PRELIMINARY PLAT - MARKF,TPLACE & MAIN
Proposed Action.
Staff recommends the following motion: Move to adopt Resolution 07-19, approving a preliminary
plat for the Marketplace & Main Development.
At the Zoning and Planning meeting Ms. Flynn moved and Ms. Newcomb seconded a motion to
approve Resolution RZ07-5, recommending approval of a preliminary plat for the Marketplace & Main
Development.
Overview.
Hopkins Honda moved to the former Knox site, and the relocation removed the entire Honda line from
downtown Hopkins. The area occupied by Honda between Sixth and Seventh Avenues is available
for redevelopment and was purchased by The Cornerstone Group.
Last March the preliminary plat and site plan was approved for The Cornerstone Group for a
condo/townhome/retail development. The triangular area on the north side of Mainstreet between
Sixth and Seventh Avenues is proposed to be a row of townhomes. The area where the old Honda
showroom was located and the area to the north will be a retail/condo building. The last area used by
Honda along Eighth Avenue would be another row of townhomes.
The preliminary plat expires six months after approval, so it will have to be approved again.
Marketplace Holdings, Inc. (The Beard Group) is purchasing the site, and as part of the purchase
agreement the preliminary plat needs to be approved. The applicant will have to have the final plat
approved before any construction can start.

Primary Issues to Consider.
What is the zoning of the property, and how has the Comprehensive Plan designated the
subject site?
The zoning of the property is B-3, General Business. An overlay zoning of PUD was placed on this
site. This PUD overlay zoning allows flexibility in the uses and site development. The Comprehensive
Plan has designated this site as Commercial. The base zoning will remain.
Do the lots meet the zoning requirements?
A lot in the B-3 district is required to have a minimum size of 3,000 square feet. The parcels have an
overlay of PUD which allows flexibility in the zoning requirements.
What are the specifics of the plat?
The lots will be combined into two parcels. There will be one parcel for the townhomes on Mainstreet
and the second for the condos and the townhomes. The City is requesting an easement for public trail
and sidewalk purposes over the east 40 feet of the property west of Sixth Avenue.
Does the proposed plat meet the subdivision requirements?
The plat as proposed meets the subdivision requirements.
Will a park dedication fee be required?
A park dedication fee will be required. The fee will be collected when the plat is submitted for
signatures.
What was the discussion at the Zoning and Planning Commission meeting?
Ms. Anderson reviewed the proposed plat. Ms. Anderson stated that this plat was approved last
March, but preliminary plats expire six months after approval, and this plat needs to be approved
again. No one appeared at the public hearing.
Alternatives.
1. Approve the preliminary plat. By approving the preliminary plat, the applicant will be able to
replat the property.
2. Deny the preliminary plat. By denying the preliminary plat, the applicant will not be able to plat
the property as proposed. If the City Council considers this alternative, findings will have to be
identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is needed,
the item should be continued.

RESOLUTION NO: 07-19
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A PRELIMINARY PLAT
FOR THE MARKETPLACE & MAIN DEVELOPMENT
WHEREAS, an application for a preliminary plat SUBD07-2 has been made by Marketplace Holdings;
and
WHEREAS, the procedural history of the application is as follows:
1. That an application for a preliminary plat was made by Marketplace Holdings, on
February 21, 2007;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published
notice, held a public hearing on the application and reviewed such application on March
13, 2007: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered; and
NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary plat SUBD07-2
is hereby approved based on the following Findings of Fact:
1. That the preliminary plat meets the subdivision requirements.
2. That the preliminary plat meets the zoning requirements.
BE IT FURTHER RESOLVED that application for preliminary plat SUBD07-2 is hereby
approved based on the following conditions:
1. That the final plat is approved. .
2. That the park dedication fees are paid when the final plat is recorded.
3. That the proposed easement for public trail and sidewalk over the east 40 feet of the
property west of Sixth Avenue is granted.
4. That the applicant must execute the Amended & Restated PUD/Development Agreement,
as approved by the City Council.
