northwest 4 of Northwest 4 lying
Northerly of railroad right-of-way and commencing 1112.65 ' East of Northwest
corner of Northeast � of Northeast 4 , thence South 96 feet; thence West 25.25

Action: Nlayor Milbert moved and Mr. Stannard seconded the motion that recommendation
be made to the City Council �or their approval for a special use permit to
construct a proposed addition to the existing Industrial Building on the
above described location by NAPCO. �nd.The motion carried.

^ Subject: A hearing published November 15th, 1962 on a request to construct two (2)
proposed industrial buildings; the location, Lots 21, 22, 23, and 24, Block
56, West Minneapolis.

Applicant: The Chamber of Commerce.
Subject: Suggestions for additional parking areas for the down-town business areas of
Hopkins.
Request: Approval and recommendation of the suggested parking areas to the City
Council.
Action: Mr. Malecha moved and Mr. Stannard seconded the motion that action on the
parking areas be continued until the Thursday, December llth, 1962 meeting
to be held to review the Down-Town plan. The motion carried.
Mr. Malecha moved and Mr. Gustafson seconded the motion that as the December m�eting of
the Zoning and Planning Commission is on Tuesday December 25th, the m�eting be held on
Thursday, December 27th, 1962 at 7:30 p.m. in the City Hall, The motion carried.
It was tentatively agreed that the second meeting of the Zoning and Planning Comnission
would be held on the second Tuesdays of each month unless some unexpected and unforseen
conditions take place.
Mr. Gustafson moved and Mr. Malecha seconded the motion that no further business appearing

first figures we used to figure density were made based on a lot size of
124' x 260'that gave us 32,240 sq. feet." "The lot size is 124' x 200' or
24,800 sq. ft." "The number of units were therefore reduced from 24 to 18."
"The type of building he has in mind is something like this one." (holds up
a set of building plans Mr. Mason had given him.) "It will be a three floors."
The 18 unit will be designed on the three floor plan and will take less space .
than the two 12 units that was originally proposed." "There will be more
parking space than before."

concerned it is now better than it was." "The development is now better off
• than before as far as parking up and down the streets etc." "I see no reason

by 60% and you are only reducing the number of apartments by 25%."
Mr. Hawks: "The ordinances ask for 1000 sq. feet for each apa�tment unit." "The last
time we felt that the 18 units are running around 1380 feet per unit."
Mr. Hawks: "How many two bedroom apartments do they have. ?"

Mr. Mason: "The only think I can say is that I did not find out until this evening
that the mistake had been made in figur:ng my footage and so I can't say
how�mariy two bedroom units there will be."
Mr. Sundby: "Mr. Brubc�cher, will the snow plowing improve any?"
Mr. Brubacher: "No this will get better."
Mr. Hawks: "The way that the multiple to the East was planned, the parking lots
are not or they do not have enough parking." "Some of the problems come
from the multiple to the East." "We are really talking about the building
that is suggested for this area and it will not have parking problems.
Resident of 705: "How many parking spaces will you have?"

Resident of 705: "You will have a good many units that will have more than one car
per unit."
Mr. Hawks: "The apartments in the downto�cn area are running less than one per unit."
"In Orano the are running over one car per unit." There can be parking out
in the street when there are parties and the likes of that."
Resident of 705: "Where will they park, in front of our garages or homes." "If we
should get company there is not any place for our company to park."
Mrs. Palm: "I do not think you understand fully about the traffic on this corner."
"The street is backed-up from the corner and from the hill." "Then we would
have all of the cars from ?8 more units to contend with." "So until some

Mr, Sundby: "Would the County say when ��iie County work will be done on ��73?"
Mr. Hawks: "No, they did not say or give any time."
Mr. Brubacher: "The county is spending $350,000 on ��73, putting in a new bridge etc."

road is North of the resturant and store." "The people should take the East
road instead of Robbinwood lane." "Pure Oil will not give any property for
they will have to move when ��73 is improved."

Mr. Strojan: "Yes, to 66 feet unless they lower it,"

building, do we have any other?"
Mr. Brubacher: "I suggest these ideas be sent to the City Attorney, Mr. Vesely, to
be prepared in an ordinance form to be submitted to the Council."
Mr. Hawks: "Do you have any others?" "The one ��aho wants to put in seven apartments
over the insurance building would be taken care of with this ordinance."
Mr. Hawks: "Where Mr. Harriman moved in, he can move in but he can not move any
bearing walls, or rent out an apgstment upstairs, this type of use
does not apply to the ordinance."
Mayor Milbert: "This would allow this fellow to build over this Insurance building;"
Mr. Hawks: "He is inside the parking area and he will not have to be concerned by
having additional space for parking."
Mr. Sundby: "I will entertain a motion."

given to the City Attorney, Mr. Vesely, with the request that an amendment be drawn

Mr. Eck: "I represent NAPCO Industries." "This is the one when we did not have time
to publish a hearing before be could get our footings."
Mayor Milbert moved and Mr. Stannard seconded the motion that recommendation be made
to the City CounciJ_ for their approval for a special use permit to construct a
proposed addition to the existing Industrial Building on the above described location
by NAPCO. Inc. The motion carried.

Mr. Sundby: "Mr. Hawks, what are your findings?"
Mr. Hawks: "I think you all received a copy of the findings." "We have gone over

again with the 60% coverage clause with Mr. Nelson." "I have spent three
hours with Mr. Nelson and have come up with two (2) office b't�ildings instead
of one." "These buildings are designed to function independently." "They
are offices or warehouse space." "They are to have brick fronts and trim."
There will be 50 feet of space for plenty of room to back up in." "This is
to be front yard." "They are mad to be divided into a three way division."
"They are right across the street from the building that Honeywell is renting."

