09-18-07A regular meeting of the Hopkins City Council was held on September 18, 2007, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Brausen, Youakim, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum,
Reid, Magdal, Bradford, and City Attorney Jerry Steiner.

Mayor Maxwell called the meeting to order at 7:30 p.m.

Council Member Rowan moved and Council Member Halverson seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Brausen, aye; Council Member Youakim, aye; Council Member Brausen, aye; Council
Member Rowan, aye; Coancil Member Halverson, aye; Mayor Maxwell, aye. The
motion carried unanimously.
IV. NEW BUSINESS
1 . Authorizing Execution of Grant Agreement with Minnesota Department of
Public Safety Office of Justice Programs (CR2007-104)
The Depot is an ideal setting for Source Separated Organics recycling and provides an
opportunity to build public awareness on issues of waste reduction. Source Separated
Organics allows for the recycling of paper that is contaminated by food, such as pizza
boxes and food wrappers, two common items at the Depot. It would serve as a pilot
for other civic and business groups and as a "living laboratory" for Science and
Economic classes from Hopkins schools to study. The grant will provide funds for

advertising, consulting and materials. The Depot's refuse bill would be lower, because
of the reduction in general refuse.
City Manager Getschow introduced Louise Miller from the Hopkins School district. Ms.
Miller explained the project and answered questions.
Council Members discussed the ongoing costs versus savings.
Council Member Brausen moved and Council Member Youakim seconded a motion to
adopt Resolution 2007- 063, approving a grant agreement with Hennepin County for
"incentive Funds" for a Waste Abatement Project at The Depot Coffee House. A poll
of the vote was as follows: Council Member Brausen, aye; Council Member Youakim,
aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell,
aye. The motion carried unanimously.
2. Authorizing Execution of Grant Agreement with Minnesota Department of
Public Safety, Office of Justice Programs (CR2007-098)
The Minnesota Department of Public Safety, Office of Justice Programs has made
available grant monies to enable local law enforcement agencies to assign overtime
officers to high crime areas within their jurisdictions fora 24 month period. The
Napkins Police Department submitted an application in June and has been awarded
$74,712 officer overtime for the Blake Road Corridor Project. The grant will cover two
years and will provide approximately 582vertime hours each year.
Council Member Youakim moved and Council Member Halverson seconded a motion to
adopt Resolution 2007-061, resolution authorizing execution of grant agreement with
the Minnesota Department of Public Safety, Office of Justice Programs. A poll of the
vote was as follows: Council Member Brausen, aye; Council Member Youakim, aye;
Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye.
The motion carried unanimously.
3. Award Contract for Hiawatha/Van Buren Avenues Culvert Improvements
(CR2007-105)
The improvements include the removal and replacement of the culverts under Van
Buren and Hiawatha Aves. The project is part of the 2007 CIP. The Hiawatha culvert
was added because of the poor condition of the culvert requires frequent road repair.
Seven bids were received, with the low bid being from GL Contracting at a cost of
$134,844.93.
Council Member Rowan moved and Council Member Brausen seconded a motion to
adopt Resolution 2007-064, Resolution Awarding Van Buren and Hiawatha Culvert
Improvements, Project 07-08. A poll of the vote was as follows: Council Member
Brausen, aye; Council Member Youakim, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.

4. Approve New Liquor License Application for Ganino, Inc, dba Trattoria
Michelangelo (CR2007-102)
The owner of Ganino, Inc., the license holder of Trattoria Michelangelo, passed away
this summer. His heirs have been operating the business under the direction of a
personal representative of the estate. State Statute allows this for 90 days. The
license will become effective on September 28, 2007, when Josephine Ganino
becomes 21 years of age. Staff recommended that the license fee be waived because
the fee was just paid in June, 2007.
Council Member Halverson moved and Council Member Rowan seconded a motion to
Approve an on-sale wine license and an on-sale 3.2 beer license, allowing the sale of
strong beer for Ganino Inc., dba Trattoria Michelangelo, $02 Mainstreet with the
condition that the application is approved by the Hopkins Police Department and that a
certificate of insurance showing liquor liability is submitted prior to the effective date;
and waive the fees. A poll of the vote was as follows: Council, Member Brausen, aye;
Council Member Youakim, aye; Council Member Rowan, aye; Council Member
Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
VIII. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member
Brausen seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:10 p.m.
