Proposed Action
Staff recommends the following motion: "Move that Council adopt Resolution 2007-014, Resolution Approving
Plans and Specifications, 2007 Street and Utility Improvements -City Project 06-10, and Authorizing
Advertisement for Bids."
This action continues an assessable project for street upgrading.
Overview
At the December 19, 2006, meeting, the Hopkins City Council conducted a public hearing concerning street and
utility improvements on 12th, 13th, and 19th Avenues North and Drillane Road North and South and Drillane
Circle. Council authorized the project to proceed allowing the preparation of plans and specifications.
The plans are substantially complete and staff now seeks final design approval and authorization to continue to

Scope of Improvements
Roadways
The street improvements in all areas except 12th and 13th Avenues North include full depth milling of the
existing pavement, curb and gutter, and concrete driveway aprons where curb is removed. The existing soil
below the pavement will be excavated to allow for placement of 6 inches of base material below the new
pavement. The base material will consist of the millings from the existing pavement and Class 5 aggregate
material. The asphalt section includes a 2 inch base course and 1 1/2 inch wear course. New concrete
driveway and alley aprons will be constructed where removed.
The elevation of the reconstructed road will be slightly lower to allow for the curb and gutter. This will also
aid in correcting a couple of occurrences where the property owner's driveway slopes away from the street.
The contractor will be required to maintain access to all residences during construction.
On 12th and 13th Avenues North, the existing roadway will be milled 2" thick and a new wear course
bituminous pavement (2" thick) placed on top.
Utilities
Storm sewer upgrades include the installation of storm sewer on 19th Avenue North and throughout the
Drillane Neighborhood.
Watermain improvements include a voluntary water service replacement program. The City will replace
water services in conjunction with this project for those properly owners that have requested it. The City
will cover 1/3 of the cost with the homeowner paying th'e remaining 2/3 through their special assessments.
The forms will be sent to residents and they are required to respond by April 1, 2006.
Improvements to the sanitary sewer will include reconstruction of the manhole tops and spot repairs on 19th
Avenue North and the complete replacement of sewer pipe in the Drillane Neighborhood. The manholes in
the Drillane Neighborhood will be salvaged and reused to save cost.

Estimated Costs and Funding
The total project cost of the 2007 Street Improvements based on the engineer's estimate is approximately
$1,916,000. The project cost was estimated to be $1,950,000 in the feasibility study. This includes overhead
(engineering/administration) costs at 25% and a 10% contingency. This estimated project cost is
approximately $34,000 less than the feasibility study.
The project will be funded through a number of sources utility funds, special assessments, and PIR. Based
on the most current estimate the project funding breaks down as follows:

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS 2007 STREET AND UTILITY IMPROVEMENTS
CITY PROJECT NO. 06-10
WHEREAS, pursuant to a resolution of the City Council adopted the 19t" day of
December 2006, plans and specifications were developed for improvements on 12t", 13t", and
19t" Avenues South, north of 1St Street; and 3rd Street North between 18t" and 19t" Avenues
North; and Drillane Road North and South and Drillane Circle, including concrete curb and
gutter installation and storm sewer improvements and all necessary appurtenances, and
WHEREAS, plans and specifications for City Project No. 05-10 have been prepared by
Bolton & Menk, Inc. and have been presented to Council for approval, and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. Such plans and specification, a copy of which are attached hereto and made a part
hereof; are hereby approved and ordered placed on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such
improvement under such approved plans and specifications. The advertisement shall
be published three times, at least three weeks before date set for bid opening, shall
specify the work to be done, shall state that bids will be received by the clerk until
10:00 a.m., on the 27t" day of March, 2007, at the City Hall and that no bids shall be
considered unless sealed and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of
such bid.
3. The clerk and city engineer are hereby authorized and instructed to receive, open,
and read aloud bids received at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids and award of contract at the regular
City Council meeting of April 3, 2006 in the Council Chambers.
