ZONING ORDINANCE AMENDMENTS -INDUSTRIAL USES
Proposed Action.
Staff recommends the following motion: Move to adopt Resolution 07-30, approving Ordinance
07-987, amending the industrial district uses for first reading
At the Zoning and Planning meeting Mr. Hatlestad moved and Mr. Aarness seconded a motion to
adopt Resolution RZ07-9, recommending approval of Ordinance 07-987, amending the industrial
district uses. The motion was approved unanimously.
Overview.
Last fall the City Council placed a moratorium on conditional uses within the I-2 zoning district.
Although there is a moratorium only on conditional uses, the review did expand to the entire
section of industrial uses. For the past several months the Commission has been reviewing
proposed language. As a result of the review, language was cleaned up, uses added, and uses
clarified.

540.05. Permitted accessory uses. The following are permitted accessory uses in I districts:

1) retail or services uses not exceeding 10 percent of the gross floor
area of the principal structure. If in amulti-tenant building the retail or service use
shall not exceed 10 percent for each use. (Amended Ord. 04-937)

What is the staff recommendation?
Staff is recommending approval of the proposed ordinance amendments.
What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed changes to the proposed amendments with the Commission. Mr.
Hatlestad wanted a junk yard removed from the conditional use section of the ordinance. The
Commission concurred. No one appeared at the public hearing.
Alternatives.
1. Approving the amendments to the zoning ordinance. By approving the amendments to the
zoning ordinance, the industrial uses will be amended.
2. Denying the amendments to the zoning ordinance. By denying the amendments to the zoning
ordinance, the industrial district uses will not be amended. If the City Council considers this
alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING AMENDMENTS TO THE INDUSTRIAL DISTRICT
WHEREAS, an application for Zoning Amendments ZN07-4 has been initiated by the City of
Hopkins;
WHEREAS, the procedural history of the application is as follows:
1. That an application for zoning amendments was initiated by the City of Hopkins;
2. That the Hopkins Zoning and Planning Commission published notice, held a
public hearing on the application and reviewed such application on March 27,
2007: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered.
NOW, THEREFORE, BE IT RESOLVED that the application for Zoning Amendments ZN07-4
is hereby approved based on the following Findings of Fact:
1. That the proposed amendments protect the health, safety, and welfare of the
community.

THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS FOLLOWS:
That Sections 500, 520, and 535 of Hopkins Code of Ordinances be, and
the same and are hereby amended by amending and adding the following
sections:
That the Hopkins City Code No. 515-570 be, and the same is hereby
amended by, amending and adding the following section:
