Subject: Temporary Relocation of Public Works
The current project schedule calls for Public Works to relocate the majority of personnel
and equipment from the current site from 3/17/03 - 4/11/03. The projected completion
date for the Public Works addition is November 2003. The current project budget
. allocates $100,000 for relocation costs.
Obviously, staff prefers to be able to operate from the temporary site such that the
impact to services is minimal. The following items are important criteria to ensure
quality services during the relocation:
- Adequate building and ground space for equipment and materials
- The ability to collocate personnel and equipment
- The ability to provide reasonable restroom facilities
- Some heated space in the event the move-in date to the new facilities is
delayed beyond November 2003
It would also be helpful to obtain the temporary facilities as soon as possible so that
department personnel can begin moving seasonal equipment and supplies. If the
spring brings frequent snow/ice events, the move could be difficult to complete by mid-
April.
Staff has looked closely at three different sites for potential relocation. They are:
vacant Knox Lumber building and grounds, Oakridge Country Club area, and the
SuperValu North Annex property vacant buildings and grounds.
After meeting with Keith Scott, head groundskeeper for Oakridge Country Club, it
. became apparent that the opens spaces within this site will be heavily used this coming
summer and not available for parking of PW vehicles/equipment. The small storage

building is dilapidated and Keith expressed reluctance to even offer It for storage. .
There is very little clear space as the building has a double row of center aisle columns
- it was constructed as a horse barn.
The Knox Lumber site has adequate building and grounds space but lacks plumbing or
any heated space. CB Richard Ellis, the broker for the owner, has proposed a lease
rate of $6,584/month for the 20,000 sf building and some adjacent ground area. The
lease could be for up to 18 months with a gO-day cancellation clause for either party.
The two SuperValu north annex buildings and adjacent ground area are adequate and
the buildings are heated and plumbed. The total building area is 31,775 sf. In
discussions with SuperValu personnel, they have initially offered a lease rate of $6,900
per month. However, Joe DeWitt, SuperValu has mentioned that SuperValu also has a
need for temporary storage. Therefore, the final building lease area and cost could
drop. Staff is currently awaiting SuperValu's proposed lease agreement. The lease will
include a gO-day cancellatJon clause.
Staff believes the SuperValu site is the best alternative for relocation and would like City
Councils' approval to continue finalizing arrangements with SuperValu. Of course, City
Council will have to approve any lease agreement for temporary facilities. I
