08-21-07A regular meeting of the Hopkins City Council was held on, August 21, 2007, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell and Council Members Rowan, and Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum, and City Attorney Jerry Steiner. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:37 p.m. 11. OPEN AGENDA -PUBLIC COMMENTS AND CONCERNS There were none. III. SPECIAL ORDER OF BUSINESS 1. Resolution Appointing City Council Member to Fill Vacancy. Mayor Maxwell explained the process that led to the decision to appoint Rick Brausen to fill the vacancy that was left when Council Member Thompson moved out of the City. The appointment term is from now to December 31, 2007. Council Member Rowan moved and Council Member Halverson seconded a motion to Adopt Resolution 2007-053, Resolution Appointing Rick Brausen to Fill City Council Vacancy. A poll of the vote was as follows: Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. IV. OATH OF OFFICE 1. Rick Brausen took the oath of office for City Council. Council Member Brausen then took his seat at the Council table. Council Member Brausen thanked the Council for their confidence in him and for appointing him to the position. V. PRESENTATIONS 1. Receipt of Check from Beverly Living Center (Hopkins Care Center) Dale Specken, Fire Chief, reported that last November he was approached by Beverly Living Center, Hopkins Care Center, about putting in a grant application for something that the Fire Department needed. Chief Specken said that he remembered that some time ago, the Department received smoke detectors and the Department members installed them in resident's homes and he thought it would be a good idea to install smoke detectors again, as well as CO detectors. Pat Flicker, Beverly Living Center, presented a check of $1,000 to the City for the purchase and installation of smoke and CO detectors. August 21, 2007 City Council Meeting Minutes Page 1 2. Red Cross "Get Ready" City Proclamation Fire Chief Specken reported that a resident who lives on Hawthorn Rd and is also on the board of directors of the Red Cross asked if Hopkins would be interested in becoming a "Get Ready" City. The Red Cross would assist the City in informing the residents of the steps that need to be taken to be ready for a disaster. A representative of the board of directors, Red Cross, explained the program. Chief Specken read a proclamation, signed by the Mayor, that proclaims 2007 as the Year to Get Ready. VI. Approve Miscellaneous Licenses Kersten Elverum explained the Clean-up grants that the City is receiving from the Metropolitan Council. Council Member Brausen moved and Council Member Halverson seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Thompson, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. VII. NEW BUSINESS 1. Approve Well-Head Protection Plan The Wellhead Protection Plan (WPP) is mandated by the Minnesota Department of Health in accordance with the Wellhead Protection Rules. The rules are based on the legal mandates from the 1986 and 1996 Federal Safe Drinking Water Act and the 1989 Minnesota Groundwater Protection Act. The goals of the wellhead and source water protection program are to prevent human derived contaminants from entering the source water aquifers used for public water supplies and to assure the sustainable water supplies for all users in the future. Council Member Brausen moved and Council Member Halverson seconded a motion to approve the City of Hopkins Part II Wellhead Protection Plan. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously. ADJOURNMENT There being no further business, Council Member Brausen moved and Council Member Halverson seconded a motion to adjourn the meeting.
