Subject: Second Reading of Ordinance 2007-984 Electric Franchise Ordinance
Staff recommends that the Council approve the following motion: Move that the Hopkins City
Council approve Ordinance 2007-984 for second readin~~prove the summary Ordinance and
order the summarypublished and posted at the Hopkins Library.
This ordinance has not changed since the first reading.
It requires afour-fifths vote of the City Council to approve the publication of the summary ordinance.

ORDINANCE 2007-984
AN ORDINANCE ESTABLISHING AN ELECTRIC FRANCHISE
The following is a summary of the major provisions of the new ordinance:
The ordinance grants a franchise to Xcel Energy to operate an electric utility.
The ordinance is in effect for 20 years.
The ordinance allows the City to collect a franchise fee not to exceed 5% of revenue.
The ordinance requires the utility company to:
o Relocate facilities when they interfere with a public improvement project
o Restore public ground that is disturbed during their construction activity
o Allow shared use of utility poles for other utilities
A printed copy of the entire ordinance is available from the City Clerk and at the Hopkins
Library.
First reading: March 6, 2007
Second reading: March 20, 2007
Date of Publication: March 29, 2007
Date Ordinance Takes Effect: March 29, 2007
