held in the Council Chambers of the City Hall on Tuesday SeptemUer 24, 1963, at 7:30
p.m. o�clock.
� Present were Chairman Sundby, and members Mayor Milbert, Gustafson, Stannard, Malecha
and Larson. The City Ma.nager, Brubacher, the City Engineer, Strojan, the City Building
Inspector Blomquist and the City Planner Hawks.
Case No. 63-4-MR-1, MR-2 and C-2 areas.

Action: Mr. Larson moved and Mr. Gustafson seconded the motion that the Zoning
and Planning Corrunission recommend to the City Council the proposed
� Ordinance No. 224 "AN ORDINANCE AMENDING HOPKINS ORDINANCE N0. 131 KNOWN
AS THE HOPKINS ORDINANCE AS TO NNLTIPLE-RESIDENCE AND BUSINES9-RESIDENCE
DISTRICTS", be approved. The motion carried unanimously.

Applicant: The Zoning and Planning Commission
Subject: Require public access to all buildable lots.

Request: Amend Ordinance �k131 to spell out "Public Access".
Action: Mr. Stannard moved and Mr. Larson seconded the motion that the City Planner, _
Mr. Hawks, be instructed to bring to the next Special meeting or the October
8th, 1963, meeting a written proposed Ordinance amending Ordinance ��131- � - - _._
relative to the section governing the "Public Access" section of Ordinance
��131. The motion carried.
Case No. 63-42-Special-Use-Permit.
Applicant: Daffin Corporation, 121 Washington Avenue South.
Subject: A hearing published September 12, 1963, for a Special-Use-Permit to construct
606 -627 a proposed addition to an existing building in the Industrial Distrist; or
_ -647 Blocks 25, 26, 30 and 31, West Minneapolis Cent er and vacated streets and
alleys in and adjacent to said blocks.
Request: A Special-Use-Permit for the proposed construction of the addition to an
existing building.
Action: Mayor Milbert moved and Mr. Gustafson seconded the motion that the Zoning
and Planning Commission recommend to the City Council that that body approve
the request for a Special-Use-Permit to construct a proposed addition to an
existing building in the Industrial District. The location 121 Washington
Avenue South or Blocks 25, 26, 30 and 31, West Minneapolis Center and vacated
streets and alleys in and adjacent to said blocks. The motion carried.
Case No. 63-46-Parking.

^ Request: A permit in accordance with the provisions of Ordinance No. 189 Section 11,
Subdivision 3, whereby a parking plan shall be filed with the Planning
Commission and thereafter with the City Council. Such plan shall provide
for the following minimum requirements:
1. The site of such off-street par king shall abut and be contiguous
to a lot, piece or parcel of land which is in the "C�',.', district
and such proposed site.
The minutes of the September 24, 1963, Zoning and Planning Commission continued.
2. The area to be used as parking will be finished with .� b�tuminous
surfacing.
^ 3. A copy of the lease between Mr, J. Donnellan and Mr. P. Sivanich
will be presented to the Planning and Zoning Commission.
4. All plans for the propose parking lot will be presented and approved
by both our City Planner, Mr. Hawks, and the Building Inspector,
Mr. Blomquist.
Action: 5. No action was taken on the request; the case will be continued
until the next Zoning and Planning Commission meeting to give
Mr. Donnellan time to work out his plans with Mr. Hawks and
Mr. Blomquist, to recieve a copy of the lease for the Corrunission;
and to finalize all the loose ends of the arrangement.
Case No. 63-43-Fence.
Applicant: Stephen Shaw
Subject: A request for a variance of Ordinance ��201 relative to Section (j) of said
Ordinance which deals with "Special Purpose Fences".
Request: A permit to erect a fence over the stannard six feet height caused by the
contour of the adjacent property.

Action: Mr. Stannard moved and Mayor Milbert seconded the motion that the Zoning and
Planning Commission reco�nend to the City Council that that body approve the
request for the permit to construct the proposed fence (over six feet high)
because of the hardship caused by the contour of the property lying adjacent
to his driveway at 301 Monroe Avenue North. The motion carried.
Case No. 63-44-Special-Use-Permit.

Case No. 63- Plans for the new County Road �k18 and 7th St. South.
Applicant: The Zoning and Planning Commission
Subject: Study the proposed County plans.

Request: A discussion of the County plans as well as the plans submitted by Mr. Hawks.
Action: No formal action was taken on the plan. Mr. Hawks was ask to present his
.� proposed plans to the County and then report back to the Zoning and Planning
Commission on the out-come of the meeting.
Case No. 63- -Subdivision Regulations
Applicant: The Zoning and Planning Commission
Subject: Mr. Hawks present the proposed test - first draft - of a Subdivision Ordinance.

The nimutes of the September 24, 1963, Zoning and Planning Commission continued.
Request: Mr. Hawks presented the first draft of the proposed Subdivision Ordinance
Reel 4 to the members of the Commission so that they might take it home, study it
�- Side 1 and be prepared to act in the near future on such an Ordinance.

Action: No action was taken on the proposed draft. It was continued until the next
or October 8th, 1963 Special Zoning and Planning Commission meeting.
Mr. Malecha gave a report on the Planning Conference held at the University. Mr. Malecha
felt that he had recieved a great deal of information and gave a short report to the