Mayor Milbert: "It has sort of been agreed that we would meet on the second Tuesday
of the month."

Mr. Sundby: "Would you like to discuss it at this time. ?" "That would be on December
llth, a full committee there, everyone should be there so that we don't have
to keep going over the same material all of the time."
Mr. Peterson: "There is special court set up for this room on the evening of December
llth, 1962."
Mr. Sundby: "We can have it somewhere." "At the usual time of 7:30."
Mr. Timmerman: Mr. Chairman would it be all right if the down-town plan committee
be at this meeting?"
Mr. Sundby: "Yes, this ��ould be fine."
Mr. Sundby: The 2nd.Tuesday will be the evening for the work on the 701 plan also."
Mr. Brubacher: The second Tuesday in December there will probably be a Council meeting."
"� Mr. Sundby: "We will work around that, we will have to."
Mr. Sundby: "Then as our next Zoning and Planning Commission date falls on December
25th that date will have to be changed."
Mr. Brubacher: "Do you suppose we could act on any of the other problems?"
Mr. Sundby: "We would like to be brought up to date on these things." "On the
z•��port from the Highway Consultants etc." "I had three calls to my home
asking about it and could not tell them anything."
Mayor Milbert: "Don't feel bad, the Council have not had a report as yet."
Mr. Brubacher: The City has not had any report as yet."
Mr. Brubacher: "Bartons were here on a working session, they had the County and State

men in." "Their report is do on this very soon."
Mayor Milbert: "If the report comes in may we have it at the December 12th meeting?"
Mr. Brubacher: "Yes, we can bring it."
Mr. Hawks: "As from my stand point lets make it a dress rehearsal on the T�ecember llth
meeting."
Mr. Brubacher: "Anything that the Commission would like to have us get for them, we
will be glad to do so."
Mr. Malecha: "How long have these committees been working?"
Mr. Brubacher: "Since last March," Mr. Stan.na.rd and Mayor Milbert are members of the
co�nittee."
May�r Milbert: "May we have maps on the down-town plan and on this parking area plan?"

Also on the reports from the Engineers if any of them come in."
Mayor Milbert: "If you get this literature you will see that this parking plan varies
from the parking on the DoRn-toRn Plan."
Mr. Brubacher: "This is something we made up for the post office."
Mayor Milbert: "Kee in mind that part of this porperty will have to be rezoned."

Mr. Sundby: "Any other questions. (The above conversation was going on during the
reviewing of the plans of Mr. Nelsons proposed building.)
Mr. Gustafson moved and Mr. Malecha seconded the motion that recommendation be made to
the City Council to approve the request for a special use permit made by the Hopkins
Contractors to construct two (2) proposed industrial buildings on the above described
property. The motion carried.

plan was presented to the City Council at their last meeting. The Council
requested the plan be given to the Zoning and Planning Commission for their
study and reco�nendation."

Mr. Timmerman: "What we did was take the down-town plan and go from there." "Mr.
Timmerman explained the different coloring of the map and what they stood
for." "Thirty one lots have been recommended." "The petition as such has
been presented to 60% of the business men." "The 60% contacted see the need."
"We have not contacted all of the people conceraed." "They all understand
what we are asking for." "We have a few people who are not overly receptive."
"However, most of the people are in favor of the plan."
"We have not gone to this area by Bob Mason," "I think all of you know
what the area by Brusches is like." "I am sure that all of you know what
these conditions are like."
Mayor Milbert: "I get the feeling that it looks like we should also take the down-town

Mr. Hawks: "Their is a lot of material that should get into your hands before you do
to much work on the down-town plan.

Mayor Milbert: "This other thing, the post office thing should be on the agenda also."

Mr. Brubacher: "We have proposed to the government that the post office be in two
different areas. :
Mayor Milbert: "The truck area should not be in the center of our down-town plan."
Mr. Brubacher: "They are thinking of a regional Post Office; one that would take care
of mail as far out as Glencoe and Hutchinson." It would mean a large
trucking business." "If this area that we proposed was�to be used it would
not distroy good homes." "It will be really difficult to pick these homes
up." "We tired to get the urban renewal to do the purchasing them ourselves
without the City having to do it." "We have keep it out of the news be-
cause other cities would want the building and the employ.;ient it will mean."
Mayor Milbert: "It will mean from three to four hundred people that would have work
' in it." "It would be good business for Hopkins."

Mr. Brubacher: '�We have been havin�)several meetings with the Masonic Lodge to do some-
thing about or with the Library."
Mr. Hawks: "We are looking for a new area; Motex are also trying to do something."
Mr. Brubacher: "We will have to decide what we are going to c}o about 16th Avenue."
"We have been turned down with the crossing." "Now we are going to take it
to court." "But we are going to have to have the answers soon for NAPCO.
Mr. Hawks: "NAPCO knows this." "They would like to have the area to go under or ovEr
or something."
Mr. Sundby: "Do I have a motion to adjourn?"
Mr. Malecha moved and Mr. Gustafson seconded the motion that as the December meeting of

the Zoning and Planning Commission is on Tuesday December 25th, the meeting be held on
Thursday, December 27th, 1962 at 7: 30 p.m, in the City Hall. The motion carried.
Mr. Peterson was ask to see if the "First Aid Group" could use another place for their
December 27th meeting.
It was tentatively agreed that the second meeting of the Zoning and Planning Com-nission
would be held on the second Tuesdays of each month unless some unexpected and unforseen
conditions take place
Mr. Gustafson moved and Mr. Malecha seconded the motion that no further business appear-
ing, the Commission stand adjourned. The motion carried.
