09-10-1963 A special meeting of the Zoning and Planning Commission of the City of Hopkins was held in the Council Chambers of the City Hall on Tuesday September 10, 1963, at 7:30 p.m, o�clock. Present were Chairman Sundby, and members Mayor Milbert, Stannard, Malecha and Larson. -- The City Manager, Brubacher, the City Engineer, Strojan, the City Building Inspector, Blomquist and the City Planner, Hawks. Case No. 63-13-Parking report. Applicant: The Zoning and Planning Commission. Subject: Cts tomer Parking; Employee Parking. Continued from the August 13, 1963 to the September lOth meeting. Request: Study the progress report as presented by Mr. Hawks. Action: Mr. Larson moved and Mr. Malecha seconded the motion that the report to be 0 - 8 presented by Mr. Hawks on parking be continued until the next Special meeting, or until October 8, 1963. Action: Mr. Milbert moved and Mr. Stannard seconded the motion that the action be 08 - 188 continued until the next Regular Zoning and Planning Commission to give Mr. Hawks, the Resident Planner time to add a section following Sub- division 4.4 relative to the requirements for "high rise" apartment construction. The motion carried. Mr. Milbert moved and Mr. Stannard seconded the motion that Subdivision 4.3 - "Apartments have two separate bedrooms shall have not less than 600 (instead of 700) square feet of floor area. The motion carried. Case No. The City Library report. Applicant: The Zoning and Planning Commission. Subject: A report by Mr. David Smith, the Librarian, on the new library relative to 200 - 328 location, use and etc. Action: Mr. Smith gave the Commission a detailed report that covered three categories. (1) . Applications for library cards; (2) The circulation of adults and children books and (3) the daily average of book check-outs. Mr. Smith also told the Commission that a great many adults are using the building, with a number of them making favorable comments on the freedom of the new arrangement by having the library all on one floor. In the pass the library has been opened twenty-four (24) hours a �veek; it is now opened forty-four (44) hours a week or from 2:00 p.m, to 9: �'0 p.m Monday, Tuesday, Thursday and Friday; Wednesday 10:00 a. �. to 6:00 p.m, and Saturday 10:00 a.m, to 4:00 p.m, o�clock. Mr. Smith emphasized that his comparisons were based on a six week period and that they should not be considered to conclusive. No action was taken on the report. Mr. Smith was thanked by the Chairman and told that the Co�nission felt satisfied for all of the work put into the various studies made for the Library. Case No. 63-42-Special Use Permit. Applicant: Daffin Corp. Subject: An application to construct a proposed addition to an existing building in the Industrial zone; the location, 121, Washington Avenue South or Blocks — 25, 26, 30 and 31, West Minneapolis Center, and vacated streets and alleys in and adjacent to said blocks. Request: A Special Use Permit. Action: Mr. Milbert moved and Mr. Malecha seconded the motion that Resolution �k161, The September 10, 1963 Zoning and Planning Commission minutes continued. 189 - 192 "A RESOLUTION ORDERING A HEARING FOR THE ISSUANCE OF A SPECIAL USE PERMIT FOR THE PROPOSED CONSTRUCTION TO AN EXISTING BUILDING IN THE INDUSTRIA.L DISTRICT" --� or on Block 25, 26, 30 and 31, West Minneapolis Center, and vacated streets and alleys in and adjacent of said blocks✓ The motion carried. be approved. Case No. Applicant: The Zoning and Planning Commission Subject: Appointment of inembers to the Boundary Committee between Minnetonka Village and the City of Hopkins. Action: Mr. Sundby, Chairman of the Zoning and Planning Commission appointed Mr. 328 - 402 Malecha to serve with Mr. Stannard on the Boundary Committee between Minnetonka Village and the City of Hopkins. Mayor Milbert stated that he would appoint a member from the Council to serve on the Committee. The City Manager, Mr. Brubacher, and the City Planner, Mr. Hawks, will attend the meetings representing the staff. No additional business appearing on the agenda, the Commission adjourned. ..-. C. R.
