. CONDITIONAL USE PERMIT - FIRE STATION/PUBLIC WORKS FACILITY
Proposed Action.
Staff recommends the following motion: Move to adopt Resolution 02-110, approving a
conditional use permit to construct a fire station and an addition to the public works facility.
At the Zoning and Planning meeting Ms. Hatcher moved and Mr. Rudolph seconded a
motion to adopt Resolution RZ02-26, approving a conditional use permit to construct a fire
station and an addition to the public works facility. The motion was approved unanimously.
Overview.
The City is proposing to construct a new fire station and an addition to the public works
facility. The fire station will move from the present location at City Hall and relocate to what
now is the parking area for Katherine Curren SchooL The fire station will consist of 14,847
square feet and have a first floor, a mezzanine and a second floor. The area vacated by the
fire station will be remodeled for the police department expansion
The addition to the public works facility will involve removing three buildings and
constructing a 58,907 -square- foot-building. The new public works facility will provide a
heated indoor parking area for the City vehicles.
. The project will also involve constructing several new parking lots and removing four tennis
courts.

. Primary Issues to Consider.
. What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The zoning of the property is R-5, High Density Multiple Family. The Comprehensive Plan
has designated this Residential. Municipal service structures are permitted in residential
areas with a conditional use pennit.
. What does the ordinance require for municipal building in residential areas?
530.09 c) Municipal service structures subject to the following:
1. Any structures involving a use in connection with the transmission of electric,
telephone, telegraph, gas, water, sewer and other public or private utilities including
any fence in connection therewith shall conform to yard requirements, architectural
style and landscaping of the immediate neighborhood:
2. Electric power transmission lines shall be located along public street (R.O.W.) or
along railroad R.O.W.;
3. Buildings in public parks provided they are 50 feet or more from all lot lines in an R
district.
. . What are the specifics of the development?
Parking
Katherine Curren Parking
The parking for Katherine Curren will be relocated to the east side of the school. This
relocation of the parking area will provide a separation of car drop-off and bus drop-off. The
new parking area will provide a drop-off area for parents on the west side of the parking area.
Buses for Katherine Curren will enter from Excelsior Boulevard, use the access drive on the
east side of the public works facility and proceed north to the drop-off area on the north side
of the new fire station. Buses will leave the site via 17th A venue.
Fire Station
There will be two parking areas on the fire station site. There will be nine parking spaces on
the west side of the building and 17 parking spaces on the east side. Access to the parking on
the east side will be from the access drive off of Excelsior Boulevard.

. Public Works Facility
The public works facility will have a new parking area on the west side of the new public
works building. Access to this parking area will be from 1 ih A venue. The existing small
parking area on the south side of the building will remain. Access to this parking area will be
from Excelsior Boulevard.
Pavilion and Central Park parking
There will be new parking areas on the east and north sides of the pavilion and additional
new parking on the east side of the outside hockey rink. The existing parking along
Excelsior Boulevard will remain.
Access
Access to the public works facility will be from Excelsior Boulevard and 1 ih Avenue. The
Excelsior Boulevard access will provide access to the fire station, bus access for the school
and access to the pavilion and parking area east of the outside hockey rink. 15th and 16th
A venues will provide access to the Katherine Curren parking area. The child drop-off area
will be located on the east side ofthe school.
Setbacks
. R-5 Proposed
Front yard 30 feet remains the same (public works bldg)
West side yard 15 feet approximately 80 feet
Rear yard 25 feet approximately 30 feet
Landscaping
There will be approximately 56 trees removed throughout the project area. The site is
required to have an additional 67 trees planted. The landscape plan indicates 64 plantings of
the required size. Additional trees will have to be planted to satisfy the landscaping
requirem ents.
Exterior
The exterior of the public works building is proposed to be a ribbed precast concrete. There
will be an accent band of a smooth finished revel on the exterior and on the west elevation
there will be a standing seam roof. The fire station will have modular face brick with an
accent of a cast stone band. There will be a pre-finished metal standing seam roof on a
portion of the fire station.
Trash
. The trash area for Katherine Curren will not be affected. The trash for the fire station and
public works will be located internally on the north side of the new public works building.

