CR 05-103 Site Plan - Oak Ridge Place II CiTY OF m July 27,2005 HOPKINS Council Report 05-103 SITE PLAN REVIEW - OAK RIDGE PLACE II CONDOS Proposed Action. Staff recommends the following motion: Move to adopt Resolution 05-67. approvmg to construct condos on the property northeast of Eisenhower Community Center. At the Zoning and Planning meeting Ms. Halverson moved and Mr. Paul seconded a motion to adopt Resolution RZ05-20, recommending approval to construct condos on the property northeast of Eisenhower Community Center. The motion was approved unanimously. Overview. Mike Halley, the applicant, is proposing to construct a 14-16 unit condo building on the property just west of the condo building Mr. Halley is constructing north of the United Methodist Church. The proposed building will be located on property that was owned by the School District on the northeast side of the Eisenhower Community Site. The proposed building would be four stories and have underground and surface parking. The applicant has also applied for the following: . Preliminary plat . Rezoning to R-5 . Variance for a lot not to have frontage on a public right-of-way . Comprehensive Plan amendment The building will be marketed to independent seniors with a price range of$500,000 and up. What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The zoning of the property is Institutional. This propeliy will have to be rezoned for this development to proceed. The Comprehensive Plan has designated this site as Institutional. The Comprehensive Plan would also have to be amended. The applicant has applied for a rezoning and Comprehensive Plan amendment. · What are the specifics of the condos? Building The proposed building will be a four-story with 14-16 units. Parking The zoning ordinance requires two parking spaces for each unit. If the building is constructed with 16 units the site will be required to have 32 parking spaces. The site plan indicates there will be 50 underground parking spaces for the residents. There will also be parking spaces for 16 visitors on the east side of the site. There will be parking cross easements for Oak Ridge Place I and this development. Each development has enough parking for its lot; if there are events when more parking is needed, each development can help the other with additional parking. Access The preliminary plan indicates an access point from the existing access into Oakridge Place 1. The staff and the applicant discussed the access into the site. It was decided not to create another private road into this site when an existing private road can be used. The result of using the existing private road is that the property does not have access on a public right-of-way. A variance will have to be granted for the site not to have access on a public right-of-way. Exterior The exterior is proposed to be a combination of brick and stucco. The main building entrance is oriented to the east. The access (0 the underground parking will be from the south and east sides of the building. Thc site has 13 trees of the required size. The landscape plan also indicates a variety of shrubs along the driveway and on the east side of the building along the parking area. Public Works The following are the comments: · The major item is the encroachment into the wetland setback. MCWD will need to review this. . The retaining wall on the NE side of the building encroaches on our utility easement. There is a 12" water main near this wall and a repair at that segment may impact the wall. Ifthc wall isn't moved out of the easement, a provision will need to be in the developer's agreement that requires the cost for removing and replacing this wall to be paid by the developers if it interferes with water main maintenance. · The 12" water main that the developer will relocate will need to be all restrained joint construction. · There should be a hydrant on the north side of the building or a fire hose connection on the building for fire protection. . I did not see separate water service and fire supply service lines. · The driveway grade to the lower garage entrance is too steep. The grade should not exceed percent. The tum from this driveway into the garage may need a larger radius. · The sanitary sewer service line needs to be at a minimum grade of Ipercent. The plans show it at 0.5 percent. CR05-67 Page 4 · The outlet control structure should be 60" diameter to allow for ease of maintenance. · The adjacent site (same developer) has used a boulder retaining wall. If that is the intention on this site, it should be indicated as such. Cun'ent plans show a keystone retaining wall. Any approval will be contingent on public works approving the final plans. Surrounding Uses The site is sun'ounded by Eisenhower Community Center to the west, Oakridge County Club to the north, Oakridge Place I to the west and a pond to the south. Fire Marshal The fire marshal has reviewed the preliminary plans and found them acceptable. Trash The trash area for the condos will be in the underground garage area. Height The height is proposed to be four stories. R-5 zoning allows a four-story building. There will be an underground level for parking with four stories of residential. Watershed District Thc applicant willnced to get approval of the watershed district. . What is the schedule for construction? The applicant would like to start construction next year. . What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the site plan and the other items the applicant will need for this development. Tom Goodrum, John Weber and Roger Johnson, representing the applicant, appeared before the Commission. Mr. Goodrum stated that they will be able to address all the City Engineer's comments. The Commission discussed the height ofthe new building, the trees that would remain, and approval by the Watershed District. No one appeared at the public hearing regarding this issue. CR05-67 Page 5 Alternatives. 1. Approve the site plan to construct the 14-16-unit condo building. By approving the site plan, the applicant will be able to construct the condos as proposed. 2. Deny the site plan to construct a 14-16-unit condo building. By denying the site plan, the applicant will not be able to construct the condos as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further infom1ation. If the City Council indicates that further information is needed, the item should be continued. That an application for a conditional use permit was made by Mike Halley on June 24, 2005; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on July 26,2005: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal description of the subject property is as follows: Lot 2, Block I, Oak Ridge Place 2nd Addition NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review SPR05-4 is hereby approved based on the following Findings of Fact: I. That the proposed use meets the requirements for site plan review. BE IT FURTHER RESOLVED that application for Site Plan Review SPR05-4 is hereby approved subject to the following conditions: I. That the watershed district approves the proposed development. 2. That the public works department approves the final drainage, utility and grading plans. 3. That the subject site is replatted. 4. That the subject site is rezoned from Institutional to R-5. 5. That the Comprehensive Plan is amended to designate the subject site from Institutional to High Density Residential. 6.
