09-25-1962 A regular meeting of the Zoning and Planning Commission of the City of Hopkins, Minnesota, was held on Tuesday, September 25, 1962, at 7 :30 p.m. in the Council Chambers of the City Hall. Present were Chairman Sundby, Mayor Milbert, Councilman E1se, members Malecka, City Manager, Mr. Brubacher, City Engineer, Mr.Strojan, Building Inspector, Mr. Blomquist, and Resident Planner, Mr. Hawks. ` Case No. 62-33Z. Applicant: Herb Mason Subject: Hearing on a request to rezone a Single Dwelling District to a Multiple- Dwelling District for the proposed construction of an apartment building. The location, 601-17th Avenue North, or that part of the West Z of the Southwest 4 of Section 13, Township 117, Range 22, corresponding to the South 124' of the West 200' of Lot 7, in a Single Dwelling District. Action: Mr. Else moved and Mr. Malecka seconded the motion that this request be continued to the meeting of November 27, 1962, so that the Commission could have time to review this request and to recommend a new ordinance pertain- ing to Multiple Dwellings. The motion carried. Case No. 62-38Z. Applicant: Walser Properties, Inc. Subject: Hearing published September 13th, on a request to rezone approximately the South 15' of the following lots, the North 145' of Lot 14, Lots 15, 16, 17, 18, 19, and the West 150' of the East 225' of Lot 20, Subdivision ��242, from Industrial to Commercial -1- zone, to conform with property lines. `� Action: Mr. Else moved and Mr. Malecka seconded the motion that recommendation be made to the City Council to approve the request of Walser Properties, Inc. to rezone approximately the South 15' of the following 1ots, the North 145' of Lot 14, Lots 15, 16, 17, 18, 19, and the West 150' of the East 225' of Lot 20, Subdivision ��242, from Industrial to Commercial -1- zone to con- form with property lines. The motion carried. Case No. 62-39. Applicant; Burt Gustafson, owner; application made by Dale E. Lund. Subject: Hearing published September 13th, on a request to construct a proposed single dwelling on a 40' x 133' lot, the location, 133-18th Avenue North or Lot 27, Block 9, West Minneapolis 3rd Addition. Action; Mr. Else moved and Mayor Milbert seconded the motion that recommendation be made to the City Council to approve the request of Dale E. Lund, for Burt Gustafson, owner, to construct a proposed single dwelling on a 40' x 133' lot, the location, 133-18th Avenue North or Lot 27, Block 9, West Minneapolis 3rd Addition, owing to the fact that the property owner may not be denied his right to utilize this property. Subject: Hearing published September 13th, on a request to construct a proposed clinic type building under the provision of Ordinance ��131, Section 5, Subdivision 1-D-1; and under Section 15, Subdivision 2-B; the location; Lots 13 and 14, Block 80,WEst Minneapolis 2nd Division, with a yard requirement and a special use permit. Action: Mayor Milbert moved and Mr. E1se seconded the motion that Mr. Lee's request be continued to the meeting of October 30, 1962. The motion carried. Case No. 62-41Z. Applicant: John Donnellan. Subject; Hearing published September 13th, on a request to rezone from Multiple- Residence to Commercial -1-, Lots 1,2,3,4,5, 31, 32, and 30, excepting there- from the South 14' of Lot 30, all in Block 1, West Minneapolis; the Multiple- Residence Zone, being all of the above property lying South of a line 130' South of the South line of Excelsior Avenue. Action: Mr. E1se moved and Mayor Milbert seconded the motion that recommendation be made to the City Council to approve the request of Mr. Donnellan for the �- rezoning of Lots 31, 32, and 30, excepting therefrom the South 14' of Lot 30, all in Block 1, West Minneapolis, from Multiple-Residence to Commercial -1-; the Multiple-Residence Zone being all of the above property lying South of a line 130' South of the South line of Excelsior Avenue. Newman Subject: Hearing published September 13th, on a request to construct a proposed office and warehouse building; the location, 1415-5th Street South or the East 242.3' of the West 629.5' of that part of the Northwest Quarter of Section 25, Township 117, Range 22, lying South of the Southerly right-of- `" way line of the Minneapolis And St. Louis Railway Company and lying East of the center line of 16th Avenue South extended Northerly, subject to an easement for street purposes over the South 33' thereof. Action: Mr. Else moved and Mayor Milbert seconded the motion that Mr. Newman's re- quest to construct a proposed office and warehouse building; the location, 1415-5th Street South or the East 242.3' of the West 629.5' of that part of the Northwest Quarter of Section 25, Township 117, Ra.nge 22, lying South of the Southerly right-of-way line of the Minneapolis and St. Louis Railway Company and lying East of the center line of 16th Avenue South extended Northerly, subject to an easement for street purposes over the South 33' thereof, be continued to the October 30, 1962 meeting until we receive in- formation relative to plot plans, etc. The motion carried. Division of the Chicago & Northwest Railroad in the Southwest 4 of the Southeast 4 of Section 24, Township 117, Range 22, lying South of a line parallel to and 130' South of the South line of Excelsior Avenue; from Industrial to Commercial -1-, that part of the following described property lying South of a line parallel to and 130' South of the South line of Excelsior Avenue; Lots 9,10,11,12 and 13, Auditor's Subdivision No. 242, and tracts A,B,C,D,E, and F, R.L.S. ��823; `- from Comme�cial-l- to Industrial zone that part of the right-of-way of the M. & St. L. Action: Mayor Milbert moved and Mr. Malecka seconded the motion to continue this request to rezone various pieces of property so that they are in one zone to the October 30, 1962 meeting. Case No. 62-46 Applicant: Zoning and Planning Commission Subject: The conversion of existing dwellings into non-residential uses and the pro- viding of dwelling units within connnercial areas. Action: Mayor Milbert moved and Mr. Else seconded the motion to set the date of October 30, 1962 for the hearing to amend Ordinance ��131 pertaining to conversion of existing dwellings into non-residential uses and the providing of dwelling units within commercial areas. The motion carried. Case No. 62-44V Applicant: Suburban Chevrolet Co. Subject: Hearing published September 13, 1962, on a request to install a 6 ft, chain link fence on Lots 22 thru 26, Block 7, West Minneapolis. Action: Mr. Else moved and Mr. Malecka seconded the motion that the request by Buburban Chevrolet Co. to install a 6 ft. chain link fence on Lots 22 thru 26 be recommended to the Council, but that the fence be a 7� fence instead of a 6' fence and be located on the 1ot line. WHEREAS Ordinance No. 131 of the City of Hopkins presently permits such construction and improvement in said location after hearing thereon. ` NOW THEREFORE, IT IS HEREBY ORDERED that the Zoning and Planning Commission of the City of Hopkins will hold a hearing on said application in the Council Chambers in the City Hall of the City of Hopkins September 25, 1962 at 7:30 o'clock p.m. and that the Building Inspector shall give seven (7) days published notice of said hearing in the official news- paper of the City by publishing a copy of this hearing notice therein.