. Sidewalk
The sidewalk on 1 ih A venue will remain.
Fire Marshal
The Fire Marshal has reviewed the preliminary plans and found them acceptable.
Public Works
The City's Public Works department continues to review the plans.
Surrounding Uses
The site is surrounded by Katherine Curren School and Central Park Manor to the north,
Excelsior Boulevard to the south, Central Park to the east, and a residential area to the west.
. What is the schedule for development?
The construction is proposed to start in the spring of2003.
. What was the discussion at the Zoning and Planning meeting?
. Ms. Anderson gave a brief overview of the proposed project. Steve Stadler, the City's Public
Works director, gave a brief history of the project and reviewed the site plan with the
Commission. Mike Jordan of the Collaborative DesignGroup, inc., appeared before the
Commission. Mr. Jordan showed elevations of the public works facility and the fire station.
Jay Kelmedy, a civil engineer, reviewed the drainage for the site. It was noted that Woody
Ginkel had written a letter with concerns regarding the new parking lot to the south of the
apartment building he owns. Mr. Kennedy did state that they would be looking at the
landscaping buffering the parking lot and making sure there was an adequate buffer. Mr.
Stadler stated that six people attended the open house for this project. No one appeared
before the Commission regarding this item at the public hearing.
Alternatives.
1. Approve the conditional use permit to construct the development as proposed. By
approving the conditional use permit, the City will be able to constmct the development
as proposed.
2. Deny the conditional use permit to construct the development. By denying the
conditional use permit, the City will not be able to construct the development as
proposed. If the City Council considers this alternative, findings will have to be
identified that support this alternative.
. 3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

Dear Steve:
There is an open house on Wednesday, November 13th to discuss the new proposed
improvements to the Facilities Development Site. Central Park Manor is a 109 unit aparbnent
building located at 1510 Mainstreet. The new plan does have an impact on us. As an owner, I
wish to register some concerns about the plan.
With'the addition of the parking lot immediately to our south and the opening of a traffic
pattern between 15th and 16th, the current "peaceful" setting of Central Park Manor will
disappear. The increased traffic volume creates a noise and activity problem never experienced
before. What is proposed to buffer our residents from the cars and noise?
. Will the new parking lot service the public 24 hours a day or will there be a time restriction
imposed? Gatherings of people after hours could clearly create a nuisance to all of Central Park
Manor residents on the south side of the building. Will the police patrol this area and will they
be advised of our noise concerns?
Good lighting of the new parking lot is naturally a necessity. How tall will these light
standards be? Some of our resident's windows are only 12 feet off the ground and very dose to
the proposed lot. Will the lights be directed downward or away from us? Can this issue be
given careful consideration?
I know time and thought have been given to this plan. I'm quite sure it addresses many new
city needs. I wish to introduce my concerns as a matter of record and hope they will be

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A CONDITIONAL USE
PERMIT TO CONSTRUCT A FIRE STATION AND AN ADDITION TO THE PUBLIC
WORKS FACILITY
WHEREAS, an application for Conditional Use Permit CUP02-8 has been made by The
City of Hopkins;
WHEREAS, the procedural history of the application is as foHows:
1. That an application for a conditional use permit was made by The City of
Hopkins on October 28,2002;
2. That the Hopkins Zoning and Plam1ing Commission, pursuant to mailed
and published notice, held a public hearing on the application and
reviewed such application on November 26, 2002: all persons present
were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered; and
. 4. A legal description of the subject property is as follows:
Beginning at the intersection of the south line of Excelsior A venue with
the west line of Section 24 thence south along said west line distance
608.12 feet thence east parallel with said south line to the southerly
extension of the centerline of 16th Avenue thence south along said
extension distance 30 feet thence east parallel with said south line to the
southerly extension of the centerline of 15th A venue thence north to a
point distance 272 feet south from south line of Excelsior Avenue as
measured along extension of 15th A venue thence westerly to a point on
extension of 16Lh A venue distance 248 feet south from south line of
Excelsior Avenue thence north to said south line thence west to beginning
road.
That part of the southwest ~ of southwest ~ lying south of north 608.12
feet thereof and west of the center line of 16th A venue extended south also
that part of the southwest ~ of southwest 1/4 lying south of north 638.27
feet and west of the east line of 15\h A venue extended south and east of the
center line of 16th Avenue extended south excluding rail road right-of-way
and street.
. NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use
Pennit CUP02-8 is hereby approved based on the following Findings of Fact:
1. That the proposed use meets the requirements for a conditional use permit.
. BE IT FURTHER RESOLVED that application for Conditional Use Permit CUP02-8 is
hereby approved subject to the following conditions:
1. That the watershed district approves the proposed development.
2. That additional trees are added to comply with the landscaping requirements.
3. That the Public Works department approves the drainage, utility and grading plans.
