08-28-1962 A regular meeting of the Zoning and Planning Commission of the City of Hopkins, Minnesota
was held on Tuesday Audust 28, 1962 at 7:30 p.m, in the Council Chambers of the City Hall.
Present were Chairman Sundby, Mayor Milbert and members Gustafson and Stannard, the City
Manager, Mr. Brubacher, the City Engineer, the City Building Inspector, Blomquist, and
the Resident Planner, Mr. Hawks.

Case No. 62-31.
Applicant: William Nelsen; �in City Water Clinic.
Subject: Hearing, published August 16, 1962, on a industrial building in an Industrial
District to house the Twin City Water Clinic. The location 613-619 - 13th
Avenue South or Lots 20 and 21, Block 56, West Minneapolis. Mr. Nelson`s
hearing was for a special use permit.
Action: Mr. Gustafson moved and Mr. Stannard seconded the motion that reconunendation
be made to the City Council to approve the request for the special use permit
with the proviso that the building's grounds be landscaped; that the parking
space be finished in or with a dust free material and that parking be provided.
The motion carried.
Case No. 62-33Z
Applicant: Mr. Herb Mason.
Subject: Hearing, published August 16, 1962, on a request to rezone a Single-Dwelling
to a Multiple-Dwelling District for the proposed construction of an apartment
building or buildings. The location 601 - 17th Avenue North, or that part of
the West 2 of the Southwest 4 of Section 13, Township 117, Range 22, correspond-
ing to the South 124` of the West 200' of Lot 7, in a Single-Dwelling District.
� Mr. Mason's hearing is for the rezoning of the before mentioned property.
Action: Mr. Gustafson moved and Mr. Stannard seconded the motion that the request for
rezoning the before mentioned location from Single-Dwelling District to Multiple
Dwelling be continued until our next or September 25th Zoning and Planning
Commission meeting and until such time as our Resident Planner, Mr. Hawks, can
present some facts concerning the future plans for this area and until such
time as is needed to check out the petition submitted by a group of home owners
living in the Single-Residence District. The motion carried.
Case No. 62-34.
Applicant: Leslie R. �Ahnson of 4701 West 40th Street, Minneapolis 16, Minnesota
Subject: A hearing, published August 16, 1962, on a request to divide a section of property
and to construct two dwellings on the resulting two lots. The location Lot 1,
Block 2, Browers Addition; to be ��1 and ��5 Hawthorne Road. Mr. Johnson's re-
quest is for a variance of width, area and side yards after the dividing of the
one lot into two lots.
Action: Mr. Gustafson moved and Mr. Stannard seconded the motion that recommendation be
made to the City Council to approve the request of Mr. Johnson to divide Lot l,
Block 2, Browers Addition into two lots; ��1 and ��5 Hawthorne Road and for the
` request of the necessary variances of the width, area and side yards and that a
permit be granted with the proviso that the forth coming property owners are
ma.de aware of the fact that the City wi11 not be responsible for any proprety
damages if it becomes necessary for the City to repair the water or sewer

Applicant: Towns Edge Oldsmobile, Inc.
Subject: A hearing on a request to construct a structure in an Industrial District. The
location, 202 Excelsior Avenue West or Lots 19 and the West 150' of the East
225' of Lot 20, Auditor's Subdivision �k242 and for the issuance of a special use
permit.
Action: Mr. Stannard moved and Mr. Gustafson seconded the motion that recommendation
be made to the City Council to approve the request of Towns Edge Oldsmobile,
Inc, to construct the structure on the above mention lots and for a special use
permit. The motion carried.

Applicant: Hirsch Bros.
Subject: A hearing, published August 16, 1962, on a request to rezone from Single-Residence
�'" to Double Residence Districts to a Multiple-Residence District. The location
llth Avenue South or Lots 13 through 24, Block 58, West Minneapolis.
Action: Mr. Gustafson moved and Mr. Stannard seconded the motion that recommendation
be made to the City Council to approve the request to rezone the before mentioned
area from Single and DouUle Residence Districts to Multiple-Residence District
for the proposed construction of two family type apartment buildings. The
motion carried.

addition to an existing building and for a special use permit. The location,

that part of Northeasterly and Southwesterly alley lying between the Easterly
line of Madison Avenue and the Northerly extension of Lot 27, all in said

Action: Mr. Stannard moved and Mr. Gustafson seconded the motion that recommendation be
made to the City Council to approve the request of Super Valu for a building
permit to construct a proposed addition to an existing building in the Industrial
Zone and for a special use permit on the above described property, with the
following provisions:
(a) That the fence, agreed to be erected following a meeting with the
City of Edina, be kept in good repair.
(b) That the land between the fence and the roadway shall be sodded
and ma.intained in lawn.
(c) That at such time as the decision is made to improve that portion
of the street in Edina, Super Valu shall participate through an
`,,. assessment to improve that portion in Hopkins.
(d) That traffic entering and leaving Super Valu shall only use 3rd.

Action: Mr. Gustafson moved and Mr. Stannard seconded the motion that recommendation
