Resolution Approving the 2007-2008 Goals and Action Plan
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 2007-
06 adopting the goals and action plan for the City of Hopkins for 2007-2008.
Adoption of this motion will publicly state the goals and action plan for the years 2007
and 2008. Many of these goals and action steps will also be reviewed as part of the
budget process.
Overview
On a regular basis, it is critical to create and assess the goals and the objectives of the
community. The goals and the action plan contained herein, publicly state those items
that the Council wishes to accomplish above and beyond the normal operations and
everyday services that are provided by the City of Hopkins.
The City Council has been meeting since this summer of this Year to revise the 2005-
2006 goals and create the 2007-2008 Goals and Action Plan.
Staff recommends approval of Resolution 2007-06, which adopts the goal and action
plan for 2007 and 2008.
Primary Issues to Consider
• How were the 2007-2008 Goals and Action Plan arrived at?
The City Council, with the assistance of city staff, discussed various issues
affecting the City of Hopkins. Draft goals and action steps were then developed
from those discussions. These goals and action plan were then discussed with
other groups and organizations such as the Citizen Academy alumni. The final
goals and action plan are now being brought forward for final approval.

A RESOLUTION AFFIRMING THE CITY OF HOPKINS MISSION
STATEMENT AND ADOPTING THE
2007-2008 GOALS AND ACTION PLAN FOR THE CITY OF HOPKINS
WHEREAS, the Hopkins City Council believes it necessary for an effective local
government to clearly establish it overall mission and to prescribe the goals and
objectives necessary to accomplish that mission; and
WHEREAS, the Hopkins City Council has previously adopted the following Mission
Statement
Partnering with the Community to enhance the quality of life
• Inspire
• Educate
• Involve
• Communicate
Together, all of city government pledges to:
* Continually enhance partnerships with citizens.
* Inspire citizen leadership.
* Educate and involve citizens.
* Communicate openly and effectively.
* Be responsive.
* Be fiscally responsible.
As a city council, we pledge to:
* Continually enhance partnerships with the staff.
* Lead in the creation of a community wide vision.
* Set policy.
As a city staff, we pledge to:
* Continually enhance partnerships with the city council.
* Develop and implement long term plans.
* Provide quality customer service that is:
- Responsive to the needs of the community.
- Innovative.
- Accessible.
WHEREAS, the Hopkins City Council has identified certain goals, objectives and action
steps for the years 2007-2008.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
re-affirm the previously adopted mission statement and formally adopt the listed goals,
and that the City Council, City Manager and staff are hereby committed to the
accomplishment of these goals and its action plan:
Goal I - To Improve Communications and Marketing
Efforts to Residents, Developers and Businesses
Action 1 Think Hopkins -Implement the City-wide Branding
and Marketing Campaign as a partnership with the
HBCA and Hopkins Marketing Committee
Action 2 City Website: 2007 Redesign planned. Explore
more E-Government capabilities.
Action 3 Monthly Newsletter- Hopkins Highlights: Continue
to be swell-received publication delivered to every
household
Action 4 Collaboration with the official city newspaper
(Sun*Sailor)- regular city columns
Action 5 Enhance the promotion of city events (Raspberry
Festival, Mainstreet Days, and Heritage
Celebration)

Action 3 Excelsior Crossings: Coordinate efforts to conduct
redevelopment on the site with Opus Northwest,
LLC (Office Project)
Action 4 Shady Oak Road: Coordinate efforts with
Hennepin County and the City of Minnetonka to
implement a plan or the future redevelopment
along the Shady Oak Road Corridor
Action 5 Hopkins Dodge Site: Work with potential
developer on a redevelopment of this site.
