07-19-1962 A special meeting of the Zoning and Planning Commission of the City of Hopkins, Minnesota
was held on Thursday July 19, 1962, at 7;30 P.M. , in the Council Chambers of the City Hall.
Present were Mayor Milbert, Councilman Else, and members Stannard and Sundby, the City
Engineer, Strojan and the City Building Inspector, Blomquist.
Mr. Stannard moved and Mr. Sundby seconded the motion that Ma.yor Milbert be appointed
`- Chairma.n pro tem in the absence of Chairman Wegleitner. The motion carried.

Applicant: Mr. George Howell.
Subject: Hearing on request to waive a five foot set-back requirement on a proposed
new building to be constructed at 21-lOth Avenue North or the West 48.92' of
Lot 21, the West 48.80' of Lot 22, and the South 25' of the West 28.61' of
Lot 23, Block 68, West Minneapolis Second Division.
Action: Mr. Stannard moved and Mr. Sundby seconded the motion that recommendation be
made to the City Council to waive the five foot set-back requirement on tYe
proposed building to be located at the abnve mentioned location for the follow-
ing two reasons.
(a) To permit the plan as conceived to remain, the building
should have footings for at least a second story.
(b) The building should be in line with existing buildings
and the sidewalk should be continued from the East to
the public walk on lOth so as to b� in alignment and to
meet grade.

Subd. 20 of Ordinance �k131 for the drawing of an ordinance governing
accessory structures (fences) . (see attached exhibit.)

about a foot in and would have the room."

and I was advised to plot it like that; I thought and told the people
interested that there should be. 25' in back of the buildings for a loading
dock."

Mayor Milbert: Where is your line in relation to the other building, is the front back

Mr. Hawks: "If this is to be a public walk you ought to decide if you want the space

Mayor Milbert: "The only thing to point out here is --
Mr. Hawks: "I feel you should �eed to the City the land to build the side walk on."
Mr. Howell: "If the City wants the side walk it is all right by me."
Mr. Hawks: "If I were you I would want it that way."

Mr. Blomquist: "It is better to bring up anthing now than before the hearing."
Mr. Hawks: "It is the parking, I am concerned about, and then the general type of
development or what, and the up-graded approach. That we have the
freedom of the front of the building so that we can have that space for
grass. They have 55% coverage and so they are all right there; the
ordinance says they may go as high as 60%. They have docks for loading,
etc. , I approve subject to the suggestions of the plan we have out-1�_ned
for them."
Mr. Hawks: "If we ever project 16th this will be at their front door."
Mr. Stanna.rd: "When they put 16th through they will loose more parking."

Mr. Blomquist: (to the Commission) Would you like to see the parking plans?"
Ma.yor Milbert: "Yes, let's see the parking and the building plans."
Mr. Holle: (Mr. Holle is representing Sachs Nuts). "Mr. Sachs is out of town and
ask me to explain his absence but he will be here for the hearing."
Mr. Holle then explain the build and parking plans to the commission. (pointing at the
map he sort of talked as follows) . "There is a 20' service way now. We are using
this 10 foot set-back like this (pointing to the map)/ It never has been
used. The addition is being built because Sachs Nuts is going into vacuum
pack and they want to buy cans by the fifteen truck loads at a time and so
they need a warehouse for the storage of the cans." "The building will be

19' high. It will be used for nothing but empty cans, that is all that will
be stored here." As for parking we really don't need all of this, we
figure about 32 people to a car." "Four spaces are enough". "When the new
building is built there will be only one door." "This door will be used

Mr. Sundby moved and Mr. Stannard aeconded the motion that recommendation be made to

the City Council to consider the proposed suggestions for admending Subd. 20 Ordiance
��131 for the drawing of an ordinance governing accessory structres (fences) . The motion

Mayor Milbert: "Mr. Hawks I wish you would bring in some recommendation so that fellows
like Guy Speaker and McGannon can when they are in the C-2 District
��L�I up-grade their buildings without looseing their rights to continue
to have occupancy for their buildings." "I would like it by our next
Zoning and Planning meeting."
Mr. Hawks: "By the July 31th meeting?"
Mayor Milbert: "Yes."

will go on, at least it looks like it will stay at this location for years

Mayor Milbert: "Jim, will you draft a re-wording of this part of the Ordinance which will
fit these type of situations as far as �rdinance �k131 in concerned and I would
like it for our next Zoning and Planning Commission meeting."
Mr. Hawks: "You mean the July 31st, meeting."
