Subject: Water Meter Upgrade Program
Attached is information on the water meter upgrade program.
The overview gives the statistics on the number of meters and the status of the installation. Note that we
are in the first year of a three-year replacement program. As the report states there are 132 of 390
completed to date with 167 yet to be completed in 2005. Once those are upgraded there will be 299 of
390 completed in 2005 or 77%.
The second attachment shows selected customers whose meters were replaced with dual registers that
monitor low and high flow as opposed to single flow and the usage is reflected with both types of meters
along with the change in total usage. Their bill is based on total usage,
The change that we're seeing with the new meters is that all flow is being measured with the dual meters.
The single flow meters did not measure low flow that was below a certain level. The dual meters are
more accurate which results in customers being charged for all water consumption that goes through the
meters.
Below is a chart showing revenue comparisons for 2004 and 2005 with new meters being installed, It
does show that revenues have increased but we also need to factor in the rate increase that was
implemented for 2005 when water rates increased by $0.20 per 1,000 gallons, We will continue to
monitor the water meter program and will be taking a more in depth review during the 2006 budget
process.

The increase due to the rate increase may be more than the increase of revenues over prior
year. This Is due to decreased consumption from the previous year. Had we not implemented
a rate increase revenues would be down.

Doug Anderson & Dave Goergen have been working with the utility customers to
ensure that the new meters are being instailed properly. They have changed
their schedules to meet with the plumbers and property owners/managers in order
to help with instailation and to verify meter sizes and possible instailation probiems,
