Division. Request: A yard requirement and a special use permit. „_, Mr. Sundby: "Mr. Lee, you are appearing on your onw behalf?" Mr. Lee: "Yes, I am." Mr. Hawks: "I did not hear from Dick until today." "The basic action is over the zoning of the clinic type building." "Then Mr. Lee is a lawyer and wants his law office in the building." Mr. Lee: "You can take out the law office." Mr. Hawks: "As the building is it shows . two stories in part and one story with park- ing under that part of the building." "It is outside of the Commercial use area." "This is the first non-residencial use building in this area." (Mr. Hawks' goes to a map and points out the area.) "It is 15' back and in line with the structures off the front." "30' off from the North side." .. "But there is a little discussion on parking.` " I know you can park in 30' but it is a little tight." "This one car will set out a little on 9th; the worse that cold happen you will loose one space under the building." "You will have 55' feet." "That is a little close." "lda.ybe you can explain it more easily than I can, Dick." Mr. Lee: "Naturally we are going to have a building designed to benefit the Avenue." "We knew we had to have about twenty parking spaces." (pointing to his plans) "This line could be moved in." "This line should be moved over." "I just ruffel.y stepped off the space in the back of the Ma.lerick building." "They have an asphalt road in; We have from the edge of the grass to the , walk we had 25' ." "That is what I used when I ruffed these plans out." "This is in general what we have in mind." "Ruffley a total of 9600 sq, ft." "This :; (pointing to his plans) is what we are proposing." "I also think that we will limit it to a clinic type building." "We have a few men lined up." Mr. Malecha: "What is the heighth of the building." -1- October 30, 1962 Zoning and Planning meeting continued. Mr. Lee: "It will be two stories on this end; and overlaps on this end." "The driveway will be the same all around." "It is a split level type of build- ing." - Mr. Malecha: "It is not going to be very high then?" Mr. Lee: "Know it will not be very high." "We have kept it low because the house on the North doesn't want to loose the li;ht." Mr. Gustafson: "Is this across from Hovanders parking lot?" Mr. Lee: "Yes, we will face the West." "This line here we could pull in also." (again pointing to his plans.) Mr. Hawks: "You are talking about the line on this wall." "(looking at plans) That would give you 9,000 sq. feet." "You can figure about 70'/0 office effective- ness." "The requirement off street parking is 25 sq. feet for each park- ing space': "That is 25 or 26 feet per parking stall." The way this is set up now we have 20 feet." "The fact this is set for a downtown building, the stores do not have any parking." "You cust require more land; about 1000 sq, feet of the building." "We have 55` between the alley and the building." You should not park off the alley, you will have to gull the wall in five feet." "That would permit this side to work." We have > gotten into a designing to shut off this parking from the street." "This is not part of the ordinance; but we still have to have a dust free parking lot." Mr. Lee: "If I was to pull this line in about 10 fee that would be 600 ft, less." "That would give the cars a iot more meveablity." "Then too, this want have the turn over as ior the general type of proffessional man. "If we cut it back 10 feet it would give us more room for parking." Mr. Malecha: "Do you think you can attract enough of this type of pr.ofessional men to fill the building?" Mr. Lee: "Yes, we feel we could." "We feel it would even have it's effect around the lake area.:' "They will complement the Do::ors we have around here now." Mr. Malecha; "The building is to be for specialist?" Mr. Lee. "Yes, it would have to e a premium type building to draw this type of professional men." Mr. Sundby: "Jim, how does this fall into our general plan for our down-town plans?" Mr. Hawks: "It is an area we have put off doing anything about." " We really havn't .. studied the area North of the tracks." "We have used the tracks as a line." "x does that mean that we want to use lst as a line?" "The community policy that has to be studied and then be held firmly." "If given a choice or if the people were given a choice would they want the type of build- ing on lst." "It is a form of a buffer." The design of it must be of the -2- October 30, 1962 Zoning and Planning meeting continued. type to fit in to the rest of the buildings in the block." Mr. Sundby: (looking at the plan) "This is proposed to be on the sideyard?" Mr. Lee: "Whatever should please the owner:" Mr. Hawks: "Rather than give an approval at this time, Dick