CR 07-048 Environmental Clean-Up Grant App-Marketplace & Main)CITY OF yOPKINs April 16, 2007 Council Report 2007-048 ENVIRONMENTAL CLEAN-UP GRANT APPLICATION -MARKETPLACE & MAIN Proposed Action: Staff recommends adoption of the following motion: Move to approve Resolution 2007-35 authorizing submittal of environmental clean-up~grant application to Hennepin County in conjunction with the proposed Marketplace & Main redevelopment. overview In the last funding round for the Hennepin County Environmental Response Fund grant program, The Cornerstone Group was awarded $155,640 in grant funds for the Marketplace & Main redevelopment project. Since the project has been sold to The Beard Group it is now necessary for The Beard Group to re-apply for the funds. To do so, the City of Hopkins must pass a resolution of support. Various forms of soil contamination and asbestos appear to exist on the site and must be addressed before any development such as the one proposed by The Beard Group can occur. The Beard Group has agreed to be responsible for all costs associated with the application including any local match required. The total amount of the grant request is $155,640. Primary Issues to Consider Existing site contamination must be addressed in order for this property to be redeveloped. The Beard Group has agreed to assume all costs associated with this grant application. As a result, staff recommends authorizing the submittal of this application. Supporting Information Res tion 7- .. rsten Iverum Housi q & Develop nt Coordinator Fin ncial Impact: $ 0 Budgeted: Y/N Source: Re ated Documents (CIP, ERP, etc.): Notes: CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2007-35 RESOLUTION AUTHORIZING APPLICATION TO THE HENNEPIN.000NTY ENVIRONMENTAL RESPONSE FUND PROGRAM WHEREAS, the City has identified aclean-up project within the City located at 601 and 711 Mainstreet for redevelopment by The Beard Group that meets the purposes and criteria of this program; and WHEREAS, that the City of Hopkins has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration, and WHEREAS, that the sources and amounts of local match identified in the applications are committed to the project, and WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; and WHEREAS, the City of Hopkins has not violated any federal, state, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. THEREFORE, BE IT RESOLVED, that the City of Hopkins supports the environmental financial grant applications to the Hennepin County Department of Environmental Services and agrees to act as legal sponsor for the project contained in the applications submitted on May 1, 2007. BE IT FURTHER RESOLVED that upon approval of its applications, the City of Hopkins may enter into an agreement with Hennepin County for the above referenced project.
