Knollwood Pond Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council:
1) adopt Resolution 2002-02, Resolution Orderinq Improvements After Public Hearinq,
Project 00-14; and
2) adopt Resolution 2002-03, Resolution Approvinq Plans and Specifications for
Knollwood Pond Improvements and Authorize Advertisinq for Bids.
Overview.
At its February 6, 2001 meeting, City Coundl approved the project feasibility report.
Subsequently, a public hearing was held, the project was ordered and bids were
received. City Council rejected the two bids received at its April 3, 2001 meeting. City
staff was directed to work with the Knollwood neighborhood regarding an alternate
formula for assessing neighborhood properties and to rebid the project for winter
2001/2002; spring, 2002 construction. At its December 18,2001 meeting, City Council
e ordered a public hearing for January 15, 2002. Hearing notices have been mailed to all
affected property owners of record. City Coundl needs to conduct the hearing and
consider authorizing the project. Since construction plans have been completed, staff
requests that if the project is ordered, City Council also approve plans and authorize
bids on the project.

Analvsis of Issues
. Scope of Improvements
The proposed improvements include erosion control along the perimeter of the pond
and Island. The erosion control will consist of removing and replacing existing grouted
rip-rap, grading the existing slope and installing 12"-18" Class II rip-rap, regrading and
smoothing of slopes and plant a 4' - 6' wide buffer strip of tall grass and wildflower
seed, regrading of island eroded areas and plant shrubs or install rip-rap. Install new
top soil and sod throughout the pond perimeter area and island area
. Project costs, assessment formula and preliminary assessment amount
The total estimated project cost is $130,000. The estimated construction cost is
$110,000 and engineering costs are $20,000.
e The 10 property owners with property facing the pond have agreed to pay a larger
percentage of the total assessment amount. The proposed assessment calls for these
10 properties to be assessed equally for 27.5% of the total assessed amount. The
estimated assessment amount is $64,400. The total assessment amount for the 10
properties facing the pond is then $64,400 x .275 = $17,710. The remaining
assessment amount is $64,400 - $17,710 = $46,690. Accord ingly, the estimated
assessment is $1,085.81 each ($46,690/43) for the 43 properties that do not face the
pond and $1,771.00 each ($17,710/10) for the 10 properties that do face the pond.

RESOLUTION NO. 2002-02
RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING-
KNOLLWOOD POND IMPROVEMENTS
WHEREAS , a resolution of the City Council adopted the 18th
day of December 2001, fixed a date for a Council hearing on the
proposed improvements to the Knollwood neighborhood storm water
detention pond, and
WHEREAS , the Council deems it appropriate and expedient to
make such improvements, and
WHEREAS , ten days mailed notice and two weeks published
notice of the hearing was given, and the hearing was held
thereon the 15th day of January 2002, at which all persons
desiring to be heard were given an opportunity to be heard
thereon.
. NOW THEREFORE BE IT RESOLVED, by the City Council of the
City of Hopkins, Minnesota:
1. Such improvements are hereby ordered as proposed in the
Council resolution adopted the 18th day of December 2001.
2. Barr Engineering is hereby designated to prepare plans
and specifications for the making of such improvements.

RESOLUTION NO. 2002-03
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR KNOLLWOOD POND IMPROVEMENTS
AND AUTHORIZE THE ADVERTISING FOR BIDS
PROJECT # 2000-14
WHEREAS, pursuant to a resolution passed by the Council on January 15,2002, plans
and specifications for improvements to the Knollwood neighborhood storm water detention pond
have been prepared by the City Engineer, and he has presented such plans and specifications to
the Council for approval.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins,
Milll1esota:
1. Such plans and specifications, a copy of which are attached hereto and made a part
hereof, are hereby approved and ordered placed on file in the office of the City Clerk.
. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such
improvements under such approved plans and specifications. The advertisement shall
be published twice before the date set for bid opening, shall specifY the work to be
done, shall state that bids will be received by the clerk until 1:30 P.M., on the 31st day
of January, 2002, at the City Hall, and that no bids shall be considered unless sealed
and filed with the clerk and accompanied by a certified check or bid bond, payable to
the City of Hopkins, Minnesota for 5% of the amount of such bid.
3. The clerk and city engineer are hereby authorized and instructed to receive, open, and
read aloud bids received at the time and place herein noted, and to tabulate the bids
received. The Council will consider the bids, and the award of a contract, at the
regular City Council meeting of February 5, 2002.

City Council Chambers, Hopkins City Hall, 1010 1 st Street South, at 7 :30 p.m., Tuesday, J auuary
15,2002 to consider the improvement of the erosion control along the Knollwood pond and
island perimeter. Tbis proposed improvement project would include new sod, pond edge
plantings, and all necessary appurtenances pursuant to Mimlesota Statutes Chapter 429.

THE TOTAL ESTIMATED COST OF SAID IMPROVEMENT IS $130,000

There are 53 Knollwood neighborhood propel1ies. It is proposed that there be a relatively larger
assessment against the 10 properties directly facing the pond. The City has a signed petition
from these ten property owners stating that they agree to pay 27.5% of the total assessment
amount. Accordingly, the estimated assessment for the 10 properties facing the pond is
$1 ,771.00 per property. The estimated assessment for the remaining 43 properties is $1.085.S 1
per property.
Persons desiIing to be heard with reference to the above-proposed improvement win be heard at
this meeting.
