09-04-07 WSSeptember 4, 2007 Page 1 MINUTES OF THE CITY COUNCIL WORK SESSION , AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, September 4, 2007 Mayor Maxwell called the meeting to order at 9:40 pm. Present were Mayor Maxwell and Council members Youakim, Halverson, Brausen and Rowan. Also present was City Manager Rick Getschow. Other • City Manager Getschow provided an update on the 2008 U.S. Women's Open since he and Public Works Director Stadler had just met with event organizers earlier in the week. More details on transportation and promotion will be coming at the end of September or early October. City Manager Getschow passed out a flier that is being developed for the graffiti program. The program involves providing product and/or a coupon for product to those affected by graffiti. Also, the City needs to look into revising the City Code to include a deadline for graffiti removal as well as to allow the City to remove graffiti from structures such as utility poles and boxes on the public right-of--way. A potential first reading for the revised ordinance could come in October. City Manager Getschow would like feedback from the Council on the proposed program. • The Mayor and Council member Rowan discussed their visit to the Ubah Medical Academy's open house. City Manager Getschow provided an update to the Council in relation to Council member Youakim's earlier question about the city's residential parking enforcement rules in relation to the parking of vehicles on streets for 24-48 hours and the city's enforcement process for that. Getschow stated that there is proactive enforcement by the Police Department for violations such as expired tabs and illegal handicap parking. However, most other residential parking enforcement (e.g., vehicles being parked on the street too long) is done on a complaint basis. Council wanted to be assured the Police Department is consistent with communicating the parking enforcement procedures and processes to residents. There being no further business, a motion was made by Brausen, seconded by Halverson to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 10:10 pm.
