12-10-1963 A apecial meeting of the Zoning and Planning Commission of the City of Hopkins was
held in the Council Chambers of the City Hall on Tuesday, December 10, 1963, at 7:30
p.m, o'clock.
Present were Chairman Sundby, and members Mayor Milbert, Councilman Pokorny, Jr. , and
Larson. The City Manager, Brubacher, the City Engineer, Strojan, the City Building
— Inspector Blomquist and the City Planner, Hawks.
Case No. 63-53-Side-yard-adjustments.
Applicant: Gibb Swanson
Subject: A hearing published November 28, 1963 for the request for side-yard variances
on both sides of the following described property; Lot 16, Block 85, West
Minneapolis Second Division or 225 - 7th Avenue North.
Request: Side-Yard-Variances to save the cutting down of a tree when a proposed
house is constructed; they, the neighbors,request the proposed house
be designed to save the tree.
Action: Mr. Pokorny, Jr. moved and Mayor Milbert seconded the motion that the
Reel -3- Zoning and Planning Commission recommend to the City Council that that
' Side - 4- body approve the side-yard adjustments of two (2) feet on each side of
2 - 39 of the lot. The adjustments is based on the request of the neighbors
to have the proposed house designed to save cutting a thirty inch tree
they have been spraying and taking care of because it shades their homes.
The tree is located on the lot in such a way that it is necessary for the
owner to build his proposed home in just a certain way to save the tree;
this design makes the request for the adjustments necessary. Both
— neighbors have been notified of the request and have expressed their
desire to have the tree saved. The motion carried.
Case No. 63-701-1-Program.
Applicant: The Zoning and Planning Commission
Subject: The Sub-division of property.

Case No. 63-701-2-Program.
Applicant: The Zoning and Planning Commission
Subject: Land use analysis report.
Action: Mr. Hawks presented his plan for presentation of the 701 programs. He
39 - 315 explained in detail what the Zoning and Planning Commission and the City
Council of Hopkins could expect in help from his office. Just what work
his office has to do to comply with the requests made by the govenment
for a 701 program. How the Zoning and Planning Commission and City Council
can use the reports and studies his office will be supplying that comply
with the requests of the government. No forma.l action was taken.
Case No. 63-701-3-Program
_ Applicant: The Zoning and Planning Commission
Subject: Boundary adjustments.
Action: No action was taken on this case.
Case No. 63-48-Zoning
Applicant: Robert Mason and Arnold Bursch.
Subject: A hearing published October 17th, 1963 for the rezoning of certain property
315 - 720 from Double-Residence to Multiple-Residence (MR-2). The area to be rezoned
is North of Minnetonka Mills Road and between 5th and 8th Avenues. The
subject was introduced by Chairman Sundby who turned his gavel over to
Mayor Milbert while he talked about the proposed re-zoning. The proposed
re-zoning was given a great deal of study by both the members of the
Zoning and Planning Commission and the City Planner. No formal action
was taken, This item will be on the December 30th, 1963, 8:30 Zoning and
Planning Commission agenda when a regular hearing �aill be heard.
Case No. 63-
Applicant: The Zoning and Planning Commission.
Subject: The addition of another Street North of the present 2nd. Street North about
^ 400 feet North of the present 2nd Street North and the acceptance of the
proposed revised Highway �k18 roadway plan.
Action: Ma.yor Milbert moved and Mr. Pokorny, Jr, seconded the motion that the

County the proposed plan for an "express highway" type of road for County
Road ��18 from State Highway �k7 to Seventh Street South as well as the
