08-27-1963 A regular meeting of the Zoning and Planning Commission of the City of Hopkins was held in the Council Chambers of the City Hall on Tuesday August 27, 1963 at 7:30 p.m, o'clock. Present were Chairman Sundby, members Stannard, Melacha and Larson. The City Ma.nager, Brubacher, the City Engineer, Strojan, the City Building Inspector, Blomquist, and the City Planner, Hawks. � Case No. 63-39-V. Applicant: Richard Prosen for the KC's. Subject: A hearing published August 15, 1963, for a request of a five (5) foot ad- Reel 2-3 justment for the front of a proposed building in the Commercial -1- District. 18--33 The location Lot 13, Block 6, West Minneapolis or 34 - lOth Avenue South. Request: An adjustment of five (5) feet for the front of the proposed building. Action: Mr. Malecha moved and Mr. Larson seconded the motion that the Zoning and Planning Commission recommend to the City Council that that body approve the application for an adjustment of five (5) feet for the front of a proposed building to be erected in the Commercial -1- District of the City. The location Lot 13, Block 6, West Minneapolis, or 34 - lOth Avenue South. The motion carried. Case No. 63-19-Z Applicant: J. Russell Carroll Subject: A hearing published August 15, 1963, for a request to rezone from Business- 34 - 173 Residence to Commercial -2- District the following described property located in the City of Hopkins , Minnesota; viz: Lots 1, 2, 3 and 4, Minnehaha Oaks ,1 lying East of Minnehaha Creek, Section 19, Township 117, Range 21, Hennepin County, Minnesota. Request: An application for the rezoning of Lots 1, 2, 3 and 4, Minnehaha Oaks , lying East of Minnehaha Creek, Section 19, Township 117, Range 21, Hennepin Court y Minnesota. Action: Mr. Stannard moved and Mr. Melacha seconded the motion that the request for re-zoning by Mr. J. Russell Carroll be continued until the next regular Zoning and Planning Commission meeting or the September 24, 1963 meeting with the proviso that the City Manager, the City Engineer, and Mr. Carroll meet with the State Highway Department to study the plans of egress and ingress for the area South of State Highway �k7. The motion carried. Case No. 63-40-Special Use Permit. Applicant: Minneapolis Terminal Warehouse Co. Subject: A hearing published August, 15 , 1963, for a request for a Special Use Permit 175 - 534 for a proposed addition to an existing building in the Industrial District. 535 - 682 The location Lots 10, 11, 12, 13, �4 and 15 all in Block 1, West Minneapolis Center, together with that portion of Harrison Avenue vacated adjacant thereto and together with that portion of the vacated alley adjacent to and Easterly -� of the above described lots. Request: A Special Use Permit for the proposed addition to an existing building. Action: Mr. Larson moved and Mr. Stannard seconded the motion that the Zoning and Planning Commission recommend to the City Council that that body approve the request for a Special Use Permit to construct a proposed addition to an existing building in the Industrial District. The locations Lots 10, 11, 12, 13, 14 and 15 all in Block 1, West Minneapolis Center, together with that portion of Harrison Avenue vacated adjacent thereto and together with that portion of the vacated alley adjacent to and Easterly of the above described Lots; or 600 - 2nd. Street South. The motion carried. Case No. 63-40-A and B. Applicant: Minneapolis Terminal Warehouse Co. Subject: To renew expiring Special Parking Use agreement to park on residential zoned 179 - 682- land contiguous to parcels of Industrial zoned land. 1028 40A. Block 2, Lots 1, 2, 23 and 24, Block 2, Stevens Oakwood Park or 600 2nd. Street North. �+0-B. Additional parking on Lots 1, 2, 22, and 24, 'the East Half of Lot 23 _ of Block l, Stevens Oakwood Park. Request: To renew expiring Special Parking Use Agreement for Block 2, Lots l, 2, 23 and 24, Block 2, Stevens Oakwood Park and to use for additional parking Lots 1, 2, 22 and 24 East Half of Lots 23 of Block 1, Stevens Oakwood Park. The Zoning and Planning Commission meeting of August 27 , 1963 continued. Action: Mr. Larson moved and Mr. Melacha seconded the motion that the Zoning and Plan- ning Commission recommend to the City Council that that body approve the re- quested extention of the expiring Special Parking Use Agreement for one year -� for the residential zoned land contiguous to parcels of Industrial zoned land or 40-A. Lots 1, 2, 23 and 24, B1ock 2, Stevens Oakwood Park .and . . . 40-B. Lots 1, 2, 22, and 24, the East half of Lot 23 of Block 1, Stevens Oakwood Park with the following stipulations: 1. A front yard set-back of 15 feet; 2. That access and other conditions such as surfacing, fencing, drainage be considered; 3. Possible sidewalk in front of the building; 4. The possible elimination of head-in parking in front of the building; 5. Curb cuts and traffic patterns in the parking lots themselves be established; 6. That a traffic control plan be instigated by the City of Hopkins relative to Monroe Avenue. These stipulations to be given study during the coming year by the Commission and the City Planner; and therefore the request be granted while these studies are being made. The motion carried. Case No. 63-41. Applicant: The Zoning and Planning Commission. Subject: Proposed treatment of County Road 18 and the relocation of 2nd. Street North. 180 - 682 1030 - 1266-806-874. Request: Consider the relocation of 2nd. Street North and what it would mean to both the Industrial and Residencial areas. Action: No action was taken. The Commission wished to wait until such time as the the State and County Highway Departments can be contacted concerning their suggestions for egress and ingress for this area; also additional study must be given the problems caused by the relocation of 2nd.