draw these out right." "get the bplans and then we can see just waht we are going to have." "De- tail wise, that is." Mr. Milbert: "As the plans are you are short on parking." "Bring in something that we can reconend to the Council." "As it is it is hard to recommend anything." Mr. Lee: "I came in this evening ma.inly to see if the use could be had in this area." "I will try to get detailed plans." Mr. Milbert: "Well, it could work out." Mr. Hawks: "It ought to blend with the rest of the residences in the block." Mr. Lee: "There is one thing." "If we drop the lower line back 10 feet, would this be suffici:ent for parking?" Mr. Hawks: "This building is going to be only 70% effective." "If you get some interior plans on this it will be easier to see where we are going." Mr. Milbert: "One thing on the cars they will be going into the alley." Mr. Hawks: "We could controal that." Mr. Milbert: "There would have to be some control on backing into the alley." Mr. Hawks: "A11 entrance would be here?" Mr. Lee: "Your recommendation would be to have a person come before the Commission with plans;" Mr. Milbert: "Get them approved by Mr. Hawks, work them out with them." Mr. Milbert moved and Mr, stannard seconded the motion that Mr. Lee be given approval of ` the site for his proposed clinic type building subject to submitting the actual buildin plans to the Building Inspector's, Mr. Blomquist and the City Planner, Mr. Hawks for their approval and to be continued until the November 27th Commission meeting. "Then when they got started the office wanted to make the maps `. look good." "The rezoning would work a hardship on my property." Mr. Sundby: "We were rezoning just to bring the property involved into line?" Mr. Hawks: "Just what we talked about, it is the way the Ordinance is written." "I run a home for ambulatory as well as bed-rdden older people." "If I don't get the area rezoned so that I can add the addition I will not be able to get my 1963 license to run my home." Mr. Hawks: "I will give some of the condition that are directly concerned with the home." "Some of the conditions are that directely North is Honeywall, Dairy to the east, Nursing Home to South and Mrs. Best's home to the west." "We have been trying to up-grade County Road 18." 17th will be extended back to where 8th is extended, that was to be the major East and West road." "The reason for using 7th was because of Edina." "Edina has not said they want the road extended." "The same time the intersection of 7th is being carried as the road to . get into Hopkins." "The state have taken 25' off of Mrs. Best's property for the widening of Highway 18." "They are now going back to see where • ' ? the inticchange will be." "The study by Barton & Ass. will be in for re- view and in the meantime this rpresents what the County is plann.a.ng." -8- October 30th Zoning and Planning Commission meeting continued. "This is pretty hard on Mrs. Best's home." "You would be right in the middle of the interchange." "If you have enough land on the West to build it would be all right, but I do not see how we can go ahead and .. give an approval at this time." "We ought to give some study to 7th and 8th and should have a meeting with Edian and see what they want to do." "We can not give an answer at this time." Mrs. Best: "This is so wrong." Mrs. Bests Architect: "The County, when we went to see them a while ago would not give us any word." Mrs. Best: "We told them that we were going to build a year ago and they said nothing." Mayor Milbert: "Was that a year ago?" Mrs. Best: "But this interchange ma.ynot come about for several years." Mr. Hawks: "That may be, but the way it is now anything within a 1000' we can not do much with." Architect: "What can Mrs. Best do to force them into making up their minds?" "The The Minnesota St;.te Health Department are forcing her to take action." Mr. Hawks: "To use this end, (pointing at a map) they would like to take care of you." "They would ma.ybe give ; you some help." Mrs. Best: "Does it cost anything to rezone?" Architect: "We would try to build the addition that would house 21 additions beds." Mrs. Best: "If I try to build the addition, what would they say?" Mr. Hawks: "It is possible it would be a little noicy," " You could be in the middle of the interchange." Mr. Hawks: "We have to have a road onto highway k18." .. Architect: "Is there any way we can bring about some action?" Mayor Milbert: "We are waiting for the Barton Ass. report and if the people we have hired come up with the same plan we will go along with the Count_es plan." Mr. Best: "I am involed to the tune of $4-5,000.00. "I really have to have at least the area re-zoned." Mr. Hawks: "The road might come over this far and leave you enough