10-08-1963 A special meeting of the Zoning and Planning Commission of the City of Hopkins was held
in the Council Chambers of the City Hall on Tuesday October 8, 1963, at 7:30 p.m. o'clock.
Present were Chairman Sundby, members, Mayor Milbert, Gustafson, Stannard, Malecha and
Larson. The City Manager, Brubacher, the City Engineer, Strojan, the City Building
.-. Inspector, Blomquist and the City Planner, Hawks.
Case No. 1. 63-4MR-1, MR-2 and C-2 areas.
Applicant: The Zoning and Planning Commission.
Subject: The proposed Ordinance ��224 was referred from the October lst, 1963, Council
meeting to the Zoning and Planning Commission for additional study. The
hearing was published August 29, 1963, on the rezoning of certain property
from Multiple-Residence to MR-1; from Multiple-Residence to MR-2 and from

Request: Refer after additional study back to the City Council.
Action: Mayor Milbert moved and Mr. Gustafson seconded the motion that the Ordinance
67 - 435 be referred to Mr. Vesely, the City Attorney, to be rewritten; then
Real 2- returned back to the City Council, after a review by the Commission. The

Case No. 2. 63-28-Zoning
Applicant: The Zoning and Planning Commission.
Subject: Require public access to all buildable lots.
Request: Amend Ordinance ��131 to spell out "public access". Continued from the
September 24th, 1963, regular Zoning and Planning meeting until this .;`�

Action: Mayor Milbert moved and Mr. Malecha seconded the motion that the Zoning and

"public access" until the next re�Lilar meeting October 29th, 1963. The

Case No. 3. 63-46-Parking.
Applicant: Mr. John Donnellan:
Subject: Motel parking on adjacent residential property or on the following described

Action: Mayor Milbert moved and Mr. Stannard seconded the motion that the Zoning and

the request for a parking permit with the provisions that 1. The City
Planner, and City Building Inspector approve the proposed parking plan;
" 2. That a copy of the lease withthe Texaco Company be submitted with
the obtaining of the parking permit. The motion carried.

Subject: First draft of the proposed text of the Subdivision regulations.

Request: Discussion and study.
Action: No action was taken. The commission will continue to study the proposed

Subject: Proposed plans for the new highway ��18 through Hopkins.
Request: Review and study.
Action: The proposed plan for Highway #18 as submitted by the City Planner, Mr. Hawks
680 - 783 was reviewed. No action was taken.. However, it was suggested that Mr. Hawks
R-S-S-1 contact the County to see what their response would be to the proposed plan.

Action: Mayor Milbert moved and Mr. Malecha seconded the motion that Resolution
R-5 S-1 ��163 "A RESOLUTION ORDERING A HEARING ON APPLICATION FOR REZONING OF
28 - 69 CERTAIN PROPERTY FROM DOUBLE-RESIDENCE TO MULTIPLE-RESIDENCE" said
property described in the above subject, be approved. The motion
carried.
