01-30-1962 A regular meeting of the Zoning and Planning Commission was held on Tuesday,
January 30, 1962 at 7 ;30 P.M. in the City Hall.
Present were Chairman Wegleitner, members Sundby and Stannard, Mayor Milbert,
Councilman Else, City Manager Brubacher, City Engineer Strojan and Resident Planner
Jim Hawks.
� Else moved, Sundby seconded, that the hearing on Resolution 104, "RESOLUTION ORDERING
A HEARING ON A CERTAIN BUILDING PERMIT APPLICATION TO CONSTRUCT AN INDUSTRIAL BUILDING
IN AN INDUSTRIAL ZONE AND FOR TIiE ISSUANCE OF A SPECIAL USE PERMIT THEREOF", the
building to be located on Lot 6, Block 1, Mason's Industrial Addition, be continued
to the February 27th meeting and a letter be written to Mr. Lee Mason to ascertain
whether or not he wishes to continue with this proposed building. Carried.
Sundby moved, Else seconded, that the proposal by Mr. Elmo Ginkel to construct an
apartment building on industrial zoned property located on Tract F, R.L.S. ��561, at
309 Monk Avenue, be rejected, based upon the recommendation of the City Planner due
to the fact that residences are not permitted in an industrial zone. Carried.
Sundby moved, Milbert seconded, that building permit application by the Clark Oil and
Refining Company to construct a gasoline service station on the SE corner of Excelsior
and 18th Avenue in a C-2 commercial zone be tabled until the Clark Oil and Refining
Company submit� a building application. Carried.
Sundby moved, Else seconded, that Resolution no. !1.a,"RESOLUTION ORDERING A HEARING
TO CONSTRUCT A PROPOSED INDUSTRIAL BUILDING IN AN INDUSTRIAL ZONE ON LOTS 1 THRU 12,
BLOCK 57, WEST MINNEAPOLIS", building permit application made by Schnabel and Reidel,
be adopted. Carried.

Else moved, Stannard seconded, that be it RESOLVED by the Zoning and Planning
Commission that the City Council deny application by Clark Oil Company for a building
permit to construct a filling station on 17th Avenue South on the Southwest corner
for the following reasons among others: Carried.
a. Due to the increased traffic congestion and turning movements at 17th
and Excelsior.
b. Narrow width of 17th Avenue South.
c. Safetv of school children.
d. Heavy traffic along Excelsior Avenue at or near this intersection,
traffic being both vehicular and pedestrian.
e. Large grade school at 17th and Excelsior and large schools within 5
blocks on Excelsior Avenue.
Sundby moved, Stannard seconded, that recommendation be made to the City Council that
an amendment be made to Ordinance No. 131, Section 11, Off-Street parking in a
residential district - with a correction inserted under Item 1, to read "ownership
or control". See Exhibit "a". Carried.
Else moved, Sundby seconded, that the meeting be adjourned. Carried.