space to build on." Mayor Milbert: "Do you have a dead line on this?" Mrs. Best: "Yes, by January lst. I send my application into the state the 25th of November." I have been told I will not have m license renewed unless I .. build." Mr. Malecha: "It seems that there is so much of this wait and see what is going to happen." Mrs. Best: "I cannot afford to wait." Mr. Hawks: Maybe the Zoning and Planning Commission can recommend that the City -9- October 30, 1962 Zoning and Planning Commission meeting continued. There are two State Board concerned and they should work together a little one would think." Archtect: "It is a 12 bed home and it should have the addition to really make any money." Mr. Sundby: "We can recommend that a letter be given to explain the situation, it would be the same as rezoning." Architeat: "If the road is not in the plans you would recommend the addition for the nursing home." "I am sure we appreciate it if we could feel that we could go ahead." "If your letter could be written in such a way as to give Mrs. Best enough so that she could go ahead." Mr. Stannard moved and Mr. Malecha seconded the motion that the following recommendation be made to the City Council; that a letter be written to Mrs. $est to be presented by her ot the Minnesota State Board of Health stating that the City Council of the City of Hopkins are agreeable to rezone from Single-residenct to Double-residence; or the South 230.38' of North 2607' of East 272' of East 4, except the County Road 18, Section 25, Township 117, Range 22; but the rezoning must be held in abeyance because the Hennepin County Highway Department have plans on their drawing board for Mrs. Best's property to be used as an approach to County Road 18 from Hopkins; also because the firm of road consultants , Barton-Ashman Associates Inc, have not as yet eiled their report on the suggested roads for the City of Hopkins with the City Council and until a complete picture is before the City Council they will not be able to give an answer to Mrs. Best. The motion carried. ..- Mrs. Best's architect was a Mr. H. W. Fridlund. "These are 12' x 16' steel buildings, they are enameled; ..a light grey." "They propose to build two of these steel building in Hopkins." Mr. Hawks: "They burn up the old paper and string etc inside of the shes. " Mr. Blomquist: "It will be cleaner." "They might put one in the Elmos and operate that area out of it." Mr. Brubacher: "They will bring in the papers instead of 100 or so bundles." Mr. Hawks: "The only compaint we got was about the noice." Ma.yor Milbert: "Do they have this type of deliver and pick-up any where else?" Mr. Hawks: "Yes, all over Minneapolis etc." Mr. Blomquist: "They are not going into this until the first of the year." Mr. Hawks: "May the should go in by permit." Mr. Blomquist: "There is not anything different=here." Mr. Sundby: "Do you feel it is necessary to recommend this to the City Council?" Mr. Brubacher: "This one back of the resturant is good." The other one ma.y stick out a little." Mayor Milbert: "The lot on the Sheean property should be looi[ed at." Mr. Blomquist: "I have been out and looked at it." Ma.yor Milbert: "What is across from the location?" Mr. Blomquist: "A three car garage." Mayor Milbert: "It would be an improvement if they took the old building down." Mr. Sundy: "If is is not necessary to recommend to the City Council or as a Zoning ` and Planning Coimnission, can we just give our blessings?" Mr. Blomquist: "No, not unless you want to make special provisions." Mr. Brubacher: "Is there anything about this sort of thing that could be a bother." Mr. Blomquist: "Not where they are requesting to put them." Mr. Hawks: "They only lease for one year at a time." Mr. Sundby: "Lets leave it in your hands, Mr. Blomquist." Mr. Blomquist: "Another one Dicic, that we should talk about." "This is the one Mr. Nelson is building on that 40' lot." "We thought it would be a 24' house; now Mr. Nelson wants a set back of 8' 1E r on each side. Mr. Hawks: "The garage maybe in the middle of the lot." Mr. Blomquist: "You would have a better driveway if you come in from the North." Mr. Nelson: "If they built a new house on the front of the other lot then the house: would be to close." Mr. Hawks: "Try to see if we could have 20 to 30' between the three houses; the other way it would be 15' ." Mr. Nelson: "If the two houses could share that driveway, it might work out." - Mr. Hawks: "This just never works out." Mr. Blomquist: "You had better own both driveways in that case." Mr. Brubacher: "Can the Commission lee any reason why we should not grant the variance?" Mayor Milbert: "It is a hardship case." Mr. Blomquist: "I would not think about it if it was going to be on the North."
