ZONING ORDINANCE AMENDMENT -PET GROOMING
Proposed Actioa.
Staff recommends the following motion: Move to adopt Resolution 07-23, approving
Ordinance 07-985, adopting_pet rog oming as a permitted use in the B-3 zoning district.
At the Zoning and Planning meeting Mr. Skiermont moved and Mr. Hatlestad seconded a
motion to adopt Resolution RZ07-7, recommending approval of Ordinance 07-985, adopting
pet grooming as a permitted use in the B-3 zoning district. The motion was approved
unanimously.
Overview.
Laurie Stuart has applied for a zoning amendment to allow pet grooming in the B-3 zoning
district. The zoning ordinance allows a veterinary clinic in the B-3 but not pet grooming, and
the new B-4 zoning allows a pet store, which could have pet grooming as an accessory use. If
the amendment is approved, Ms. Stuart is proposing to open a pet grooming business at 1819
Mainstreet.
The only concern that staff would have is the animal waste. The picking up of animal waste is
addressed in the City Code.

What is the proposed amendment?
The proposed amendment is to allow pet grooming as a permitted use in the B-3 zoning district.
The downtown area is zoned B-2. This use will not be permitted in this zoning district.
What is the staff recommendation?
Staff is recommending approval of the proposed ordinance.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed amendment. Laurie Stuart, the applicant, appeared
before the Commission. The Commission looked favorably on the new use. No one appeared
at the public hearing.
Alternatives.
1. Approve the amendment to the zoning ordinance. By approving the amendment to the
zoning ordinance, the applicant will be able to open up a pet grooming business in the B-3
zoning district.
2. Deny the amendment to the zoning ordinance. By denying the amendment to the zoning
ordinance, pet grooming will not be allowed in the City. If the City Council considers this
alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING ADDING PET GROOMING
AS A PERMITTED USE IN THE B-3 ZONING DISTRICT

WHEREAS, an application for Zoning Amendments ZN07-2 has been made by the Laurie
WHEREAS, the procedural history of the application is as follows:
1. That an application for zoning amendments was made by Laurie Stuart;
2. That the Hopkins Zoning and Planning Commission published notice, held a
public hearing on the application and reviewed such application on March 27,
2007: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered.
NOW, THEREFORE, BE IT RESOLVED that the application for Zoning Amendments ZN07-2
is hereby approved based on the following Findings of Fact:
1. That there are uses that are similar to the proposed pet grooming business in
the B-3 district.

THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS FOLLOWS:
That Section 535 of Hopkins Code of Ordinances be the same and are hereby amended by adding the
following section:
