05-14-1963 A special meeting of the Zoning and Planning Conunission of the �ity of Hopkins was held in the Council Chambers of the City Hall on May 14, 1963 at 7:30 p.m, o'clock, Present were Me_mbers Mayor Milbert, Councilman Else, Gustafson and Stannard, the City M.�nager, Brubacher, the City Ex�gineer, Strojan, the City Building Inspector Blomquist, and the City Planner, Hawks. � Mr. Stannard moved and Mr. Gustafson seconded the motion that due to the absence of Chair- �an, Mr. Sundby, Mayor Milbert be appointed temporary Chairm.�n of the Commission. The motion carried. Case No. 63-3-Zoning. Applicant: Propert owners and the Zoning and Planning Co-mnission. Subject: (a) Rezoning of certain areas of the City of Hopkins. (b) Rez�ning of property �orth of 2nd. Street between Ja�kson and Tyler. Request: (a) A City wide study of the zo:zing of various districts. . _ (b) Rezone a buffer strip along 2nd. Street North. � Action: Mr. Stannard moved and Mr. Else seconded the motion that the Zoning and Planning Co:�nission with Mr. Hawks, the Resident Planner, would continue to study the zoning, parking and future road construction in the 2nd. Street North, Jackson, Tyler, Madison and Van Buren �venues with the County Engineer and that the residents of the ge:neral area will be notified w'aen any furt�er study or action is considered. The :notion carried. � Case No. 63-4-Z. & P. Applicant: Zoning and�Planning Co�nmission. Subject: How to handle the (M-D) Multiple Residence p�rtions of Ordinance �k131. Request: How to handle changes without actually making changes on the Zoning m.�p itself at this time but to also control the density problems of the city. Action: Mr. Gustafson �ove3 and Mr. Else seconde3 the .notion that the rezoning be given study by �r. Ha��'�s and that Mr. Hawks present at the next Special Zoa- ing,and Planning Connnission meeting on June llth, 1963, a plan for the re- zoning of certain areas and special consideration to the 3ensity requiresnents that can be considered by the Co�nissio�n and reconnnended to the City Council for the admendment of the Zoning Ordinance �k131 after tne process of having the required hearing. The motion carried. Case No. 63-13-Parking. Applicant: Zoning and Planning Co�nission. Subject: Cu.�tomer parking; Employee parking. Request: Continue the study of how to handle the parking proble:m as it relates to customer and e�ployees. Action: No formal action was taken, however the case �as turned over to Mr. Stannard w:zo is to contact Mr. Titrunerman; Mr. Stannard will ask that Mr, Timmerman try to get the Cha:nber of Comnerce survey relative to Custo.ner and Employee psrking lots finished so that the Zoning a�nd Planning Co�nission �ay have the su.rvey to use in helping them determine the action they :nust make to the City Council concerning Customer and Employee p�rking, Case No. 63-27-Zoaing �pplicant: Zoaing and Planning Co�unissio�n Subject: Made a study of Subd. 17, Section 11, of Ordinance ��131 or on dwel:tings on small lots. Request: Rewrite Subd. 17, Section 11, of Ordinance ��131. Action: Mr. Else :no�ve3 a�r�d Mr. Gustafs�n seconded the motion that Mr. Ha�aks be instructed to write a detaile3 plan on how to ha�ndle the existin; 40 foot wide lots; spelling out the matter of adjustments, if any, the provisions for cars and the possiblity of the splitting of existing larger lots in areas which are platted for 40 foot wide lots.
